1. CALL TO ORDER - 7:00 p.m. - Council Chambers/Online
The meeting was called to order at 7:00 p.m. Staff in attendance: Planning Manager Ruben Hurin,
Associate Planner 'Amelia Kolokihakaufisi, and Assistant City Attorney Scott Spansail.

Commissioner Horan noted that he was not present at the April 8, 2024 meeting, but has read the meeting
minutes and feels comfortable participating in the vote.
Commissioner Schmid made a motion, seconded by Commissioner Tse, to approve the meeting
minutes. The motion carried by the following vote:

8. CONSENT CALENDAR
a.1427 Montero Avenue, zoned R -1 - Application for Design Review, Special Permit for
declining height envelope, and Variances for building height and side setback for a
second story addition to an existing single -unit dwelling. The project is Categorically

9. REGULAR ACTION ITEMS
a.34 Dwight Road, zoned R-1 - Application for Amendment to Design Review for
proposed changes to a previously approved project for a first and second story addition
to an existing single-unit dwelling. This project is Categorically Exempt from review
pursuant to the California Environmental Quality Act (CEQA), per Section 15303 (a) of the
CEQA Guidelines. (Jesse Geurse, Geurse Conceptual Design, Inc ., applicant and

All Commissioners have visited the project site. Commissioner Horan noted that he was not present at
the last meeting but was able to watch the video of the meeting and feels comfortable participating in the
discussion. Associate Planner Kolokihakaufisi provided an overview of the staff report.
Chair Pfaff opened the public hearing.
Jesse Geurse represented the applicant and answered questions regarding the application.

Commission Discussion/Direction:
>I pulled this project for additional discussion. The conversations that happened at the previous
meeting are exactly why I pulled it. I am satisfied with it now based on changes made to the project.
Commissioner Comaroto made a motion, seconded by Commissioner Tse, to approve the
application. The motion carried by the following vote:

Tim Raduenz, designer, represented the applicant and answered questions regarding the application.
Public Comments:
>There were no public comments.

Commission Discussion/Direction:
>The front patio on the main floor and the balcony on the second floor put focus on some outside
space and a little bit of weather protection for that main floor front patio. The front door is not getting as
much weather protection compared to the existing condition. (Raduenz: The existing overhang is moving
back about 6 inches. We are keeping the thick overhang and eliminating the columns. It will still have
protection.)
>I like the front elevation; it has a lot of depth and is very nice.
>This is a nice way to get some outdoor space for both levels, the JADU and the primary suite
upstairs. Western sun exposure is more desirable. Several neighbors along that street have front porches
on the second floor, it’s like an architectural element that is repeated in the neighborhood. I can see
support for the west-facing front balcony off the primary suite. The overall design is nicely handled.
>I like how it looks. I am always happy to see big front porches come to any part of the community.
>I love what was done on the balconies. It fits in with the house nicely.
Commissioner Tse made a motion, seconded by Commissioner Comaroto, to place the item on
the Consent Calendar. The motion carried by the following vote:

11. COMMISSIONER’S REPORTS
There were no Commissioner's Reports.
12. DIRECTOR REPORTS
Planning Manager Hurin noted that at the April 15, 2024 City Council meeting, the Council presented a
Proclamation honoring Councilmember Ricardo Ortiz for his service to the City. At that meeting, the
Ordinance for the Development Agreement for the development project at 1200-1340 Old Bayshore
Highway was adopted.

After holding interviews on April 17, 2024, the City Council appointed Andrea Pappajohn as the District 1
Councilmember to replace Ricardo Ortiz.
Planning Manager Hurin also noted that the deadline to submit applications for the open seat on the
Planning Commission is April 26, 2024.
Lastly, Planning Manager Hurin noted that Community Development Director Kevin Gardiner will be leaving
the City; Planning Manager Hurin will service as Interim Community Development Director during the
recruitment process.
