The monthly study meeting of the Burlingame City Planning Com-
mission was held on the above given date. Meeting called to
order at 8:10 p.m., - Chairman Cistulli presiding.

A Roll Call recorded the above -named Commissioners present.
APPLICATIONS FOR STUDY
1. HEIGHT VARM CH APARTMENT CONSTRUCTION
PALO CORPORATION, APPLICANT
Consideration of an application for a variance to construct an
apartment dwelling on Bellevue Avenue and Primrose Road in
excess of the height limitation, filed at the last study meeting
by Mr. Harry Lehrfeld in behalf of the Palo Corporation, was
continued at this time.
Mr. E. H. DeWolf, Architect for the proposed project, as requested
aJ[ the last study meeting, submitted preliminary drawings and
a "character sketch" indicating terraced levels, driveways, an
entrance on primrose Road and pointed to the accesses.permitting
maneuverability of fire apparatus.
Mr. DeWolf, llustrated by blackboard drawings, the proposed fifteen -
storied, foot structure, set backs and the compatible features
of the proposed apartment with surrounding buildings.
Questioned by the City Planner, Mr. DeWolf advised that 140 units
will be constructed with parking spaces provided for 210 cars
according to code requirements and explained the lower and upper
level extensions in relation to the property setbacks.
The City Planner observed that the proposed structure is a
departure from all that has been presented previously to the City
and suggested that the Commission take as much time as it may
deem advisable to consider the application.

Commissioner Stivers, cozy-unenting on several incomplete features
with respect to the.plot plans, suggested that the petitioner
submit a plan to enable the Commissioners to more readily
} visualize the project.
The City Planner concurred, adding that the plan should also
indicate the width of streets, etc.
The City Engineer advised that the Fire Chief has indicated that
an adequate fire protection for a project of this magnitude
shall necessitate a minimum water flow of 3,500 gallons per
minute and that his department will take a fire test within the
next week or ten days.
Mr. DeWolf, in reply to the Chair's inquiries, stated that he would
be in a position to present project plans and reply to all
inquiries at the next regular meeting of the Commission.
The Chair thereafter announced that the subject would be placed
on the Commission Agenda, October 26, 1964, for public hearing.
The City Planner advised Mr. Dewolf to develop a plot plan to
indicate how the project is "included in the area generally."
2. APPLICATION FOR RECLASSIFICATION

ALPHA LAND COMPANY
An application from the Alpha Land Company for a reclassification
of thirteen lots on Skyline Boulevard, north and south of Rivera
Drive, from R-1 Residential to R-2 Duplex, was acknowledged.
The property was more particularly described in the application as
Lots 51 and Lots 53 through Lots 57, Block 39 and Lots 36 through
Lots 42, Block 43, Mills Estate No. 25, and property addresses .
3141, 3145 Rivera Drive.- 1608, 1616, 1624, 1632, 1656, 1664, 1672,
1680, 1688 and 1696 Skyline Boulevard and 3130 Margarita Drive.
The City Engineer commented that the capacity of the water system
facility recently installed in the upper Mills Estate, was figured
on the basis of single family construction and in reply to
Chairman Cistulli's inquiry, advised that the system includes
six-inch water mains, with a few eight -inch mains, warranting
further investigation.
Mr. Peter S. Ingber, Vice -President, Alpha Land Company, in
attendance, advised that his company has recently purchased the
remaining eighty lots in the Mills Estate owned by Eichler, Inc;
the construction of duplexes on the Skyline and the proposed
freeway would represent a.compatible buffer area.
Mr. Ingber advised that his company was of the. -opinion that it
would be difficult to -find a purchaser for the property facing the
proposed frontage road and of two alternatives considered.(1) the
construction of less expensive homes or (2) the construction of
duplexes, the latter was selected; duplexes can be architecturally
compatible with single family dwellings.

Referring to a rendering of the area proposed for reclassification,
Mr. Ingber, answering Commission inquiries, advised that each lot
represents an area of 7,500 square feet, buildings will approximate
3,000 square feet and will be set back a minimum of twenty feet
from the property line; the construction plans will provide a
comfortable ingress and egress to garages.
A discussion on the type of architecture and materials to be
applied in the proposed construction was interrupted by the City
Planner, who advised that the sole concern of the Commission is
that of the reclassification aspects of the property, pointing
out that a "reclassification is a final thing."
A public hearing was thereafter scheduled for October 26, 1964.
Mr. Ingber advised that he would be prepared to present a complete
rendering to indicate the intention of the Alpha Land Company with
respect to the reclassified lots.
3. -MUEST TO ESTABLISH "ANIMAL OUT PATMW rxLINMC"
The City Planner advised that Mr. G. E. Frey, D. V. M., has sub-
mitted a request to conduct a small animal out patient clinic
in the Burlingame Plaza Shopping Center area, a professional
category not included within the City's Ordinance Code; the
Commission is required in such cases to ascertain all pertinent
facts with respect to the use to determine an appropriate class-
ification.
A communication was read from Dr. Frey, explaining in considerable
detail, his proposal to conduct an out patient practice and
differentiating between a clinic specializing in veterinary
medicine, vaccinations, examinations and treatment, and a veter-
inary hospital requiring large areas to provide facilities for
grooming, bathing and boarding animals.
Dr. Frey, in his communication, advised that the owner of the
building in which he proposes to conduct his service, has concurred
that by proper design and control there would be no problem
concerning sanitation and noise.
A copy of a letter reprinted in "Modern Veterinary Practice"
April 15, 1964, from Mr. Warren F. Beck, Planning Director,
Ontario, California, entitled "Solving Problems - A Planning
Director Comments on Veterinary Hospital Zoning" accompanied the
communication.
Replying to inquiries from the Chair, Dr. Frey, in attendance,
stated that the operation of his business is strictly on a clinic -
type basis; if the animal should require restricted care it can
be sent to a specialized facility.

Pointing out that the City Planner has indicated pet and grooming
shops have failed to maintain standards, Dr. Frey advised that
these services are generally not maintained by professional
personnel whereas a veterinary service requires a State of
California license and agents of the Veterinary Medical Board of
Examiners regularly inspect the premises without appointment..
Following a brief discussion, the subject was scheduled for hearing
at the next regular meeting.
The City Planner suggested that in the interim, Dr. Frey submit
a list of locations where similar types of services are in operation
to enable his Office, by communication, to solicit pertinent
information.
Dr. Frey was also requested to -furnish sufficient information at
the forthcoming meeting to support his request.

The City Planner reported briefly on his attendance with Mayor
Martin at a recent meeting of the Association of Bay Area Govern-
ments, the discussion on the proposed -three year moratorium on
bay filling operations and the attorneys' recommendation that the
"Open Space Agreement" between ABAG and its affiliates include
an ordinance requirement "regulating bay. tidelands."
The City Mir advised that Mayor Martin has requested the
Commission to study and thereafter recommend to Council a legis-
lative measure providing for "Tidal. Plain Zoning" and that the
subject would be placed on the Commission Agenda at the next
regular meeting..
