Cons. Mann Martin Councilman Lorenz Moore Norberg Stivers CAS, ZQ OAXE An adjourned regular meeting of the Burlingame Planning Commission, from December 29, 1960, was held on the above date. Meeting called to order at 8:00 p.m. - Chairman Diederiehsen presiding. ROLL CALL A roll call recorded all members present. HEARING 1. VARIANCE, APPROVAL HOVE FOR AGED. MO EL CAMINO RM1,. Chairman Diederiohsen announced that the meeting was called for the pur- pose of conducting a public hearing on the application of Mrs. Rita Servi and Mrs. Anna Ippolito for a variance to permit a home for the aged to he located at 750 E1 Canino Real, Burlingame (R-3 Third Residential Dis- trict). A letter dated November 28, 1960, from the applicants deserithed the building as a four bedroom, two math residence, and, two ear garage. The letter advised that Mrs. Servi, who is a registered, nurse will reside in the home. An "Inspection and Re -inspection Report" from the Burlingame Fire Depart- ment, Bureau of Fire Prevention and Public Safety, signed by H. Pearson, Inspector, was read advising that an inspection was made on November 23, 1960. The report listed in detail structural changes which would be re- quired. A communication From A.V.R. Realty Company, dated December 9, 19600 submitted information pertaining to an inspection made of the furnace and installation of new electrical wiring. The Chair invited, comments from the floor. Mr. William Beckett, 827 :"l Camino Real, objected to the proposal as commercial use of property on the 11 Camino. Mr. R.R. Cullen, 740 Acacia. Drive, protested, the policy of variance grant and urged categgrioal deriida1 of i�,uoh requests. Mr. A.G. Westoott, 843 Walnut Avenue, stated that the zoning ordinance defines the use$ permitted in the various districts. The ease with which the zonii* law can be changed, by the variance procedure, is in- equitable. Mr. James Carol* 848 Walnut Avenue, and Mr. R.J. Edwards, 1429 Palm Drive expressed concurre:ice with the previous speakers. Mr. Edwards stated that he was.not so much opposed to the use as to a variance grant on the property, The Chair recognized Mrs. Ippolito, who stated that there is an urgent need in tY:e eomzhunity for the type of home which she proposes. Mrs. Ippolito advised that she was of the impression that there were nearby properties used for business purposes. Since the location and the property were very satisfaotory for her purpose, it would appear that the operation would not be out of character in they neighborhood. The Planning Consultant, in reply to the Chair, commented that the build- ing was sufficiently large toaccommodate the use and the fixedepart- ment has prescribed required structural alterations. The Planning Consultant stated that in this city,as well as most other cities, there Is the problem of providing comfortable living quarters for those who no longer are capable of maintaining their own homes. There are a few in operation throughout the city but in each Instance, where there are six or more patients, the County Health Department has jurisdiction and the property use has been subject to Planning Commission approval. Commissioner Stivers stated that it would be prefeale to locate such `.� enterprises in other than residential districts. Mr. Fist, the present owner, described parking facilities. The Com- mission was advised that there is a two car garage, space in the drive- way and an additional open area on the grounds. There being no further comments, Commissioner Martin introduced a motion that a non -transferable variance be granted to the applicants to operate a home to care for ambulatory aged, one sex( not to exceed six paying guests; said grant to be conditional upon fire department approval of the building and subject to the authority of State and County depart- ments having jurisdiction in such matters. Motion seconded by Commissioner Cistulli and declared carried on the following roll call vote: AYES: COMMISSIONERS: Cistulli, Diederiohsen, Kindig, Martine Moore, Norberg NOES: COMMISSIONERS: Stivers ABSSNT COMMISSIONERS: None The Chair announced that the variance would become effective on January 17, 1961, provided there was no appeal. The hearing was thereafter declared concluded. RESOLUTIONS 1. AMcENDrMIUS TO ORDINANCE CODE SECTION 1904, PART X ARTICTE 50 (To Reclassift Real Propgrty Chairman Diederiohsen announced that at the regular neoting of the ?Tanning Commission held under date of December 29, 1960, a public -2 hearing was held to consider the reclassification of certain real properties on the easterly side of Highland Avenue between Peninsula ,and Bayswater Avenues,, and said reclassification having received the unanimous approval of the Planning Commission, this was the time and place scheduled to adopt a resolution of recommendation to be trans- mitted to the City Council. Commissioner Martin introduced and moved adoption of RESOLU'11ION W. 141 ORECOMMENDING TIB R CLASSIFICATION OF Ca TAIN PROPERTIES Allm THE AMI-NDMFNT OF SECTION 1904, PAW. X. ARTICIE 50 OF THE BURLINGAME ORDINANCE CODE. TO EFF3CT SUCH RECLASSIFICATIOW . Motion seconded by