CALL TO ORDER
A monthly studyl meeting of the Burlingame City Planning Commission was
called to orde on the above date at 8:00 p.m-0® Chairman Diederichsen
presiding, rl

The Secretaryl sl roll call recorded the above members present.
FOR STUDY
The following matters were presented to the Commission:
1. RESUBDIVISI N - Lots 6 and 7. Block 2. Burlway Industrial Park.
An application Filed with the City Engineer requested a resubdivision
of Lots 6 and 7 Block 2, Burlway Industrial Park, being a portion of
the property of Johnson-Qvale, Inc., located at Burlway Road and
Bayshore Highwa r.
The City Engine r advised that the owners wish to increase the area of
Lot 6 and are p oposing to move the dividing line between the lots ap-
proximately 17 eet in a northeasterly direction. Lot 7 will be re-
duced in size a cordingly.
Reference was made to an existing building on Lot 7. The City Sngin-
eer and Pianni Consultant agreed that _it will be necessary to de-
termine whether or not the resubdivision will interfere with the off-
street parking Area, or otherwise involve the present building.
A public hearin4 was scheduled to be held at the next regular Com-
mission meeting on January 22, 1962.

2. RESUBDIVISIQN - hots_ 1__and 2._Block 2, East Mi_llsdale _Ind. Park_ No. 1.
An application sled with the City Engineer by Joseph Gurka, owner, re-
quested a resub ivision of Lots 1- and 2. Block 2, East Millsdale Indus-
trial Park No. , located at Bayshore Highway and Cowan Road.
The City Engine r advised that the two lots originally.faced Bayshore
Highway. The r subdivision will relocate the line between the two lots
so that one par el will Front on Bayshore Highway and the other, Cowan
Road.
The resubdIvisi n map indicated an existing building. The applicant
was in at.tendan e and advised that the building fronts on Bayshore High-
way and oc3cupie a portion of both lots. There is a large area at the
rear of the bui ding which is unused and which has frontage on
Cowan Road. Th owners wish to dispose of this portion.
The City Engine r mentioned that there were a number of details to be
considered in c nnection with the application: (1.) There is no sewer
connection to t e rear of the property; should the! resubdivision be
approved, a sew r installation will be required. (2) The new lot line
lies practicall at the building wall. An existing water service line,
also a roof dra n require that the lot line be placed at least three
feet from the b ilding. (3) A power line cutting; diagonally across
the property mu t be relocated and an easement provided.
Mr. Gurk-a advised of his willingness to comply witlx the requirements
of the City Bng neer,
Following a brief discussilM concerning off-street parking, which the
City Engineer stated appeared to be adequate, the application was
scheduled for p blic hearing on January 22, 1962.
3. RESUBDIVISI K - Lets 1 and 4 , Block 31 Burlingame Park No. 2.
A resubdivision map, proposing to remove the lot line between Lots 1
and 4. Block 3, Burlingame Park Subdivision No. 2, was submitted for
Commission study at this time,
The Planning Consultant, in reply to the Chair, stated that the resub-
division will combine the two lots into a single lot in order to per-
mit a single use of the property. The property is located at the
southwest corner of E1 Camino Real and gurlingame.Avenue. The corner
lot, lying alo the E1 Camino, is zoned R-3; the interior lot, R-1.
There is an old dwelling occupying both properties.
The Planning Consultant stated that should the resubdivision be ap-
proved, the property will become R-3. The law provides that where a
lot is split or extended, the whole property assumes the least re-
stricted zoning classification.
Chairman Dieder chsen recognized fir. Stan Gates, representing the
property owner. Mr. Gates stated that the R-3 lot on E1 Camino is
shallow and not a satisfactory building site. Approval of the resub-
division will permit an attractive apartment house development. He
advised that both lots are under the same ownership,

The Planning C nsultant mentioned that Burlingame Avenue on the west
side of El Cam o carries a- 50 foot right -of -ray. An apartment build-
ing with ingre s and egress on this street could create a serious
traffic situat on.
The Planning C nsultant stated that he had discussed this with
Mr. Gates and uggested that if the apartment were to be built, pro-
vision should made, by agreement between the City and the develop-
ers for they at at to be widened. If the sidewalk and planting area
were to be nar wed, the street right-of-way could be widened pro-
portionately.
Mr. Gates advi ad that it is planned to build a three story 40-unit
building. A s cific design has not been selected but it will not be
a lavish garde type apartment. Mr. Gates stated that the developers
plan to provid *batchelor" units rather than the larger family size
apartments.
In a period of iscussion, Commissioners indicated that it would be
desirable if t City were in a position to exercise some architec-
tural controls. Reference was made also he Planning Consultantfs
remarks concer ing a possible widening of Burlingame Avenue.
Commissioners t ereupon advised Mr. Gates that inasmuch as his pro-
posal Involved ore than a simple resubdivision, the Commission would
prefer that the application be processed as a variance.

