CALL TO ORDER
A study meeting of the Burlingame Planning Commission was called to
order at 8:00 p.m., on the above date, Chairman Brauner presiding.
ROLL CALL
All members of the Commission were in attendance.
FOR STUDY
1. Lauder Bros. re: Middleton Property, 130 Arundel Road.
The City Planner advised that at the direction of the Commission a
letter was sent to Lauder Bros., successor owner in the Middleton
property, concerning the application pending before the Commission
for apartment construction filed by Mr. Wylie Middleton.
A letter dated November 8, 1963, from Lauder Bros., Real Estate -
Investments, advised that as the present owners of the property it
is their intention to proceed with the application.
Mr. Kenneth Lauder was in attendance and submitted a set of pre-
liminary drawings for a 12 unity; two story "court -type" apartment
building, which he advised is similar to another property owned by
Lauder Bros., on Anita Road.
The City Planner advised that the zoning is first residential.
The.property consists of two lots on the easterly side of Arundel Road
having a total frontage of 100 feet by ISO feet in depth.
Reference was made to the discussion at the meeting of October 28
when the City Attorney expressed the opinion that since the variance
would run with the land a successor owner would have the right to
request continuation of the hearing to a conclusion.
In reply to Commission inquiry, Mr. Lauder described parking arrange-
ments to be located at the rear of the building and advised that the
front yard area will be fully landscaped. Ile agreed to submit draw-
ings of the proposed planting.
Mr. Lauder was advised that the public hearing, continued from the
neeting of. October 28, would proceed at the next regular Commission
meeting, November 2S, 1963.
2. F.D. SPERRY CO.: To continue operation at 1421 North Carolan Avenue.
A letter dated November 1, 1963, from F.D. Sperry Co., requested an
extension of time on a temporary use permit to operate a contractor's
equipment yard at 1421 North Carolan Avenue until June, 1964, at
which time it was expected that the new location in the City of San
Hateo would be ready for occupancy
It was determined that Mr. Sperry was not in attendance nor represented,
In a period of disucssion, members of the Commission recalled that
some time ago Mr. Sperry was granted a permit to occupy the site on
North Carolan for a six months period when he was forced,to vacate
his original location due to fire. It was noted that since this was
to be a temporary yard, the Commission waived the usual requirements
for outdoor storage areas. In the meantime, t1r. Sperry has requested
and received two extensions.
The matter was scheduled for consideration at the meeting of
November 25, 1963, the City Planner to inform "r. Sperry accordingly.
The City Planner was requested to inspect the property and report to
the Commission at the next meeting.
3. VARIANCE o Erma Browne and Henry Speece. Apartment building
#30 Dwight Road.
The City Planner stated that he received a telephone call from
Mrs. Erma Browne advising that the plans for the proposed building
were not ready and requesting that she be permitted to appear at the
study meeting in December or January. The Planner advised that
Mrs. Browne agreed to submit a letter at the meeting of November 25
requesting that the application be continued on the Commission agenda.
4. FENA TRANSIT ADVERTISING., Clock with advertising display.
A communication from Mrs. Frances Fena concerning an advertising dis-
play was referred to later in the meeting at the suggestion of the
City Planner who advised that he had word from Mrs. Fena that she
would be delayed due to another commitment.
S. SPECIAL PERMIT - Earl E. Swanson. Restaurant -Coffee House.
An application filed by Earl E. Swanson requested a use permit to
locate a restaurant -coffee house in a portion of an industrial build-
ing at 833 Mahler Road (Lots 6, 70 8, Block 7, East 'fillsdale Industrial
Park Unit No. 2) .
A floor plan of the restaurant accompanied the application.
Miss Greta Turnquist who will lease the space and operate the facility
was in attendance. Miss Turnquist. advised that the shop will be
open Monday through Friday. Actual operating hours were not mentioned
but Miss Turnquist indicated that she would not remain open through the
dinner hour.

The City Planner advised that the zoning is M-1 and the use requires
a permit from the Commission.