Commissioner Norberg and unanimously carried on roll call vote of mem- bers. ADJOURNMENT There being no further business, the meeting was adjourned at 8:35 p.m. STUDY MELTING The study meeting,, regularly scheduled for this date, was thereupon called to order. The following subjects were submitted for Commission review: 1. RE-SUBDIVISIOM LOTS 12 and 38 BIIJCK 7,, BURLniGAME LAND CO. A resubdivision map, filed with the City Engineer, proposed a resubm division of the Lauder properties on Floribunda Avenue and Oak Grove Avenue The Commission was advised that there are four pieces of property in the same ownership. There is an apartment Building on each lot, all in excellent condition. Three are four story buildings and the owners would like to provide elevators for these buildings. The two buildings which front on Oak Grove Avenue have a common en- trance. It has been decided to place the elevators in this area and the purpose of the resubdivision is to remove a former resubdivision line, thereby establishing one large lot with frontage on Oak Grove A venue . The other two properties front on Floribunda Avenue. There are some problems in connection with set 'hacks and property lines which must be resolved before a building permit will be issued for the elevator. The resubdivision will revise the location of a former resubdivision line on this lot in order to provide a greater side set back on the four story building. Mr. Nobler, architect, was in attendance and presented sketches to illustrate location of the elevators and the building alterations which will be required. A publics hearing was scheduled for the next regular, meeting, January 23, 1960. -3- s 2. RESUBDIVI§ION - Lands of Mrs. C.H. Bessett, North Carolan Avenue, A resubdivision ma was submitted r p proposing a change in property lines on the property of Mrs, C.H. Bessett located on North Carolan Avenue. Mr. Buell Profitt was in attendpnnce to represent the owner. The Com- mission was advised t1kit there is an existing building; a second building will be constructed soon. The resubdivision proposes a new line to divide the property into-tuo parcels so that each building will be on a separate lot, The City Engineer referred to a 10 foot P .T . & T. Easement and stated that he had been advised that the Tolephone Company is considering abandoning said easement. IIe stated that he would endeavor to secure written confirmation before the next regular meeting of the Commission. There was some discussion concerning parking and the Commission was advised that there is ample off-street parking available. A public hearing was scheduled to be held on January 23, 1961. 3. VARIANCE Orin C. Fields. Property Line Change and Building extension, An application for a variance,filed by Orin C. Fields,was submitted to the Commission. Permission was requested to combine a portion of Lot 11, Block 3, with Lot 6, Block 3, Burlingables Subdivision and construct a three unit apartment building as an extension of an existing two unit dwelling. Ralph Button, architect, was in attendance and presented drawings to illustrate the proposed construction, which were reviewed at length. There was some discussion concerning additional landscaping to be provided along the property line: which is adjacent to first resi- dential properties on Trenton Way. The architect agreed to eliminate a portion of the paved. area along the :Pence line to provide a greater planting space. Mrs. Fields was in attendance and in reply to an inquiry from the Chair concerning deed restrictions pertaining to the driveway com- mon, to Lots 6 and 7, which driveway would provide access to the garage spade of the new building, agreed to produce the property deed to permit the City Attorney and the Planning Consultant to re- view provisions of same. A public hearing was scheduled to be held on January 23, 1961. 4, RESUBDIVISION OF DILL PROP:�TY, HILLSIDE DRIV DISCUSSED. Mr. Earl Dilley was in attendance to discuss a possible resubdivision of property which he owns at 3030 Hillside Drive. There is one dwelling and ample land for two additional 'building sites, The pro- posal is to divide into three parcels with a common driveway. The property extends into the canyon. Mention was made of the driveway which is quite steep. Mr. Dill.ey stated that it; is not difficult to travel and mentioned that the Fire Department has experimented with its equipment; also delivery and service trucks use the driveway regularly. ��� The City Engineer briefly disoussed sewer and wetteir connections which would be available to service the property. Mr. Dilley stated that lie. has not progressed beyond the preliminary stages. Commissioners agreed to visit the location and to request an opinion from the Chiei of the Fire Department. 5. SHORE TQ DEVELOPMFIIT DISCUSSED, - Mr. Albert Morowitz, member of the Citizens° Committee For Burlingame Shore Line Development was in attendance to submit a tentative plan for development of the dump area, which was reviewed at length by members of the Commission. • R WI-WIAy The meeting was regularly adjourned at 10:30 p.m. Respectfully submitted, D.A.
