CITY OF BURLINGAME PLANNING COMMISSION COWMISSIONERS PRESENT Brauner Cistuila Edwardp, Kind ig Moore Norberg Stirrers August 12, 1963 COMMISSIONERS ABSENT OTHERS PRESENT None City Attorney Karmel City Planner Hann City Engineer Marr Councilman George A Special Meeting of the Burlingame Planning Commission was held on the above date. Meeting called to order at 8:00 p.m. Chairman Brauner presiding. All members of the Commission were in attendance. V ROE - Burlingame Investment Company. Commercial building in Third Residential District; Bayswater Ave., $ El Camino. (Por. Lots SA 4 SB, Block 3, Town of Burlingame). Chairman Brnuner announced that the meeting was called to further con- sider the variance application of Burlingame Investment Company, pending before the Commission for several. months. In reply to the Chair's request to summarize proceedings to date, the City Planner advised that the applicants intend to remove an existing building at the corner of El Camino Real and Bayswater Avenue and have requested a variance to.permit construction of a new office building. The zoning is R-3. Following a public hearing, the Commission agreed in principal with the proposed use of the property but was not satis- fied with the proposed improvements. The applicant was requested to revise the plans to meet objections raised by the Commission. Chairman Brauner recognized Mr. Douglas Pringle, representing the applicants, who referrod to previous discussions; concerning the exterior design of the building. Mr. Pringle stated that any construc- tion must be triangular -or semi -triangular in design because of the irregular shape of the property, Mr. Pringle advised that it is proposed to construct a triangular building with flat roof and skylight cupola effect. A gabled or hipped roof would be completely out of character. A photograph of an architectural form was submitted . to illustrate the intended design. The Commission was advised that the building will be raised 3-1/2 to 4 feet above ground level to provide height. r Mr. Pringle recalled that there were objections to pedestrian or vehicular access at the El Camino frontage. That area will be land- scaped and planted to prevent any manner of ingress or egress. Entry to the building and the parking areas will be from Bayswater Avenue. Mr. Pringle .stated t1111at present parking has been arranged after care- ful study and considerable technical advice.. `here will be four suites requiring a total of six parking spaces. The plan proposes eight spaces. Mr. Pringle stated that he and his associates will occupy three of the suites - one will be leased. It is not expected that there will be clients coming to the building as all of the occupants are away from their offices the better part of the work day. The City Planner, in reply to the Chair. stated that he was primarily concerned that there be no access to E1 Camino from the two parking spaces at the rear of the building. Commissioner Kindig stated that it is the usual procedure in variance applications for the applicant to submit a plot plan and elevations, which is a .basis for the co:ovlission to 4pprova or'deny. However, in tho present instance, the applicant has submittee, a rhotc:graph of as proposed design Chien is noz substantiated by the drawings. Commissioner Norberg noted -that the building will occupy a prominent corner in the cite opposite an impressive church structure. On the j gore corner at Primrose Rand and El Camino, the Commission recently approved plans which will greatly impkdve that property. Commissioner-Norberg expressed the opinion -that the plan is poorly executed and will prove "neither An -asset aeon a thing of beauty to this City of Burlingame". Members of the Commission -individually expressed concurrence with Commissioner- Norberg and a further comment was wade that the parking is inefficient and "probably will not be used. In reply to Chairman Brauner, Mr. Pringle indicated no further con- vent other than than applicants would prefer to hold to the submitted plan. There were no comments from the floor, either pro or -con, and on a motien introduced icy ,Commissioner Norberg, seconded by Commissioner Stivers and unanimously carried the variance application of Burlingame Investment Company was denied. STUDY MEETING 1. Dorothy Orack re: One near extension variance grant. A communication dated August 9, 19630 from Dorothy Orack and I. Orack requesting. an extension of one year of a variance granted in September, 1962, for apartment construction at 1132 Capuchino Avenues was referred to the regular meeting of August 215o Miss Orack was in attendanc6 and advised that the new constructions will be started within the very near future. The City Manner noted that similar requests come before the Commission regularly and extensions up to one year may be approved. It was suggested that a lesser amount of time be considered. I963s from Mr. Sam Cross requested a fence height variance to permit a screen type fence extending distances