Property In Commercial Development.
Barrett Construction Company, 1800 Evans Avenue, San Francisco, sub-
mitted an application for a variance to permit construction of a
market, and off-street parking, on property at the noRtheast corner
of El Camino Real and Chapin Avenue.
There is a fron age of approximately 200 feet on Chapin Avenue and
195 feet on El amino Real. The zoning is C-2 (service trades) with
the exception o a portion of the E1 Camino frontage which is R-4
(fourth residen ia1).
Rea Dattisman a d H.M. Richardson represented they applicant. The
Commission was dvised that it is proposed to use the R-4 lot primar-
ily for parking and landscaping, with the main portion of the build-
ing to be locat d on the commercial area.
In reviewing a preliminary drawing, Commissioners indicated that the
arrangement was not entirely satisfactory. Reference was made par-
ticularly to the location of the parking area. It was felt that the
entrances and Mits were too close to the El Camino. Cars traveling
to and from the market site would impede the flow of traffic along
the E1 Camino. A suggestion was made that an alternate plan be pre-
pared relocatin the building away from the highway frontage and a
new arrant-ement for entrance and exit.
A public hearin was scheduled for the next regular meeting of the
Commission to b held on October 30, 1961.

2. Proposal T Relocate Access Easement - Dilley Property.
The Planning C nsultant recalled a variance application recently ap-
proved by the ommission in connection with a resubdivision of the
property of Eaz 1 M. Dilley, 3030 Hillside Drive, including a provision
for a grant of easement for ingress and egress to be executed between
Mr. Dilley and the City.
The Planning Consultant advised that some time ago Mr. Dilley sold a
portion of the Hillside Drive frontage. The present owner, Mr. Fdwards,
has discussed ith Mr. Dilley the possibility of changing the location
of the drivewa . The Commission approved a driveway plan at the time
of the variance grant and the dedication has been accomplished. A
change at this time will require approval by the Commission, a recom-
mendation to t e City Council and a re -dedication of the easement.
A preliminary map was submitted to the Commission and the engineer
representing Mr. Edwards explained the proposal in detail. The Com-
mission was advised that the realignment will decrease the driveway
slope appreelatly,
The Assistant qity Engineer advised that it was his understanding that
the City Engineer had been consulted by Mr. Edwards and was aware of
the new plan,
Mr. Edwards was advised concerning the City's requirements for street
Improvements on Hillside Drive.
The subject was scheduled for formal Commission consideration at the
next regular meeting.
3. Proposed A ndments To Zoning Ordinance: Sections 1903 and 1926.
Material prepa d by the Planning Consultant, previously submitted to
members of the orxmission regarding proposed amendments to the Zoning
Ordinance to pr vide for "Fallout or Protective Shelters" was reviewed
at length. A p blic hearing on the amendments —will be held at the
regular meeting of the Commission on October 30, 1961.
4. Tri-County ?lanning Council Dinner Meeting.
Announcement wa made of the next dinner meeting of the Tri-County
Planning Counci to be held on Friday, October 200 1961, at the
Westlake Bowl, aly City.

meeting of the Burlingame City Planning Commission was
on the above date at 8:00 p.m. - Chairman Diederichsen
1. RECOMMENDAT ON TO CIT£ COUNCIL RE: PROPOSED CAPITAL IMPROVEMENT
BUDGET 1961 62 e
The Chair anno oed that the first order of business would be considera-
tion of the rep rt a Capital Improvement Budget 1961-62" , a compilation
of proposals fo expenditure of funds for capital Improvements submitted
by all City Off cials and Department Heads, including descriptions of
requested impro ments and recommendation of the Planning Commission.
Copies of the report having been submitted previously to Commissioners,
) there was a per od of discussion and review.
A__t the request of Commissioner Brauner, the second paragraph, page 2,
under "Commission Recommendations", was amended to include a recommenda-
tion, previously, agreed upon, that the service road into the Mills
Estate Canyon not exceed a width of 10 feet. _
A suggestion by Commissioner Moore to add to the report that the Com-
mission has not lattempted nor intended to list the projects as to
priority or pre erence was accepted unanimously.
There were no f rther amendments. A motion by Commissioner Norberg,
seconded by Co issioner Brauner, adopting the report and approving its
transmittal to a City Council, as amended, was unanimously carried.
The report was t ereafter delivered to the City Council, meeting in
special session n this date.
2. RESUBDIVISION - Lot 8. Burlingame Manor No. 2 Subdivision.
Gordon R. Stroch r was in attendance to discuss a revised resubdivision
of Lot 8, Burlinyame Manor No. 2 (La Mesa Drive off Hillside Drive).
A previous application to divide into three parcels was denied by the
Commission. Mr. Strocher stated that the present plan proposes to es-
tablish two lots with legal frontages on La Mesa Drive.
The City Engineezo advised that water service will be required for one
parcel and sewer laterals for both parcels.

3. RESUBDIVIS ON - Lands of Wallace Bw Steil. Acreage Northeasterly

A request For resubdivision of acreage on the northeasterly line of
-� La Mesa Drive as submitted by owner, Wallace B. Steil. A preliminary
topographic ma was presented. Mr. Steil was In attendance and stated
that he plans o divide into two parcels having legal frontages on
La Mesa Drive nd the required square footage areas.
In reply to a inquiry concerning building sites, Mr. Steil stated that
these have not been fixed but will be determined once the resubdivision
has been accom lished.

6. ROADWAY TO_DILLEY PROPERTY VIA STROCHER PROPERTY.
Earl M. Dilley owner of acreage on Hillside Drive, recently resub�-
divided, discu sed briefly the possibility of a street or roadway to
extend from La Mesa Drive, across the Stroeher property, to a cul-de-sae
on his property. He stated that both he and Mrs Strocher were con-
vinced that this could be accomplished and would r6sult in better do-
velopments of both properties. He agreed to prepare a preliminary do -
tall and return with further Information.
7. CONSTRUCTION OF FALL -OUT SHELTERS ON PRIVATE PROPERTY D
The Planning C nsultant reported that there is considerable interest
throughout the Bay Area concerning construction of fallout shelters
on private pro roes. Meetings have been held in Redwood City
where building inspectors from all parts of the County met to dis-
cuss rules and regulations for such construction. He stated that on
Tuesday, September 19, 1961, there will be a meeting in Oakland at
the California Disaster Office, Region 2, at which Burlingame will
be represented Further reports will be made to the Commission as
additional Information becomes available.