4. TENTATIVE - dills Estate Subdivision No. 12-
Mr. Jack Van Za dt, representing Wilsey, Ham and Blair, Engineers,
and Mr. A.R. MI
ler, Project Manager, Trousdale Construction Company,
were in attenda ee to discuss the tentative map of Mills Estate Sub-
division No. 19
Mr. Van Zandt a vised that there will be approximately 280 residential
lots. This wil oomplete.development of all of they remaining acreage
In the Mills Es ate with the exception of a small portion in the north-
west area adjoi ing the Burlingame -Millbrae city limits line.
Mr. Van Zandt p esented for Commission review a map prepared by the
State of Calif, is describing the accepted route of the now Junipero
Serra Freeway a d explained the routing of Trousdale and Murchison
Drives as relat d to the Freeway.
The Commission as advised that perhaps ten of the lots in the sub-
division will f ont on Skyline Bottl.evard. The lots will be separated
from the highwa by the row of trees presently existing. Mr. Van Zandt
stated that it s the intention of the developer to dedicate to the
City the plants strip to insure its continual use as a tree preserve,
Mr. Van Zandt d scribed access driveways for those lots fronting on
Skyline Bouleva d. Be mentioned that five or six access points will
be provided so hat a common access will be shared between two prop-
erties.

Reference was made to the 3-1/2 acre park site which the developers
-\ agreed several years ago to dedicate to the City. A suggestion was
j made that the lots on the street directly above the site might be
less desirable for residential use because of their proximity to the
park and perhaps these lots could be included in the park area.
The City Engin er advised that there will be comments to be made con-
cerning utillt es at the time the final map is submitted.
Chairman Diede ichsen announced that the tentative map will be sub-
mitted to the Commission for approval at the next regular meeting,
5. USE PERMIT - Norma Moore School, 70 706-710 Peninsula Avenue.
An application for a variance submitted by the Norma Moore School, Inc,,
proposed to op4rate a Private Co Fdueational Day School on property
described as L is 1 and 2, and portion of Lots 21 and 22, Block 259
Lyon and Hoag S bdivision - 700, 706 and 710 Peninsula Avenue, Third
Residential Zo rope
The Planning C sultant advised that the location on Peninsula Avenue
is between BlOonfield and Arundel Roads. There are three buildings;
one at the corn3r of Bloomfield was operated as a nursery school for
many years. 0 building, formerly the parish house of St. Catherine°s
Church, was mov3d to the present location and has been a boarding
house; the thirl is occupied as a duplex dwelling„
The Planning Co sultant reported that he Inspected the premises with
the City Builds g Inspector and the Fire Department Inspector, He
stated that a nimber of alterations will be required to bring the
buildings to Colo.
Mr. Sydney P. Field, President, Norma Moore School, and Mr. Johnson,
the architect, were in attendance.
Mr. Johnson des ribed the structural changes to bemade to meet the
Cityss requirem nts. In discussing off-street parking, Mr. Johnson
advised that a otal of 16 spaces will be provided; 14 to accommodate
school personne and two additional for the tenants who will occupy
the duplex bull ing. Mr. Johnson mentioned that this building will be
retained for th present for rental purposes until the need arises to
expand school f eilities. Part of this lot will be used at this time
for parking. j
Mr. Fields advised that the school is an accredited private school
providing specs lized instruction from kindergarten through twelfth
grade.
Mr. Fields stat d that the school has been located: at 1408 Edgehill
Drive, Burling. , since 1950. These premises are! now inadequate and
it has become nooessary to relocate.
The Commission s advised that recces and physical education periods
are staggered t roughout the day; school hours are from 8:30 a.m. to
2:30 p.m.; students have lunch indoors. There are no social activities
In the evening and,, with the exception of some special tutoring stu-
dents, the building empties at 2:30 p.m.
A public hearing was scheduled for the next regular Commission meeting,
6. VARIANCE Nicholas Crisafi Reqvesting Height Variance,
An application for a variance from the City's height restrictions in
Third Residential Districts was submitted by Mr. Nicholas Crisafi
in connection ith an apartment building proposed to be constructed
on the easterl side of El Camino Real between Burlingame and Howard
Avenues.
The properties were described as 220, 224 and 240 El Camino Real.
Mr. Crisafi advised that there are two small apartment buildings which
will be removed..
Plans of the proposed structure, submitted to the Commission, indicated
illegal setbacks and improper lot coverage. Mr. Crisafi advised that
the plans were prepared some months ago and were :not to be considered
the final draft. He stated that he does not intend to ask for any
variance other than height. He indicated that the building would be
75 feet from g ound level to roof line.
An artistes sk toh was presented and Mr. Crisafi described structural
details. He s ated that there would be 79 units ,and parking for 79
cars.
Entrance and exit would be on El Camino. Mr. Crisafi mentioned the
possibility of arranging ingress at the rear of the property using
the alley running from Primrose Avenue along the :rear of the stores
on Burlingame Avenue to the El Camino. He stated that he understood
he could arrange such access on a lease basis.
Commissioners dvised Mr. Crisafi that where height variances have
been approxed In the past, there has been an offer on the part of the
applicant to provide greater open areas around the building. It was
suggested that Mr. Crisafi consider revising his plans to lessen the
lot coverage; he was requested to prepare elevations and to submit a
letter of justification with his application.
A public hearing was scheduled for the next regular Commission meetings
January 22, 1962.
7. USE PERMIT BoardijM House For Students v 1438 Floribunda Avenue.
An application for a use permit, filed by A. Edward Mackitarian, re-
quested a continuation of the present operation of International
Students* House at 1438 Floribunda Avenue, under new ownership.
The Planning Consultant reported that the building, is presently occupied
and has been oe upied as a boarding house. The ownership is in the
process of chap ing. The original permit was granted, not to the
property, butt the individual.
Chairman Dieder sheen recognized Dr. Haig Albarian who identified him-
self as the own r and the person to whom.the permit was granted. He
stated that he roposes to sell the property to Mr. Mackitarian, the
applicant in th present action, who has been House Manager since the

