The study meeting of the Burlingame Planning Commission, regularly
scheduled for this date, was called to order by Chairman Cistulli at
8:00 o'clock p.m.
ROLL CALL
The above -named Commissioners answered the Secretary's roll call.
Commissioner Edwards, away from the city on business, was excused.
FOR STUDY
1. RESUBDIYISION. ACREAGE NORTHERLY CORNER OF RO:LLINS ROAD AND BROADWAY.
A resubdivision map of acreage at the northerly corner of Rollins Road
and Broadway was filed with the City Engineer by Mr. F.A. Gebhard, owner,
who proposed to create one large parcel from four existing parcels by
deleting interior boundary lines.
The City Planner stated that the lines proposed to be abandoned are
parcel lines of record with the San Mateo County Recorder but there are
no official lot lines since the property is acreage.
The map submitted to the Commission by the City Engineer indicated an
existing building on the property. Mr. Cebhard stated that he intends
to build a second building, to be used as a warehouse, in the area
designated Parcel 4 with the parking for the entire property to be con-
fined within the area designated Parcel 3.
Mr. Gebhard submitted a rough sketch to illustrate his improvement plans.
The City Engineer stated that the map will be verified prior to the time
of the next Commission meeting.
The map was scheduled for public hearing on May 25, 1964.
20 RESUBDIVISION. PORTION OF BLOCK 6 EAST MILLSDALE INDUSTRIAL PARK #2.
A resubdivision map filed with the City Engineer by the owners, Old
Bayshore Investment and East Millsdale Investment, proposed to combine
the following described properties into one parcel by deleting existing
interior lot lines:
"parcel 2 and Lots 3,4,5,6 and portions of Lots 7,8 and 9
of Parcel i, Block 6, East Millsdale Industrial Park, Unit #211,
located at Bayshore Highway and Mahler Road.
Mr. Robert Ryan, one of the owners, stated that there is a new building
on the portion of the property previously resubdivided; the present re -
subdivision will create a second building site with off-street parking.
The City Engineer called attention to two public utility easements and
a wire clearance easement located approximately in the center of the
property and stated that the owners have requested of the City Council
abandonment of said easements.
The City Engineer stated that the request has been referred to his depart-
ment for investigation and report to Council at its next meeting.
The City Engineer stated further that he has information that the two
utility companies have no further use for the easements. He stated that
there is a sewer main within the ten foot public utility easement but
his office will not object to the abandonment proceedings providing the
owners will agree to install a clean -out outside of the property line.
The resubdivision map was scheduled for public hearing at the regular
meeting of the Commission on May 25.
3. PACIFIC GAS AND ELECTRIC COMPANY RE: ONE YEAR EXTENSION SPECIAL PERMIT.
A communication from the Pacific Gas and Electric Company dated
May 4, 1964, bearing the signature of K.W. Van Gundy, advised that the
electric substation, for which the Planning Commission approved a
Special Permit approximately one year ago, is not scheduled for operation
until 1966 and requested an extension of the permit: for one year from
June 4, 1964.
The City Planner recalled that on the basis of the applicant's state-
ments that some time would elapse before the property would be developed,
the Commission approved the original permit conditionally upon the appli-
cant agreeing_to landscape and fence the property within one year from
the effective date of the permit.
Mr. Richard Alves, representing the applicant, informed the Commission
that within the past two weeks the site has been cleared, water installed,
and the landscaping and fencing contracts let.
The matter was scheduled for formal consideration at the meeting of
May 25.

4. MILLS ESTATE HOMES: TO CONTINUE TRACT OFFICE AT 2500 TROUSDALE DRIVE
A letter dated May 6, 1964, from Mills Estate Homes, bearing the signature
of B.Carl Snyder, requested a permit to maintain the tract office at
2500 Trousdale Drive until December 31, 1964, under the same terms and
conditions of the oriQR meal perm; t granted Trousdale Construction Company
several years age and renewed annually since.

An application riled by George L. and Georgina Pao Barnes requested a
variance to maintain the three feet of side setback on the driveway
(north) side of the property at 1232 Balboa Avenue where it is proposed
to construct a two-story addition to the existing house, consisting of
a street level ;garage and bedroom and bath above.
An elevation prepared by Robert Onorato and a let`or of justification
from the applicant were filed.
The City Planner pointed out that the code provides that where an ad-
dition to a building is constructed it may be constructed to the exist-
ing side of the building. Ile stated that in the present application the
proposal is to remove a garage at the rear of the :tot and attach a new
garage and elevated bedroom to the existing I1ouse on the north side in
the front: in an area which is presently driveway and where there is no
structure, consequently, the required setback is five feet. The
City Planner noted that throughout the entire district the required
setback was three feet for many years.
Mr. and Mrs. Barnes discussed the proposed construction with the Com-
mission advising that the addition will be approxioately 19 feet high;
the stairway to the new bedroom will be inside the existing house;
the present front setback will be maintained; the new construction will
not project beyond the existing front line of the house. The addition
will be adjacent to the driveway side of the neighboring property where
there is a three foot setback.
The application was scheduled for public hearing on May 2S, the applicant
to have a plot plan available at that time.
60 VARIANCE. TROY NUCKOLS. FIVE UNIT APARTMENT SECOND RESIDENTIAL ZONE.
A variance application filed by Mr. Troy Nuckols proposed a five unit
apartment building on property zoned second residential at
925 Capuchino Avenue. Elevations and a plot plan and a letter of jus-
t-i ficata.on fro; time applicant were filed.