In a discussion concerning advertising signs, Miss Turnquist was in-
formed concerning provisions of the city's sign ordinance.
The application was scheduled for formal hearing at the meeting of
November 25, 1963.
6. SPECIAL PERMIT - James E. Deldanty. Contractor Storage Yard
845 Malcolm Road.
An application filed by Mr. James E. Delehanty requested a permit
for outdoor storage of equipment and material on the rear 50 feet
of Lot 28, Block 4, East Miilsdale Industrial Park Unit No. 2 -
845 Malcolm Road.
A letter dated November 1, 1963, from the applicant advised that an
8 foot high solid redwood fence, stained dark walnut, with cyclone
gates will be installed. The letter described material and equipment
to be stored and advised that a small office and warehouse building
will be constructed to be used in connection with the storage area.
Mr. Delehanty was in attendance and advised that the lot is 175 feet
deep but the area under discussion will be confined to the rear
50 feet. A site plan and elevations were submitted, including a
future addition to the building to occupy the remainder of the property.
The City Planner referred to Code provisions for outdoor storage
requaing a permit from the Planning Commission.
Mr. Delehanty stated that the entire property will be paved at one time,
including the portion not included in the present application..
Mr. Delehanty agreed to revise the plans to include a planted area and
the application was thereafter scheduled for hearing at the next
regular meeting, November 25, 1963.
7. VARIANCE: Valwyn G. Fletcher. Apartment Building in R-2 District,
1112 Capuchino Avenue.
An application filed by Valwyn G. Fletcher requested a variance for
construction of a six unit apartment on property zoned R-2:
1112 Capuchino Avenue (Lot 18, Block 4, Easton Addition No. 1).
Mr. Donald A. Nahrwold, agent for the applicant, was in attendance.
A set of plans and specifications were submitted proposing six units
and six garages, two garages at the front of the building to back on
to Capuchino Avenue.
Reference was made to variances granted in the past to permit apart-
ment construction on the street. The City Planner mentioned that on
the same side of the street as the subject property the lots are
50 feet by 11S feet deep and the Commission approved two variances for
five unit buildings. On the opposite side, where the lots are deeper,
variances were granted for one five unit building and two six units.

In reviewing the plans, Commissioners discussed the matter of density
control. It was the consensus of opinion that six units would
crowd the lot and create a high density situation not permitted in
any of the other apartment developments on the street,
Air. Nahewold was advised that the Commission would prefer a lesser
number of units and was requested to advise the applicant accordingly.
Mr. Nahrwold indicated that he would return to a future meeting with
a revised plan.
8. TENTATIVE MAP o El Quanito Acres No. 3.
A letter dated November 6, 1963, from Carl E. Kirker, Consulting
Civil Engineers, submitted copies of a tentative map of a proposed
subdivision: E1 Quanito Acres No. 3.
Mr. Louis A. Arata, Engineer, was in attendance 'representing the owner/
subdivider, Peyton Construction Company. The Commission was advised
that the plan proposes to divide two existing large lots (Lots S and
69 E1 Quanito Acres Subdivision No. 2) into five lots to be designated
El Quanito Acres Subdivision No. 3. The property is located at the
corner of El Prado Road and Canyon Road.
Mr. Arata advised that Lots 1, 2 and S will fronlit Canyon Road; Lots
3 and 4, on the far side of the creek, will have private driveway
access to Canyon Road.
The City Planner advised that the City Engineer who is on vacation pre-
pared a list of conditions to be considered by the Commission in
connection with the map, as follows:
1. Some consideration should be given to the widening of
Canyon Road, consisting of pavement and standard curbs and
gutters. Also, the possibility of annexing one-half of this
section of County road to the City of Burlingame;
2. Drainage from proposed Lots 3 and 4 to be: detailed.
3. Proposed location of purer and telephone service.
4. Tentative location of construction on proposed Lots 1, 2
and S to determine if adequate gravity flow can be obtained
into existing sewer on Canyon Roada
The City Planner advised further that the City Attorney will examine
the map to determine whether the subdivision meets legal requirements.
Following considerable discussion wherein members of the Commission
discussed the plan at length, Mr. Arata was advised to meet with the
City Engineer on the engineering problems and the matter of annexing
and improving Canyon Road.
Mr. Arata indicated that the map would be ready for the meeting of
November 25, 1963.
9. LANDSCAPING PLAN. Apartment Building, Almer Road $ Bellevue Avenue,
The City Planner, in reply to Chairman Brauner, advised that
Mr. John Conway has available for Commission approval a landscaping
plan for a proposed apartment building at Almer Road and Bellevue
Avenue on which a variance was granted earlier this year.

