Board of Trustee Minutes
February 21, 2023
I. Trustees Present: Kris Cannon, Danielle Garcia, Mark Lucchesi, Mike Nagler,
Elisabeth Ostrow
Staff Present: Brad McCulley, City Librarian
Geralyn O'Brien, Circulation Supervisor
Sidney Poland, Recorder
II. Library Board of Trustee Minutes
The Trustees unanimously approved the January 17, 2023 Board of Trustee
Minutes. M/S/C (Nagler/Ostrow).
III. Correspondence and Information
The Trustees reviewed the monthly statistics for Adult, Children's and Teen
Programs and noted that attendance continues to increase.
IV. Public Comments —
There were not any members of the public who attended the meeting.
V. Reports
A. City Librarian's Report — Highlights
• The Benny Bufano Owl now resides just inside the front door of the
library. The Foundation funded the conservation process which restored
the bronze that had deteriorated from being exposed to the elements at
its former site.
B. Foundation Report
• The Foundation's April book sale will be held April 20th through April
23rd.
• The Foundation is planning an event in May. Details to follow.
C. Presentation by Geralyn O'Brien, Circulation Manager
Geralyn, gave an overview of the main duties of the Circulation staff and
emphasized that the Circulation staff play a key role in interacting and
serving library patrons.
• Monthly statistics for the Main and Easton average 28,000 patrons.
• Staff is composed of 3 full time employees and 14 casual (hourly)
non -benefited employees.
• Our library subscribes to Data Axel which is a data base that gives us
the ability to contact new residents by sending out a post card with a
QR code to an online library card application.
VI. Old Business
A. Duncan Trust
1. Gifting Law — At the request of the Trustees, Brad, the City Librarian,
included an article entitled "The Gift That Keeps Giving: Gift of Public
Funds" which stated that the California Constitution does not permit
public agencies such as public schools, and community colleges to make a
gift from public funds. The article gives examples of what would be
considered "a gift of public funds".
2. PLS Equipment End of Life — The Trustees reviewed a spread sheet
which itemizes purchased equipment and tracks such categories for its
years of service, repairs, end of life, and replacements cost.
3. $30K Request for Collection — Brad, the City Librarian, provided the
Trustees with a 3 year summary of the donations the Trustees supported
to benefit the library from calendar years 2006-2008.
• Categories included Library Collections, Staff Support, Programs and
Services, and Facilities.
• Brad, the City Librarian, and the Trustees discussed the best way to
use funds from the Duncan Trust to financially support the needs of the
library and that would be acceptable to the City Council.
• Brad, the City Librarian, also mentioned that the managers would
possibly have ideas of how the Trustees could best spend a portion of
these funds for the benefit of the library and its staff.
• The outcome of the discussion was that Brad, the City Librarian, would
prepare a staff report requesting approval from the City Council to
permit the Trustees to use funds from the Duncan Trust in the amount
of $5,000 to donate to future library needs and projects.
• The same categories listed in the above mentioned 3 year summary
would function as a guide line to these donations.
4. Historical Trustee Record
Trustee Ostrow suggested that the Trustees begin to put together a
historical record of their most significant actions. List of Trustees
should be updated every year. The Trustees requested that this item be
placed on the March agenda.
B. Meet and Greet Dates for 2023
Trustee Ostrow reported on the status of the Meet and Greet events.
• Meet and Greet events for the remainder of 2023 will be held in March,
June and September.
• March 17th will be the next time for Trustees and staff to get together.
Trustee Garcia and Cannon will host the breakfast event. Brad, the City
Librarian, will send out an invitation to staff.
• Trustee Cannon proposed a budget of $1,500 for Meet and Greet 2023
events to be noted on the March agenda.
VII. New Business
A. Art in the Library
1. Ralph Lorenzo Sculpture Donation — The Trustees passed a motion to
accept the gift of a Ralph Lorenzo sculpture and possibly a second
sculpture to be placed in the landscaped area outside the Children's
Department. M/S/C Ostrow/Nagler
2. Mural Acknowledgement — In a plaque placed below the mural is a
statement created by the Equity Committee expressing the views held by
the library staff and the Library Trustees emphasizing that the library is a
"safe and welcoming space for all"
3. Barbara Berk — Barbara Berk, formerly of the Peninsula Art Museum
has created a hanging sculpture made out of bronze ribbon, hopefully to be
hung in the stairwell when the proper lighting for this area has been
completed.
B. "Day in the District"
Day in the district is sponsored every year by the California Library
Association. Brad, the City Librarian, encouraged the Trustees to attend
one of the sessions with a representative to discuss funding issues, as well
as any issue specific to the Burlingame Library. Congressperson
Kevin Mullin, Congressperson Diane Papan and State Senator Josh Harder
will be conducting the sessions this year.
VIII. Future Agenda Items
A. Approval of $1,500 for the yearly budget of Meet and Greet.
B. Create historical record of Board of Trustees' important actions.
XI. Announcements
Photos of Trustees reading their favorite book will be taken and displayed on
the wall across from the bathroom.
X. Adjournment

