Mr. J. Ed McCellan, Chairman of the Parking District Committee, was

Mr. McClellan stated that the Committee has been meeting for approx-
imately a yea and a half for the purpose of developing an adequate
plan for off-street parking for downtown Burlingame.
All -day parking facilities for business owners and their employees
was considered important. Spaces away from Burlingame Avenue and
the close -in lots had to be provided to release convenient parking to
visitors and regular shoppers.
Mr. McClellan stated that there has been a concentrated effort to
bring new businessesto Burlingame. However, the lack of convenient
shoppers' parking has been the retarding factor.
The Commission was advised that the lots selected by the Committee
offered a reasonably adequate parking plan.
There are some parking lot sites within the boundaries where there are
apartment buil ings. In the particular location, the lots appeared
to be the most desirable. The engineers for the District advised that

ings than to b come involved in two story parking structures.

(1) Lorton Av nue and Park Road, between Howard and Bayswater Avenues;
(2) Bellevue venue; (3) Northerly side of Donnelly Avenue;
(4) west side of E1 Camino between Burlingame and Ralston Avenues;

In reply to C mmission inquiry, Mr. McClellan stated that the Com-
mittee feels hat anything less than the number of lots indicated
would damage he entire plan.
In discussing the particular problems of the Planning Commission,
Commissioners questioned their authority to deny or delay applica-
tions on particular properties which are being considered for the
District, particularly where an applicant can meet all requirements
of the Code.
Mr. McClellan maintained that in a variance application, where the
applicant is requesting a special privilege or favor, the Commission
has the right to consider the interests of the District, which,

Commissioner orberg stated that he had spent some time studying the
proposed plan and offered the following comments:
While there i no doubt that shoppers' parking is necessary to
Burlingame Av nue, in considering some of the specific lots, which
the District ntends to appropriate, it is questionable that their
best use is off-street parking. Apartment buildings close to the
center of the city are essential to the prosperity of the shopping
area.