Air. Nuckols stated that the building will be two -stories; three one -bed-
room units and one two -bedroom unit on the second floor; one three -bed-
room unit and the parking on street level. Mr. Nuckols advised that the
lot is 50 feet by 160 feet.
The City Planner pointed out that the location is south of Sanchez Avenue
where Capuchino Avenue dead -ends; the applicant requests permission to
construct a multi -family dwelling in an area where there are no other
apartments existing.
Mr. Nuckols stated that there is a single-family dwelling and detached
garage on the property, both in Need of extensive repairs.
A number o r questions were raised by Commissioners who found the plans
difficu.it to'irit.erpret. Mr. Nuckols was advised that since there were
no other apartment buildings on the street the Commission would prefer
to look at tine property and surrounding properties and study the
application further.
Mr. Nuckols agreed to a delay to the study meeting; in June, also to
return with a legible set of plans.
7. PRINGLE CONSTRUCTION COMPANY RE: MILLS ESTATE ACREAGE.
Air. Douglas Pringle informed the Commission that he is negotiating to
purchase the vacant unimproved land at the northwest corner of the
Mills Estate, approximately three and one-half acres, from the present
owners, John Cockcroft and associates, with the intention of developing
in apartments.
Mr. Pringle stated that he plans two buildings with a total of 120
units, architecturally designed to conform to the 'terrain. He submitted
sketches which he had prepared and colored photographs of an apartment
development recently completed in the city of Belmont, which he stated
will serve as the model for his project.
The City Planner mentioned a number of problems to be considered: The
land is unsubdivided acreage, the zoning R-1. At present, there is no
access into the property; Frontera Way, the public street which does
exist, is not a completed street. Air. Pringle proposes two buildings
on a single property - an indication that a resubd:ivision map will be
required.
The City Planner mentioned also that the city will expect a dedication
by the developer, similar to those executed by other owners in the area,
of a non -access strip on the Trousdale Drive frontage of the property.
The City Engineer stated that the adequacy of existing public utilities
must be investigated since the installations were designed for single
family use - not multi -family. He stated that he will require some in-
formation on the proposed layout of the buildings for discussion with
the Fire Chief. Mr. Pringle was requested to furnish such material.
In a period of discussion, the City Attorney reminded members of the
Commission that a subdivision map must be filed if public improvements

are necessary; he recommended the variance procedure for treatment of
the buildings.
Chairman Cistulli informed Mr. Pringle that the discussion would continue
at the study meeting of June 8 when he should be prepared with elevations
and a plot plan.
8. ZONING

9, PROPOSED ORDINANCE TO SICNICODE: REAL ESTATE SIGNS
Copies of a proposed ordinance o amend the sign'c:ode pertaining to real
estate signs were furnished Comm sinners by the City Planner who
stated that the subject was referee to the Commission by the City Council
following a request from represent at1 es of the Chamber of Commerce and
the local real estate board for closer control of signs in the commercial
and industrial districts.
Following review and discussion, Commissioners scheduled a public hear-
ing for the next regular meeting May S, 1964.
10. R-3A ZONING,
Commissioners agreed to study appli ation of the new R-3A zoning rules
to particular areas at the study m eting of June 8.
11. CARL M.. FISKE AND WILLIAN JENKINS VARI
The City Planner advised that the va -ance granted to Carl M. Fiske,
2012 Devereux Drive, which was appeale to the City Council by neighbor-
ing owners, was overruled by Council as a matter of procedure when the
Fiskes decided in the interests of neigh orhood relations not to pro-
ceed and withdrew their application.
The City Planner stated also that the v riance granted William Jenkins
was remoked as a matter of procedure, at the time of the appeal hearing
when the City Council accepted the applicant's offer to withdraw.
The City Planner stated that the City'Co cil has requested a land
use study and a report from the Planning C mmission on the triangle area
west of El Camino Real bounded by Occident 1 and Barroilhet Avenues.
12. CAPITAL IMPROVEMENT BUDGET STUDY MEET NG
Wednesday evening, May 20, was selected as date for the study meeting
on the capital improvement budget.
