An adjourned regular meeting of the Burlingame Planning Commission,
from `Itarch 23, 1964, was called to order on the above date at
8:00 p.m., Chairman Brauner presiding,
ROLL CALL
All members were in attendance.

1. VARIANCE APPROVED FOR MULTI -FAMILY DIVELLINC IN R-2 DISTRICT,
At the meeting; of March 23, 1964, the Commission approved a variance
in principle to Ronald Wollmer for construction of a five unit
apartment building on second -residential property at 1144 Capuchino
Avenue (Lot 26, Block 4, Easton Addition), subject to Commission
approval of a revised balustrade design.
Chairman Brauner recognized Mr. Wollmer who submitted two proposals
for the balustrade, one, designated "Plan B", li-jas acceptable to the
Commission.
Commissioner Norberg; introduced a motion to approve the variance to
Ronald Wollmer for apartment construction in accordance with the
plot plan and elevation "Plan B" on file. aIotlon seconded by
Commissioner Edwards and carried unanimously on roll call vote,
The applicant was advised that the variance would become effective
April 21, 1964, provided there was no appeal.
The hearing; was declared concluded.
ADJOURNMENT
The meeting was regularly adjourned at 8:10 p.m., followed immediately
by the study meeting; regularly scheduled for this date.
FOR STUDY:
1. STANDARD OIL COMPANY SIGN VARIANCE.

A letter dated April 6, 1964, from Standard Oil Company of
California, bearing the signature of R.W. Utterback, property repre-
sentative, requested a Sign Ordinance Variance to permit installation
of a Fin sign for a proposed service station on Old Bayshore highway
across from Hyatt House, at a height of 26 feet to the top of the
Hallmark, rather than 20 feet provided by city ordinance.
The communication stated that a hardship will regult from diminishing
sales if the station is not identified to traffic on the Bayshore
Freeway.
Mr. Hugh Connolly, attorney, representing the applicant, stated
that experiments were conducted in the area to establish the height
for the sign to be visible from the Freeway above the overpass and
the trees. (le stated that since the station itself will not be easily
seen from the Freeway, it is important that the sign be clearly
visible.
Mr. Connolly advised that, for the most part, the sign is 4 feet
over code; one end, at the tip of the Chevron, measures 6 feet over.
Mr. Utterback described the visibility tests which determined the
proposed height, stated that the sign would be located in the center
of the property and that 26 feet is the usual height for chevron and
fin signs.
Commissioners questioned whether motorists traveling at Freeway
speeds would patronize the station. Mr. Utterback explained that the
sign will serve a purpose by alerting the motoring public to the
existence of the station and its location.
The City Attorney, in reply to the Chair's inquiry concerning variances
authorized by code stated that sign variances are expressly limited to
size or location.
Robert MacDonald, attorney, who stated that he was in attendance
on another similar application, maintained that a variance for size
should automatically include height, which is related to the size of
a sign.
The City Planner referred to the wording of the sign ordinance,
pointing out that "height", "size", and "location" were used separately
and specifically throughout the code.
The City Attorney stated, in reply to Chairman Brauner, that the
Commission does not have authority under the code to approve excessive
heights but, in his opinion, any person who files an application has
the right to be heard.
The application was scheduled for public hearing; on April 27, 1964.

