An adjourned regular meeting of the Planning Commission, from the
meeting of January 23, 1961, was held on the above date. Meeting
called to order at 8:05 p.m. - Chairman Diederichsen presiding.

Chairman Diederichsen recognized Mr. Ralnh J. Button, who presented
eorrectid plans in behalf of Mr. and Mrs. Orin C. Fields$ request for
a variance to combine portion of Lot 11 with Lot 6, Block 3, Burlingabl.es
Subdivision, and enl_,qrge an existing duplex INvilding 'vNy adding three
new rental units, located on Bayshore Service Road, near Trenton '-'ay.
Commissioner Kindig moved that the variance be granted to permit con-
stniction of the three units in accordance with the plans submitted;
the building height not to exceed 20 feet, the privet hedge, as in-
dicated on said plans, to 1+e 8 feet in height, the paved area to be
at least 5 feet from the southerly property line. Motion seconded by
Commissioner Cistulli and declared carried on the followink roll call
vote:

The applicant was advised that the effective date of the variance would
be February 21, 1961, provided there was no appeal.

The study meeting regularly scheduled for this date was called to
order at 8:25 p.m.
The following st?ejects were submitted for Commission review:
1. R 3SUBDIVISION - Cravalho Property. Vancouver Avenueat Jaokling Drive
Philip Lygren, Civil engineer, presented a resubdivision map of the
property owned by Mr. Cravalho at the southwest corner of Vancouver
Avenue and Jaakling Drive. This property was recently subdivided to
create three lots. Subsequently, Mr. Cravalho purchased additional
area from the estate of Mr. Fagan and wishes to add this to the
corner property and divide into two lots.
The matter was scheduled for pullic hearing at the next regular meet-
ing on February 27, 1961.
2. R?3SUBDIVISION - Lot 24. _Kenmar Terrace.
Philip Lygren presented a resubdivision map for Dr. Warren K. 'Milner, Jr.!
proposing to divide Lot 24, Kenmar Terrace. The map proposes to
divide the lot into two parcels. Matters of fire protection and
utilities were discussed. Mr. Lygren and Dr. 1 11ner agreed that the
20 foot panhandle which is the portion of the property that is the
access to Kenmar tray should be cleared of all ohstruotions and paved.
Since the legal frontage cannot be established, this will be processed
as a variance. The hearing was scheduled for the next regular meeting.
3. VAR - Tidewater Oil Co.
Mr. Rspeseth and Mr. Kilroy, representing the Tidewater Oil Co.,
presented a request for a variance to permit the remodeling of the
small office building; on their property at Anita Road and Peninsula.
The zoning of this property is C-2. The use as a bulk storage plant
is an H-1 use; thus, the use is non -conforming. For this reason, no
'building permits for extension of the use would be issued. The
company wishes to remodel the building and add a small wing.
A letter from Chief Moorby pointed out that the housekeeping and
maintenance of the plant, is excellent 'hut that the Fire Department
requests that a fluid -tight dike be constructed around the above-
ground horizontal tanks. It was indicated by the company repre-
sentatives that this ?could be done.
A public hearing will be hold on February 27, 1961
4. RMUBDIVISION -_Lots 22, 23, 24, 25, Block 6, ^ast Hillsdale Ind.
Park, Unit Ho z 2 .
A resubdivision map, prepares? by 1411sey, Ham and Blair, Civil Eng4neers,
was submitted proposing a change in lot lines of the above
properties. The Commission was advised that the purpose of the re -
subdivision In to add 30 feet to Lot.25 by deleting some of the lines
and establishing a new lot line for Lot 25.
Public hearing to be held at the regular meeting, February 27, 1961.

At the time this property was subdivided and mapped, the State of
California and the City of Burlingame as its successor had an in-
terest in the old Bayshore Highway, though the fee for the land
was in Atlantic Life Insurance Company. The map was drawn to the
line of the old highway. It appeared 1-'ter that the State interest
might be invalid. The street was established as an 84 foot street
in accordance with the city's subdivision ordinance and the curbs,
gutters and sidewalks were installed at this point. The result is
that there is an unmapped strip of 20-1/2 feet between the lots and
the street.
The City Engineer and the•Planning Consultant have tried for some
time to resolve this problem and the Atlantic Life Insurance Company
has now agreed to do so. A new map has keen submitted which brings
the lot lines to the street and esta'hlishes a 15 foot setback by
nap.
The' map 'will be considered at the next regular meeting.
6. ROL 14D F. ZILI,WR. SETBACK VARIII110E .
Mr. Roland F. Zillmer, building contractor, was in attendance to
discuss a variance from side yard setbacks on a lot located on
Lorton Avenue near Bayswater Avenue. Mr. Zillmer stated that he
wishes to build a nine unit apartment; there would be 45% lot
eoverage. Mr. Zillmer was advised that the Commission would not
favor such a variance.
7. EARL M. DILISY PROPERTY, HILISID? DRIVE
Mr. Dil'_ey wishes to divide his property on Hillside Drive and ap-
peared to discuss pro-mlems in the suhdivision with the Commission.
he proposes to create three lots, on3y one of which will have front-
age on the street. The land is very steep and the driveway has a
40% grade for a distance. The Commission received a letter from
Fire Chief Moorby suggesting that a water pipe terminating in a
wharf -type hydrant 'he installed near the proposed homes. The matter
of the improvement of Hillside Drive frontage to its proper width was
also discussed.
Mr. Dilley was requested to consider these matters and make a proposal
by map at his pleasure.
