The Commission seat to discuss the report on the area east of Myrtle Avenue
between. Burlingame Avenue and Peninsula Avenue which had been prepared
at their request. After a brief review of the entire report, members
offered a number of specific suggestions to implement possible changes
and improvements in the area.
The report proposes that an additional zone classification be added to
the zoning code which will provide for- am�,a:.tisic-faily use of a lower
density than the existing R-3 zone. The Oi.ssi.on agreed that this
would be a desirable classification and asked that the Planner and City
Attorney prepare the material for public hearing in the near future.
On the Question of the areas or blocks where the new zone might be
applied, there were a number of suggestions and this matter will be
discussed further. T`i'►e report proposes a strip of approximately equal
width to provide a transition from the present R-3 zone to the R-1 zone.
Qxmissiono r Brauner thought that the easterly boundary be Dwight Road
since this would include an area where time street widths and lot sizes
were similar. The comissioners agreed that the blocks between Howard
and Burlingame Avenues should not be included because of their good
condition. in any event, all agreed that the first step should be the
amendment of the code to provide the zone classification.
On the matter of the Peninsula Avenue frontage frasm Dwight easterly,
there was agreement that these properties might be subject to reclass-
ification at some later date but the small lots precluded any higher
density than R-2. The opinion was expressed that it would be wise to
wait until the apartment complex was built in San ,ate* opposite to
observe the effect.
Cormaissioner Brauner suggested that a small shopping center might be
created at II�sight and Peninsula. The problem of small lots and many
ownerships would make this difficult but some way might be Found to
get a single developer who could put it together. There was agreement
that no strip commercial zone should be allowed and that =- all individual
stores would be economically difficult if not ampo;�sible.

Other coonents:
Commissioner Norbearg. Where older proportion can be replaced by new
and better structures, the whole City benefits.
Commissioner Sdwards. Classifications and conditions should be spelled
out in the code to eliminate many variance applications so that every
property owner in a srpeci.fied area is given equal treatment.
C issi.oner Cistulli. The economics of business is wing it very
difficult for small swops and independent store owners and only large
shopping centers, adequately financed. can survive.
