Commissioner Norberg, absent clue to illness, was excused. FOR STUDY 1. APPEAL [TEARING REQUESTED BY. VINCENT C. RANEY, ARCHITECT. A communication dated December 10, 1964, from Vincent C. Raney, Architect, 233 Post Street, .San Francisco, appealing the Qty Building Inspector's ruling on underground cable installations at the Burlingame Drive -In Theatres, was read. A hearing in the matter was scheduled for the meeting of December 28, 1964. 2. RESUBDIVISION. Lots 20 and 21, El Quanito Acres. A resubdivision map of Lots 20 and 21, El Quanito Acres, filed with the City Engineer by the owner, Mr. Bruce A. Mann, proposed to divide Lot 20 into two parcels and to transfer a small triangular area on El Prado Way frontage from Lot 21 to Lot 20.E In a letter dated December 1, 1964, the applicant: described the property and explained his reasons for requesting the resubdivision. The City Planner stated that the new lot will meet code requirements for area, street frontage and width; the City Engineer informed the appli- cant of engineering details required to be included on the map. The application was scheduled for public hearing at the meeting of .December 28, 1964. a. TENTATIVE MAP: Skyline Terrace,, A revised tentative subdivision map of Pringle Construction Company land in the Mills Estate, bordering Skyline Boulevard and Trousdale Drive, included the additional property recently purchased by Mr. Pringle. The subdivision proposes to divide acreage into two parcels to accommodate two apartment buildings and the parking. The City Engineer questioned Mr. E. DeRenzo, representing the project engineers, Wilsey, Ham and Blair, concerning requirements of the City Fire Department, pointing out that fire hydrant installations on the present map differ from the previous map. Mr. De Renzo stated that Fire Chief Moorby has indicated he will consider alternates to the fire safety installations originally discussed so long as the end results meet Fire Department recommendations. The map was scheduled for formal consideration at the meeting of December 28, 1964. 4. SIGN VARIANCES: The Equitable Life Assurance Society of the United States. O'Neill Realty Company. In a letter dated November 10, 1964, The Equitable Life Assurance Society requested permission to place an identification sign on the face of the new office building at 100 El Camino Real, the sign, representing the "Equitable lady" to be made of baked enamel sheet steel, overall dimen- sions 9 feet by 8 feet 7 inches. The City Planner explained that the zoning is R-3; commercial signs are not permitted except by variance. When the Commission approved the variance for the office building, signs were not discussed. A representative of Equitable Life described design and placement, statinf that the sign will be silhoutted against a flat wall, thereby improving the overall appearance of the building. The subject was scheduled for hearing on December 28, the applicant re- quested to have available at that time a drawing. of the building showing location of the sign. A letter dated December 8, 1964, was read from Mr. Cilmore O'Neill re- questing permission to place a sign on the building at 100 E1 Camino Real (formerly occupied by Equitable Life Assurance Society) to identify the new location of O'Neill Realty Company. Mr. Henry Yanaga discussed the proposed sign, stating that it is proposed to mount two signs, one on the E1 Camino Real face of the building, and one on Primrose Road; reflector lights will be placed to shine down on the lettering. Referring to the prominent location of the building, at the gore corner of Primrose Road and E1 Camino, Commissioners vestioned Mr. Yanaga con- cerning the color scheme, pointing out that th 19flould be subdued in color and design so as not to create a commercial effect on the highway. The question was raised whether the lighting was essential since the office would not be open at night. The matter was scheduled for hearing on December 28, 1964. Mr. Yanaga agreed to have available colorer± drawings of the sign. -2- fr- .r S. SIGN VARIANCE: Peninsula Conservatory of Music. A letter dated December 7, 1964, from Pe insula Conservatory of Music requested permission to install twb 911A 16RttR6 school property at 731 El Camino Real. Drawings of th4 proposed signs were presented. The City Planner pointed out that the zoning is R-3. The variance which permitted the use did not provide for signs. Following a review of the sketches and a brief period of discussion con- cerning the use of galvanized iron for the sign at the entrance to the property, the application was scheduled for hearing December 28, 1964. 6. VARIANCE. Apartment Construction in R-2 District. An application filed by Mr. Roger Evangelista requested a variance to build a five unit apartment building on second -residential property at 1132 Capuchino Avenue (Lot 23, Block 4, Easton Addition). A letter from the applicant dated November 20, 1964, stated that the property was purchased in August, 1964, from the previous owner, who had been granted a variance to construct a five unit building, but the variance had expired. The letter stated that: the building now pro- posed differs from that originally approved by the Commission since new plans were drawn. The City Planner recalled a variance for the property granted to Miss Dorothy Orack, which was never exercised. lie stated that an older home was removed - the lot is now empty, In reviewing the drawings, Commissioners indicated that the design was not entirely satsifactory and requested Mr. Yanaga, the designer, to consider placing windows in the huge flat panel on the front of the building to eliminate the blank wall effect. The application was scheduled for public hearing December 280 1964. 7. 4-H CLUB PROJECT. A letter dated December 8, 1964, was read from Air. W.H. Weitkamp, Jr., 4-H Farm Advisor, San Mateo County, concerning the use of a portion of the lands in Burlingame of the Anza Pacific Corporation for a 4-11 livestock farm. A letter dated December 10, 1964, addressed to Mr. Weitkamp from Mr. David 11. Keyston, Executive Vice President, Anza Pacific Corporation, offered the land for the project. Mr. Keyston was in attendance and advised that an area 100 feet square has been made available. A map shaded in red showed the site. Representatives of the Burlingame -San Mateo 4-H Ciub were in attendance. The Commission was informed that the project, raising baby lambs, will commence in February and continue to August, 1965., when the animals will be taken to the San Mateo County Fair. A total of 18 animals will be tended by the children in the club under adult. supervision. Shelter structures of redwood are so constructed that they can be put together or dismanted and moved easily. The subject was referred to the regular meeting. December 28, 1964. -3- 8. RECLASSIFICATION. R-1 to R-2 two properties on Crescent Avenue, An application filed by Air. C. Clifton Nye requested reclassification from R®1 (single family) District to R-2 (duplex dwellings) District of properties at 146 and 1S2 Crescent Avenue (Lots 15 and 16, Block S. Burlingame Park No. 2. The application form contained the information that the existing im- provements consist of one 2 bedroom home and a two-story stucco duplex with servants quarters and a room used as an office. The City Planner reviewed the background of the duplex building, explain- ing that according to city records the building at 152 Crescent Avenue, on the corner of Howard and Crescent Avenues, was at one time a single- family dwelling. In 1945 a building permit was taken to raise the building to create a full basement, and,iater, another permit was issued for a bathroom in the basement. At some unknown time, the building was converted to a two unit dwelling. The City Planner stated that the present owner, who purchased the build- ing as a duplex, has plans for the property but apparently has encounter( financing difficulties because the use is non -conforming, therefore, is requesting the reclassification to legalize the duplex use. The City Planner stated also that there is included in the application a single-family dwelling, in good condition, which exists between the corner house and the Pershing School.
