HomeMy WebLinkAboutMin - PC - 1963.04.18CITY OF BURLINGAME PLANNING COMMISSION April 18, 1963 CALL TO ORDER A special meeting of the Burlingame Planning Commission, held on the above mate, was called to order at 8:05 p.m., - Vice -Chairman Brauner presiding. ROLL CALL Commissioners Present: Brauner,Cistulli, Edwards, Moore, Norbert#, Stivers Commissioners Absent : Kindig (away from city on business) PURPOSE OF MEETING Chairman Brauner announced that the meeting was called for the purpose ^¢ discussing a general plan or scheme for the development of the City's waterfr6t area and thereafter invited the City Planner to introduce Ycrie .subject. A map of the area was placed on exhibit - plotted as to the properties of the City of Burlingame, the San Francisco Airport and privately owned holdings. The City Planner advised that the City of Burlingame, county agencies and the City of San Mateo have cooperated in projecting ideas and plans. Problems are not peculiar to a specific location but universal all along the Peninsula. Specifically, Burlingame must face the matter of the airport expansion, an obvious need for additional recreational areas and the prospect that in the not too distant future, further industrial lands will be needed. The City Planner stated that there is definite knowledge of San Francisco Airport expansion and the tremendous area of tidelands to be filled. There have been permits issued by the Army Engineers for filling of privately owned tidelands within the boundaries of this city - Keyston and Company and Haas and Haynie, as examples. The area is certainly unsuitable for residential purposes. The plan proposed park and recreational use of all city -owned area; includes recommendations of the drainage survey made for the city by Paul C. Adamson - the lagoon area and flood gates to control the water level in the lagoon. Mr. Albert S. Horwitz, member of the City Recreation Commission, submitted a drawing entitled "Proposed Burlingame Shoreland Recreational Area." It was noted that the two plans were basically in agreement, the principal difference being in the size of the lagoon. Mr. Horwitz indicated that perhaps the smaller lagoon area, as proposed by the City Planner would prove the better plan if a golf course should become an actuality. t Mr. Horwitz stated that it is the hope of the Park and Recreation Commissions that the entire area, including the lagoon will be committed to park and recreation uses. The City Engineer stated that he expects to have a report very shortly, prepared by John Jenks, Consulting Sanitary Sewer Engineer, which will permit a determination to be made on the amount of additional land required for expansion of the sewerage disposal plant. The City Engineer stated also that the water Pollution Hoard is exerting every effort to have the city close the dump immediately. The City Planner stated that it is almost a certainty that dumping of rubbish in the bay will be discontinued and dumping and disposal of rubbish will be handled on a district or county -wide basis. Upon indications from members of the Park and Recreation Commissions in attendance that the plan proposed by the Planning Ccmamission was generally acceptable, the discussion was concluded; -the City Planner agreed that a report would be prepared for submittal to the Commission recommend- ing that the entire area be utilized for park and recreation purposes as soon as the fill is completed and the land becomes available.
