MINUTES
Minutes of th4 regular meeting of June 26, 19611 and study meeting
of July 102 1 61, previously submitted to Commissioners, were ap-
proved and ad pted.
HEARINGS
1. USE PERMIT - Contractor's Storage Yard. F.D. SMrry com2m
The Chair announced that the hearing on the application of
F.D. Sperry Company for a use permit for a contraotor3s storage
yard, continued from the meeting of June 26, 1961, and scheduled
to proceed on this date, would be delayed temporarily awaiting the
appearance of the applicant.
NEW BUSINESS
1. Bell Electrical Signs. Inc.
Sign V'ari
A communication was read from Bell Electrical Signs, Inc., dated.
July 13, 1961 requesting a variance to Permit installation of
a free -stands sign approximately 34 Feet in height, measured
from ground level to the top of the sign, on property located at
the southeast corner of Stanton Road and Gil.breth Read, to
identify the ew FACIT building.
A second co nication dated July 13, 1961, requested that the
application b3 given formal consideration at the regular meeting
on July 24, In view of the early completion and occupation date
of the builds ag.
A drawing of he sign accompanied the communications.
Mr. Dewey BelL was present. He stated that there is a structure,
on which the sign is to be mounted, which was built by the
general contractor. The wiring necessary to service the sign has
been installe . All that is required of his Company is to place
the sign in p sition on the structure.
There will be two separate organizations occupying the building.
It has been d termined that a lighted, revolving sign, one firm
name appearing on each face, will be the simplest method of
Identification. The sign will measure 2 feet x 12 feet.
The Planning onsultant noted that a maximum height of 20 feet
has been fix for free-standing signs. However, a number of
variances ha been granted in the industrial area. He stated
that a revolv sign at a height of 34 feet possibly could be a
source of dis raotion to traffic on the Freeway.
Mr. Bell explained that a stationary sign would be dour® �r
size to accommodate both firm names. In addition, the
existing structure probably would not support the greater weight,
'a Mr. Bell was questioned concerning the position of the State
Department of Highways regarding revolving signs. He advised
that there are a number of conditions which have been de-
termined to be hazardous which are not permitted, such as signs
which are misleading to traffic or lighting which shines
directly into the traffic lanes. There are no controls directed
specifically to revolving signs.
A majority of Commissioners agreed that the variance request was
reasonable since there are many signs in the area exceeding the
legal height. However, a determination must be made whether or
not a revolving sign till constitute a dangerous condition to
traffic on th Freeway. ,
Commissioner pore introduced a motion to continue the hearing to
the August 14 meeting, to permit Commissioners an opportunity to
visit the site, also to permit the applicant to submit an alter-
nate plan for a non -revolving sign. Motion seconded by Commissioner
Kindig and unanimously carried.
It was sugges ed to Mr. Bell that one of his principals attend
the meeting, or that he be authorized to discuss alternate plans
and accept conditions which might be imposed with the variance
grant.

The Chair acklowledged the presence of Mr. F.D. Sperry and announced
that the hearIng on an application for a use permit for a storage

a temporary permit to locate at 1421 North Carolan Avenue until
January 31, 162 .
The communication explained that the yard was formerly located at
1311 North Carolan Avenue. When this property was gutted by fire
in December, 1960, temporary quarters were established at
1421 North Carolan on a month to month basis in order to maintain
operations th ough the busy season.
A letter from Harry Lee Plumbing & Heating Company, dated
June 13, 1961 advised that the lot at the northerly end of
Carolan. Avenue has been rented to F.D. Sperry Company on a month
to month basis.
Mr. Sperry, i reply to the Chair, stated that he is confident that
a permanent 1 cation will be available by the end of the year and
the present s to will be vacated by January 31, 1962.
He explained hat there would be considerable expense involved if
he were requi ro
d to fence the storage area and requested that he
be permitted use the property In its present condition.

There being no protests received, oral or written, a motion was

tulli to permit the applicant the continued use of the property
at 1421 North Carolan Avenue for a contractor's equipment yard
until January 31, 1962, including a waiver of the City's fencing
requirements or outdoor storage.
Motion carrie unanimously on roll call vote.

2. VARIANCE � - To Resubdivide Lot 8, Burlingame Manor No. 2.
An applicati n for a variance to resubdivide Lot 8, Burlingame
Manor No. 2, into three parcels was submitted by Gordon R. Strocher,
one parcel to have less than the legal street frontage.
A letter fro Mr. Strocher, dated July 21, 1961, advised that there
are two acre of land having a total frontage of 145 feet on
La Mesa Driv . Two of the parcels, °A" and "B" , will have street
frontage of 50 feet; the third parcel, 45 feet. The'communication
stated that here is an excellent building site on the latter par-
cel.
Mr. Strocher stated that he will improve and develop the property.
He stated t t there are good building sites on each of the
parcels whic will not involve excessive cuts or fills.
There was considerable discussion concerning access to the two
lower lots. It was felt that a single wide driveway, starting
at Lot A and following the contours to the other lots, would re-
quire less cutting of the land and less driveway cuts in the
street.
The City Eng neer stated that there were a number of engineering
matters requ ring further attention. There are boundary dimensions
to be verifi d, also problems involving sewer connections.
Following some further comments concerning setbacks and drainage
installations, Commissioner Kindig Introduced a motion that the ap-
plication be ontinued to the next regular meeting• -for public
hearing, the pplicant to have the map revised to include the drive-
way and aeces easements. Motion seconded by Commissioner Norberg
and unanimous y carried.
DISCUSSION MEETING SCHEDULED
A meeting was scheduled for Monday, duly 319 1961, at 8:00 p.m.e
In the Council Chambers, to which representatives from the Park
and Recreation Department and the Department of Public Works were
to be invited to discuss capital improvement expenditures.
ADJOURNMENT
The meeting s regularly adjourned at 10:00 p.m., to reconvens,
at 8:00 p.m., on Monday, August 14, 1961.