2. RESUBDIVISION. LANDS OF CALIFORNIA TEACHERS ASSOCIATION.
A map prepared by Wilsey Ham and Blair for the California Teachers
Association proposed a resubdivision of Parcels "S" and "T".
Block 7, Mills Estate No. 3. (Murchison Drive).
Mr. Douglas Lenore of Coldwell-Banker Company, represented the
applicant. The Commission was advi-ed that the prospective pur-
chaser of the new Parcel "T" is International Paper Company,
represented by Mr. H. Blueweiss.
The new parcel would have an area of 58,496 square feet and
frontage on Murchison Drive.
The City Planner stated that the resubdivision meets code require-
ments but there were some problems related to off-street parking:
a portion of the proposed parcel was formerly parking for the
California Teachers Association building. The City Planner stated
that the applicants were requested to submit a complete parking
layout conforming to code requirements.
A plan presented by Mr. LeNore showed parking for the new building
and revised parking for the C.T.A. building.
Mr. Blueweiss, in reply to Commission inquiry, stated that if the
transaction is completed with C.T.A., a three story regional head-
quarters building would be constructed, consisting of approximately
20 to 2S offices, a great many to be used for display and exhibition
purposes.
The application was scheduled for public hearing on April 27.
3. MEL MASSOLO REALTY REQUEST FOR SIGN PERMIT..
A letter dated March 18, 1964, from Mel Massolo Realty, Millbrae,
requested a permit to place a sign on the east of Bayshore Highway,
approximately 400 feet south of the Millbrae -Burlingame city limits
line, for the purpose of soliciting material for land fill.
A snapshot of the proposed sign accompanied the: communication.
The City Planner stated that he requested the applicant to submit
the application since the sign code does not provide for the
particular type of sign.
The matter was scheduled for formal consideration on April 27.
4. SIGN VARIANCE HYATT MUSIC THEATER, INC.
A letter dated April 10, 1964, was read from the Hyatt Music
Theater, Inc., bearing the signature of Robert J. MacDonald,
Secretary, requesting a variance from the sign code to permit erec-
tion of a pole sign 74 feet in height from the sidewalk level to
the highest point of the sign to identify the location of the
Hyatt Music Theater, names of performers and featured attraction.

The communication referred to Section 1861, subsection B of the
sign code, providing a height restriction of 20 feet for pole signs.
A drawing of the sign and a plot plan were filed.
Mr. MacDonald stated that the sign would be approximately two feet
over the Thunderbird Hotel sign and possibly eight feet over the
Hyatt house sign. lie stated that the sign would be essential to
the theater as a means of communication with the general public, to
identify the location and advertise current shows.
Mr. MacDonald stated that the sign would be located on leased land
to be used for theater parking at the northern end of the Hyatt
House property. It would be to the north of the present Hyatt (louse
sign.
A public hearing was scheduled for April 27.
S. TIDAL PLAIN DISTRICT REGULATIONS.
The City Planner presented a proposed ordinance entitled "Tidal
Plain District Regulations", written for the purpose of establishing
a new zoning classification and regulating uses of the city's tidal
areas.
The City Planner pointed out that there appear to be some areas
which lie off shore which were not classified when the present zoning
ordinance was adopted and which remain unclassified at this time.
The City Planner presented copies of plans for tidelands development
proposed by former San Mateo County Planning Director, Frank Skillman,
and Ralph K. Shaw, County Park and Recreation Director.
Chairman Brauner acknowledged the presence of Mr. C.V. Flick,
Vice President, Ideal Cement Company; Mr. Harold Fudem, representing
San Francisco International Airport; Piro William Morton, General
Manager of Crocker Land Company, and his assistant, Mr.,Eubanks.
The City Planner stated that the proposed ordinance was intended to
be applied to areas over which there is tidal flow. He suggested
that the development of such properties is a matter of some concern
and Fhe proposed ordinance was offered as a "holding method until a
plan comes forth with, which the city can live".
The City Attorney, in reply to an inquiry from Chairman Brauner,
pointed out that once applied to a particular property, the tidal
plain designation remains until reclassification, regar4TJess of
the land use.
Mr. Morton, accorded the privilege of the floor, expressed consider-
able interest as Chairman of the Executive Committee of Pacific
Air Commerce Center in the City of Burlingame plans for its tide-
lands.
Mr. Morton spoke at some length on the bay fill project proposed
to be undertaken by Pacific Air Commerce, problems to be overcome,
financially and politically, and the effects on the project of a
moratori= on bay fill.
Following considerable general discussion, Commissioners agreed to

set a date for public hearing on the proposed ordinance at the next
regular meeting.
6. CAPITAL IMPROVEMENT PROJECTS STUDY MEETING.
A special study meeting was scheduled for Wednesday, May 6, at
8:00 p.m., to review the Capital Improvement Budget.
7. BROADWAY OVERPASS AND TRAFFIC PATTERN BROADWAY-ROLLINS ROAD.
Drawings prepared and submitted by the City Planner suggesting pos-
sible methods of treating the traffic pattern at the Broadway over-
pass were reviewed and discussed by Commissioners.
8. ELECTION OF OFFICERS.
Election of Commission officers was scheduled for the next regular
meeting, April 27, 1964.