boarding houso taas started two years ago in Its present location.
Dr. Albarian dvised that there are eight boarders who are foreign
students atte ding local colleges. Neither the operation nor the per
sonnel will c ange. The present application involves a transfer of
the use perms from one owner to another.
The Planning onsultant advised that to his knowledge there have been
no neighborho d complaints or criticisms since the boarding house has
been in opera.1501on.
The applicani n was scheduled for public hearing; on January 22, 1962.
8. USE PERMY m Church Purposes, 744 F1 Camino Real.
Orthodox Brotherhood In The Name Of A].1 Russian Saints.
An application for a use permit was presented by the Orthodox Brother-
hood In The Name Of All Russian Saints, a voluntary religious organiza-
tion,, requesting approval of the use of the building at 744 El Camino
Real for Ch h purposes.
Mr. V.V. Kras ovsky, representing the applicant,, advised that the Church
has purchased the property and intends to move from the resent quarters
at 1600 Carms ita Avenue, which it has occupied since 1992.

The Commissiai was advised that the building to which the permit will
apply has bee used over the years for school purposes, a:.danee studio,
and, most rec ntly, was occupied by the San Mateo County Cerebral
Palsy Volunte r Association.
' Mr. Krassovsk stated that the premises have been inspected by the
City°s Fire D nartment and Building Department Inspectors. All of the
necessary alt rations will be made to meet the C'ityss requirements.
The Planning Consultant stated that the new location will be a decided
improvement o er the previous site on Carmelita Avenue, but there will
be some parklig problems. The building faces on. E1 Camino Real and
on Fairfield oad and perhaps, in time, some of the Fairfield Road
Frontage can redeveloped to provide off-street parking.

The Planning onsultant reported that the City Council recently accepted
a bid of the ook Publishing Company, Seattle, for recodification of the
City°s ardina ces. He requested that the Commission schedule special
study sesat within the near future for the purpose of completing
studies pert- ning to Zoning Ordinance amendments„
