Board of Trustee Minutes
August 15, 2023
I. Roll Call
Trustees Present: Kris Cannon, Danielle Garcia, Mark Lucchesi,
Mike Nagler, Elisabeth

II. Agenda Items Approved by Trustees

The Trustees unanimously approved the July 19, 2023 Board of
Trustee Minutes. M/S/C / (Ostrow/Cannon).
IV. Correspondence and Information
• On Saturday August 12th, the Library held a public event at
Victoria Park. There were 300 attendees of all ages. The
Children's Dept. had handouts for the children.
• Adult statistics noted that there are 203 registered users for
Pronunciator with Chinese and Italian being the top languages.
• Children's and Teens total program attendance for the fiscal year
is 2,101.
V. Reports
A._City Librarian's Report
Staff Development — The City Librarian, Brad McCulley, noted
that staff development day will no longer be held on Indigenous
Peoples Day as it conflicts with Native American Day. Instead,
September has been the time selected to hold 2 hour sessions that
would provide staff with the opportunity to participate in learning
new skills and topics.
B. Collection Development Policy — Action Item
The City Librarian, Brad McCulley, reviewed the Collection
Development Policy with the Trustees.
Action Item — The Trustees commented that the Collection
Development Policy was a through and comprehensive document
of how the library collection is developed and maintained and
unanimously passed a motion to adopt the policy as written.

C. Technology Lending Progressive Discipline Guidelines
(Action Item)
The policy of lending technology materials applies to all patrons.
If the rules are not followed, the patron can be prohibited from
checking out technology materials.
The Trustees unanimously passed a motion to adopt the
guidelines for Technology Lending Progressive Discipline
with two edits in the second paragraph. M/S/C (Garcia/Lucchesi)
D. Foundation
The date for the ribbon cutting for the Benny Bufano owl is
September 15tn.
VI. Old Business
A. AMH — Action Item
The Trustees unanimously passed a motion to request funds in
The amount of $95,000 from the Silicon Valley Foundation to
make the first payment for the AMH. M/S/C (Garcia/Ostrow)
B. Lane Room Upgrade — Discussion
The City Librarian, Brad McCulley, advised the Trustees that his
goal is to start the Lane Room upgrade in November. Besides
improving the technology equipment, lighting will be enhanced
and new cabinets will be installed.
VII. New Business
The Trustees were introduced to the City's Age Friendly Plan and
were requested by the City Librarian to read through it and offer
any additions or suggestions at the next meeting.
VIII. Future Agenda Items
• Date for September Meet and Greet
• Introduction of New Trustee
• Lions Club Annual Donation of $5,000 for Large Type
IX. Adjournment
The meeting was adjourned at 7:OOPM. The next meeting of the
Burlingame Library Trustees will be held on September 19, 2023
5:30 PM in the Library Conference Room.

o Easton Staff: the Branch is currently hiring for a Library Assistant position.
General Updates:
o Committees: Equity Team is working on United Against Hate events for November

o Facilities Dept is working to prepare the building for winter weather should we have a
rough season like last year.

o PLS/PLP (Peninsula Library System / Pacific Library Partnership)
■ PLP Future of Libraries event Oct 2nd 9-5pm at the SF Main. The City Librarian,
Trustee Goldsmith and Trustee Ostrow attended. Some very interesting topics - AI
in Libraries, First Amendment Filming, Responding to Hate. Video will be available
soon through SFPL Youtube station.

POLICY:
The Burlingame Public Library as part of its services to provide information and support
educational pursuits provides computer workstations and network resources for customers to
access the Library catalog (OPAC) and other electronic library resources and to access the Internet.
The Burlingame Public Library Internet Access Policy defines Internet access in the Library. This
policy establishes the regulations and procedures for customer use of Library computers and
personal laptop users accessing the Library's network, not the wireless network.
PRIVACY POLICY:
It is the policy of the Burlingame Public Library to protect the privacy of library patrons consistent
with the law. The library may keep statistical records of customer use of internet computers; for
example, the number of users each day or average session time.
DISCLAIMER:
• Personal information may not be secure or may be observed by others. Library patrons use the
internet at their own risk.
• Material on the internet may be copyrighted. It is the patron's responsibility to be aware of the
display of any notices concerning the copyright of information and to respect the copyright laws of
the United States.
REGULATIONS FOR USING LIBRARY COMPUTERS:
• All users must read and agree to comply with the provisions of the Burlingame Library Internet
Access Policy and the Library Computer and Network Use Policy.
• All users are expected to use these resources in a responsible manner, consistent with the
educational and information purposes for which they are provided. Users are expected to exercise
good judgment, be considerate of others and follow the Library's Behavior Policy.
• Users who do not use the Library computers and network appropriately will be asked to end a
search or session and may be prohibited from using the Library. Users with repeated violations of
computer use will be subject to the Library's Progressive Discipline Policy.
• Unacceptable, inappropriate uses include:
— Viewing material that violates Federal, State or local laws or regulations, including those
regarding accessing, viewing, printing and distributing obscenity or child pornography.
— Violating copyright laws or licensing agreements pertaining to software, files and other
resources obtained electronically.
— Violating another user's privacy.

Personal Photography and Filming in the Burlingame Library
Individuals visiting the libraries are welcome to take a few photographs or make
short video clips for personal use without advance permission, except where
signs are posted prohibiting this. All such activities must be performed in a way
that does not disturb Library users or staff.
• Staff may photograph events or exhibits for library or city government
purposes.
• Photographing or filming of minors is strictly prohibited except by that
child's parent or legal guardian.
• Photography of the contents of books, magazines or other library
materials may be done so long as it does not disrupt the normal activity
of the library or copy right trademark, and other relevant laws. The use of
high intensity lights, the rearranging or furniture and the blocking of
traffic paths in the building is not allowed without the express permission
of the City Librarian.
• The City Librarian and the City Manager must clear use of the building for
formal filming purposes. There are generally fees for use of the building.
In general, the city will not allow filming of the building during regular
business hours.
• Any requests outside of the scope of this policy should be referred to
Library Administration / City Librarian or the City Manager.
However, the following are still not permitted:
• Use of flash, tripods, or other equipment that might cause a distraction or
obstruction; blocking stairwells or exits, or otherwise impeding traffic;
moving or climbing on Library furniture or equipment.
• taking photographs of users of any age or recording their voice without
their express consent.
