ITY OF BURLINGAME PLANNING COMMISSION
April 23, 1962

A regular meet"ng of the Burlingame City Planning Commission was called
to order on th above date at 8:00 p.m. - Vice Chairman Kindig presiding.
ROLL CALL
The Secretary°s1 roll call recorded all members present.
MINUTES
The minutes of the regular meeting of March 26, 1962, and the study meet-
ing of April 9, 1962, previously submitted to members of the Commission,
were approved a d adopted.
HEARINGS
Public hearings, pursuant to published notice, were conducted as followsz
1.. RESUBDIVISI N - Lots 1 and 2. Block 2, East Millsdale Industrial

The City Engine r recalled that the application of Joseph Gurka, owner,
to resubdivide he above -described property was first presented to the
Commission at t e meeting of January 8, 1962. The proposed lot lines
were not accept ble and the owner was requested to revise the map.
The City Engine r advised that a new map has been filed which has been
examined and fo nd to be acceptable.
Upon determinat on by the Chair that the owner was not in attendance,
there was a per od of discussion in which Commissioners indicated that
they would pref r to withhold action until the applicant was present.
A motion was th reupon introduced by Commissioner Brauner, seconded by
Commissioner Ci tulli, to continue the hearing on the resubdivision of
Lots 1 and 2. B ock 2, East Millsdale Industrial Park, Unit No. 1, to the
meeting of May 4, 1962, when the applicant shall appear to discuss his
proposal. Moti n carried unanimously.
2. RESUBDIVISION - Lot-1. Smallcomb Industrial Park.

The Chair announced that a hearing on the application of Smallcomb
Motor Company to resubdivide the above -described property, continued
from the meeting of March 26, 1962, was scheduled to proceed at this
time.
The City Planner advised that he had met personally with the applicants
and discussed at length the city's requirements for off-street parking.
As a result, a parking plan will be presented at the regular meeting in
May. The applicants have requested a continuance.
There being no protests heard, the hearing on the application to resub-
divide Lot 1, S allcomb Industrial Park, was continued to the meeting
of May 28, 196 .
3. RESUBDIVISIIN - Lots 14 through 18, Block 3, East Miilsdale
Industrial Park Unit No. 1.

A map prepared by Bill Ingram, Civil Engineer, for the owners, Ryan $
Company and Mitten Investment Company, proposed to resubdivide the above -
described properties by deleting the interior lines of said lots to es-
tablish one large parcel with frontage on Mitten Road.
Air. Ingram, upon recognition by the Chair, advised that the owners in-
tend to build four separate buildings on the one parcel.
The City Engineer and the City Planner indicating approval, and there
being no comments pro or con from the floor, a motion introduced by
Commissioner Cistulli to approve the resubdivision in accordance with
the map on file with the City Engineer, was seconded by Commissioner
Norberg, and unanimously approved on roll call vote.
4. USE PERMIT o Carter Trucking Company. Truck Storage.
(APPROVED)
An application #led by Person $ Wik for a use permit for a trucking
operation at 13S8 Rollins Road was scheduled for public hearing at
this time.
A communication from Carter Trucking`Cbinpany," dated April 4, 1962,
accompanying the application, advised that Person & Wik, the property
owners, will construct the building which will be leased Carter
Trucking for five years with an additional five year option.
The communication stated that the present location at 1348 Rollins Road
does not offer sufficient space for transferring freight loads nor
adequate parking area.
Mr. Oscar Person, Person $ Wik Company, and Mr. Raymond E. Moore,
Carter Trucking Company, were in attendance.

Mr. Moore des ribed theoperation and stated that the new location
has been desi ned to provide adequate ingress and egress and space
for the freig t loads to be handled,easily. He stated that approx-
imately 30% o the Rollins Road frontage will be fenced with
masonry black the remaining 70% will be driveway.
Mr. Moore was advised that the yard must be completely fenced. He
described a corrugated aluminum fence already in place along the
southerly boundary line which will remain. The remainder of the
lot, with the exception of the driveway, will be fenced.
Mr. Moore sta ed that no provision has been made for gates. The
driveway will be open so that the trucks can be brought in off the
street. In r ply to Commission inquiry, Mr. Moore stated that there
are no gates t the present location and there have been no problems
of trespassin or vandalism.
The Planning onsuitant advised that trucking and trucking storage
require a use permit from the Commission. He advised that Carter
Trucking has teen operating in the present location since 1960 on
a permit. An ther firm in that location will be required to make
its own appli ation.
The Chair, -invited comments from the floor. There were none.
A motion was ntroduced by Commissioner Moore approving a use per-
mit to Carter Trucking to occupy the premises at 1358 Rollins Road;
improvements o conform to the drawings and elevations on file, in-
cluding landsirontage.