Reference was made to code provisions (Section 1.958.1 Underground
Garages in Setback Areas) requiring approval by the Planning Commission
j of plans for landscaping the surface of underground parking structures.
Mr. Conway was in attendance and described the plan in detail, mention-
ing nature and species of plants.
The Commission was advised that there have been some revisions in the
building plans to reduce the number of units and bring the structure
in from the property line in certain sections to, provide greater
open areas. On -site parking will exceed code requirements.
Suggestions were offered for revisions in the landscaping design and
removal of two parking spaces to permit additional planting in the
area near the sidewalk.
Mr. Conway was instructed to return to the meeting of November 2S,
when the Commission would formally consider the plan.
10. FENA TRANSIT ADVERTSINE: Clock with advertising display.
Mrs. Frances Pena of Pena Transit Advertising was in attendance to
discuss a plan to mount a two-faced clock, displaying advertising
material, on the highest part of the Southern Pacific passenger
depot on Burlingame Avenue.
A letter was submitted from the Southern Pacific Company dated
October 18, 1963, to the effect that the Company had no objection to
Mrs. Pena approaching the Burlingame Planning Commission concerning
the proposal.
A penciled sketch was presented showing the clock in place on the
building and the type of advertising material.
Mrs. Pena advised that the advertising space will be sold to a sponsor
other than the Southern Pacific Company.
The City Planner stated that Mrs. Pena is requesting a variance from
the city's sign ordinance, Section 18SS "Prohibited Signs", paragraph
"d.": "Signs or structures canying the advertising of a person,
product or service other than that of the occupant of the land on
which it is placed or the building to which it is attached, except
signs for the sale or rental of the property".
In a discussion period, Commissioners informed Mrs. Pena concerning
a condition of hardship requisite to a variance grant.
Reference was made to the possibility of establishing a precedent,
leading to similar applications.
The matter was scheduled for the meeting of November 25, 1963, and
Mrs. Fena agreed to have available details of the size of the clock,
overall height and supporting structure.
11. REFERRAL FROM CITY COUNCIL: Relocation of Southern Pacific Depot
(Broadway).
The City Planner advised that at the meeting of November 4, 1963, the

City Council requested the Planning Commission and the Health,
Safety and Traffic Commission to study and submit comments on
relocating the Broadway Southern Pacific Depot.
The City Planner submitted for Commission consideration a drawing
showing the right-of-way of the Southern Pacific: from the Millbrae
boundary line to Burlingame Avenue station, and a short distance
on both sides; also, a plan prepared some years ago by former
Planning Commissioner James E. Mitchell proposing abandonment of
the two existing stations and construction of a new station on the
easterly side of the tracks midway between Broadway and Burlingame
Avenue.
The City Planner stated that he was in agreement: with the idea that
one depot would serve the city adequately, preferably in a location
on the east side.
Reference was made to the existing traffic congestion in Broadway
which certainly will increase as the industrial area continues to
expand and. the high-rise apartment complex develops.
At the request of the Commission, the City Planner stated that
additional material would be compiled for study at a future meeting.
12. APPLICATION OF JOSEPH W, PETERSON FOR HOTEL ON HOWARD AYFINULa
Mr. Cyrus J. MCMilhn, attorney representing Joseph M. Peterson,
applicant in a matter concerning construction of a hotel on
Howard Avenue with no provision for on -site parking, before the
Commission on September 23 and continued to the meeting of
November 25, 1965, for an opinion from the Parking Commission,
questioned whether the hearing would proceed as scheduled.
Upon determination by the Chair that the Parking Commission was
appointed and functioning, the City Planner was directed to present
the facts pertinent to the application to that Commission.
Mr. McMillan was advised that the application would appear on the
agenda of Commission business for the meeting of November 25, 1963.
13. RECORD OF RESIDENTIAL CONSTRUCTION - 1953 through 1962.
Copies of a chart prepared by the City Planner showing the number of
residential units in apartments, duplexes and single-family dwellings
for the years 1953 through 1962 were distributed to members of the
Commission and period of discussion followed.
It was pointed out that construction of duplex dwellings is decreas-
ing steadily and, it would appear, will stop completely, with the
exception of possibly some remodeling of single-family dwellings
into two units. New subdivisions in the Mills Estate will increase
the number of single-family residences._.- it is expected that
apartment construction will level off from the peak reached in 1962
but it :Must be recognized that the development pattern of the city is
in the 1�rocess .of change and multiple -family construction will
continue.

14. STUDY OF PROPOSED R-3A ZONE,
In a period of general discussion and study, Commissioners reviewed
provisions of a proposed zoning classification "Rm3A District (multi-
family, low density)" and agreed to schedule a public hearing in the
matter.
ADJOURNMENT
The study meeting was thereafter adjourned at 11:10 p.m.
ADJOURNED REGULAR MEETING
CALL TO ORDER
An adjourned regular meeting of the Burlingame Planning Commission,
from the meeting of October 28, 1963, was called to order by
Chairman Brauner at 11:11 p.m., immediately following the study
meeting, for the purpose of setting a date for public hearing on a
proposed amendiaom to the Zoning Article of the Ordinance Code.
On a motion introduced by Commissioner Kindig a public hearing in the
matter of- amending Part X. Article 50 (Zoning) of the Ordinance
Code of the City of Burlingame as follows: To add a new section
1927A "Regulations For R-3A Districts (Multi -family, low density)"
was scheduled for the regular meeting, November 2:5, 1963. Motion
seconded by Commissioner Moore and unanimously carried,