of approximately 12 feet at one end and approximately 10 feet at the other and to a height of 7 feet 4 inches above a pool deck on property at 270 Chapin Lane. A photograph and rough sketch accompanied the communication. The letter advised that a swimming pool was recently constructed in the back yard and it is felt that a six foot fence would not pro- vide the necessary privacy nor protection to the pool area. The addled height is considered necessary for safety reasons to discourage children in the neighborhood from attempting to scale the fence. The City Planner adfised that he is familiar with the property. The request is for an additional height of 16 inches above the permitted six feet. The front of the building is on a corner; the rear of the lot on Chapin Lane and the area of .the fence lies completely along Chapin Lane. There are no neighboring properties immediately in- volved. Commissioners agreed to iaaspect the property and scheduled the matter for formal consideration at the regular meeting of August 26. The final map of Edwards Industrial Parkq a subdivision of sirs lots on Rollins Road, was submitted by the City Engineer. The City Planner advised that the tentative map was presented to the City Council at Its last meeting and action delayed to the meeting of August 19. However, the Council indicated that there would be no objection if the Planning Commission were to consider and discuss the final map. Mr. Dennis Hession, one of the developers, was in attendance and ad- vised that the present map is identical to the tentative map. Reference was made to the cut -de -sac which is in excess of the per- mitted length of 2S0 feet. The Commission was advised that a request -3- has been filed with the City Council for a variance on the additional length. Following advice from the City'Engineer-that the reap will be verified prior to the Commission meeting on August 26, the matter was scheduled for formal_ consideration on that date. 4. Special Permit - Keyston and Company. Temporary construction office and yard. BaXshore Highway, An application for a special permit and a communication dated July 31t 1963g were filed by David H. Keyston for a temporary con- strt;'=i orE ffise and y&Td on the northerly end of a ten acre pparcel ontho �a �`��a ly line of Bayshore Highway. A site plan was submfted. The communication advised a skid -mounted office structure, presently located behind the Thunderbird Hotel in Mi.11brao, facing Bayshore Highwayo will be moved to the new location and similarly mounted for easy removal. The communication advised that'additional temporary buildings will be erected to provide areas for storage and equipment repairs. The entire facility will be occupied by Kunz Paving Company for a period not to exceed four years, or the time required to fill and improve the ten acre parcel, whichever is shorter. Mr. George Keyston stated that the particular site is opposite the vacant lands of Hyatt House CcVocatios,some distance from the entrance to the hotel. He stated that there will be perhaps I3 truck$ parked on the property overnight. The City Planner questioned whether fill will bo carried in by the cement company trucks and equipment. airs Keyston indicated in the affirmative. Mr. Keyston advised that there will be cyclone fencing and landscaping on the Bayshore Highway frontage. He stated that a certain amount of visibility through the fence would be desirable because of continuing vandalism and pilferage In the area. In roply to the City EngianeerOs inquiry Concerning street improvements, Mr. Kerston stated that a supplemental letter will be filed agreeing to construct improvements to city standards prior to occupancy. The snap was scheduled for public hearing on August 26, 1963. g. Variance Glen W. Alien. 12 unit apartment building. Mr. Lien W. Allen was in attendance to discuss ,apartment use of two properties on Capuchino Avenue o No. 1144, zoned second residential, and Rot Aumediately adjacent; zoned commercial. He was advised that he may return to the study meeting in September provided that he desired at that time to file a formal application. 9. Variance v William E. Jenkins. Apartment building. Mr. William Jenkins submitted a variance application and plans for a five unit apartment building on first residential property 1S11 Mewlands Avenue. MT. Jenkins advised that the lot is 50 feet wider by ISO feet deep. At the present time, improvements consist of a tt:wo-car garage, a small rental unit, storage unit and an unused swimming pool. Property Is -on the southerly side of Mewlands Avenue, they second lot westerly from El Camino. Mr. Jenkins advised that there is an illegal apartment on the property adjacent to the east and an old home on the westerly side. It is proposed to construct a two-story five unit gars deemtype building. Following a review of the plans, Commissioners agreed to conduct a pub- lic hearing and, at the request of Mr. Jenkins, scheduled same for the regular meeting of Sep�eMber 239 19630 10.