The applicants were advised that the permit would become effective
May 8, 1962, Frovided there was no appeal.
The hearing was declared concluded.
S. VARIANCE Smith $ Smith Ice Company. Install Ice Vending
Machine, Shell Oil Company Station.

A variance application filed by Smith & Smith Ice Company, Burlingame,
bearing the signatures of Alefia Smith for Smith Ice Company and
Allan C. Null , operator, Shell Service Station, requesting permission
to install a elf -service ice vending machine on the service station
premises at 1199 Broadway, was scheduled for public hearing at this
time. (Lots Z5 and 26, Block 2, Easton Addition).
The zoning ornance provides for the uses normal to a service station.
A variance grfit is required in the present proposal.
A communicatio from Smith's Ice Company, dated April 23, 1962, ad-
vised that it is proposed to install and operate a 24 hour service
unit, dispensing packaged party ice. The communication stated that
there have been a number of requests for the service in the Broadway
shopping area. The nearest vendors to the residents of North Bur-
lingame are in San Mateo and Millbrae.

A petitaon in favor of the variance, signed by 54 local businessmen,
was filed with the application.
A communication dated April 19, 1962, from Peninsula Ice Delivery,
San Mateo, was read protesting the variance on the grounds that there
are a number of locations in Burlingame, including grocery markets,
where packaged ice is amilable.
Mr. George Smith, Mr. Harvey Smith and Mr. Allan Nulle were in at-
tendance.
Mr. Harvey Smit , in reply to Commission inquity, described the
appearance of t e machine and its location on the property. He ad-
vised that it w'll be placed so as not to interfere with the operation
of the service Cation. Mr. Smith mentioned also that there is a
driveway where ars can drive in off the street to approach the vendor.
Commissioner Mo re stated that he was familiar with the appearance of
the machine and questioned whether it was intended to place the
machine on the round or mount it on piers. He stated that if it were
to be raised, t ere should be some enclosure provided to prevent ac-
cumulation of pipers and rubbish.
Mr. Smith agreed that some provision would be made to "box -in" the
open space.
The Chair invited comments from the floor.
Mr. Neal Dougherty advised that directly adjacent to the area where
the machine wil be located is residential property owned by members
of his family. He protested possible nuisances arising from the
noise of the compressor, late -hour traffic and spot -lights on the
machine. Mr. Dougherty stated that he was not objecting to the
machine but to he location and suggested other areas on the property
where the machi a might be placed.
Mr. Smith advis d that the Shell Oil Company designated the location.
He described th lighting and advised that he would be willing to
eliminate the light nearest to the residential property, or if neces-
sary, remove all of the lights except the one at the front of the
machine.
Mr. Smith stated that the machines are serviced daily and frequently
twice a day. E ery precaution is taken to assure that the machines
are in working ondition. The company name and a service phone number
are posted.
The Planning Co sultant advised that the City Fire Inspector has
questioned the ethod of carrying the wiring to the machine. The
Fire Inspector 's concerned about the possibility of accident in con-
nection with th service station. Hepointed out that there should
not be exposed ires. If possible, the wiring should be underground.
Mr. Smith stated that there have been discussions with the Pacific
Gas 4 Electric tompany. The wiring will be brought in overhead from
the utility pole to a steel pole on the.machine. There will be 18 feet
of clearance ab ve ground level.

Commissioner N rberg introduced a motion approving the variance to

machine, as de cribed by the applicant; on the Shell Service Station
site at 1199 B oadway; lighting to be directed away from the resi-
dential proper y; electrical wiring to be installed to city code;
if mounted, th area from the ground to the machine to be appropriately
enclosed. Mot on seconded by Commissioner Edwards and declared carried
on the followi g roll call vote:

The Chair advised all in attendance of the right of appeal to the City
Council.
The hearing wa declared concluded.
NEW BUSINESS
1. Tri-County Planning Council Dinner Meeting.
The Chair reminded members that the next Tri County Planning Council
meeting will be Friday, April 27, 1962, at Pacifica; the discussion
topic "Social Aspects Of Planning".
2. Amendmentslto Zoning Ordinance: Automobile Parking Snaces.
The City Plann r advised that he has been working on the section of
The Zoning Ord nance pertaining to off-street parking and expects to
have material vailable for the Commission by the May study meeting.
He expressed t e opinion that this section requires immediate at-
tention, more o than any of the other amend*ents which the Commission
has been discu sing.
KNOWLE
Chairman Kindij acknowledged the presence. of Mayor Lorenz and
Councilman Martin.
The Mayor, in responding to the Chair, announced that Councilman Martin
has been selected Council representative to attend Planning Commission
meetings.
Councilman Martin expressed interest in the efforts of the Commission
pertaining to tevisions of the off-street parking laws.