City Librarian Report to Board of Trustees

Personnel Updates:
o Main Staff: Adult Svcs will begin round two of interviews for the 30-hour librarian
position
o Tech Svcs Manager job description will be approved at March 20 Council meeting with
the hopes of a March 29 interview and April 10 start date.

General Updates:

o Facilities update -
I. Due to the storm on March 9t" after consultation with the City Manager we
decided to close at 5pm to allow staff time to get home before sunset. Luckily
the storm was not as major as originally publicized.
II. The storm on Tues March 14t" did not directly affect the Library but because so
many of the public were without power the Library was standing room only as
well as the 15t"
III. The Library has been experiencing an inordinate number of days with elevators
down. These elevators are considered obsolete at this point because new parts
cannot generally be purchased. Recently staff discovered that groundwater had
seeped into both elevator shafts. Public Works is aware of the issue and is
considering next steps but not a good time considering our budget restraints.
o PLS/PLP (Peninsula Library System / Pacific Library Partnership) - currently there is
a discussion around increasing the number of free prints per person to negate the
cost of 10 or 15 cent credit card charges.

Equity Team Report - March 2023
Advancing Equity Across San Mateo County: The Library's Equity Team, along
with Maria Saguisag-Sid, the Human Resources Director, participated in the
County's first City/Jurisdiction Equity Convening. The group meets quarterly
(January, April, July, and October).
United Against Hate Wishing Trees Planted: During United Against Hate Week
in November 2022, the community was invited to write their aspirations for the
community and hang the on wishing trees at the Main Library, City Hall, and the
Community Center. On Tuesday, March 7, the City held its 44th annual Arbor Day
celebration and highlighted the newly planted trees. Three trees were planted at
in honor of the United Against Hate campaign at Murray Field
Reading Room Mural: In late October, the statement on the Reading
Room mural that reads, "Living in Burlingame is a Special Privilege" was covered
with a new banner reading, "Living in Burlingame is for Everyone." Staff and
community members voiced concerns that while we have a bronzed sign at the
entrance that welcomes all, the original statement on the mural directly
contradicts it.
With those concerns in mind, the Equity Team worked with Brad and Maryam to
create a new banner and write up the mural acknowledgement. This
acknowledgement has been framed and placed underneath the mural in the
Reading Room:
Created in 1960 by former Burlingame Mayor Lester B. Morgan and others, this
mural was originally located at the former Park Road location of Burlingame's City
Hall. The Burlingame Library acknowledges the complexities involved with the
mural's history and how the mural's depictions might sit within a modern context.
Oxford Languages defines "privilege" as "a special right, advantage, or immunity
granted or available only to a particular person or group. " In 2020, the Burlingame
Library and the Library Board of Trustees solidified their commitment to the idea
that "All are Safe Here" with a bronze plaque at the entrance of the library. While
the statement "Living in Burlingame is a special privilege" may conflict with the
sentiment on the plaque, The Burlingame Public Library is committed to
maintaining the Library as a safe and welcoming space for all. In October 2022,
the statement "Living in Burlingame is a special privilege" was rephrased to read,
"Living in Burlingame is for everyone."
It has also been noted that the churches depicted in the mural do not represent
the totality of the community's beliefs and/or religions. The Library acknowledges
and celebrates the diversity of our community and whatever their faiths or beliefs
might be.
Additionally, the Burlingame Library would like to acknowledge that Burlingame
and the greater San Francisco Peninsula are located on the ancestral homeland of
the Ramaytush Ohlone and Muwekma Ohlone. Indigenous communities have lived
in and moved through this place over hundreds of generations, and indigenous
peoples from many nations live and work in this region today. We recognize that
we benefit from living and working on their traditional homeland. Please join us in
acknowledging and honoring their ancestors, their elders, and their communities.
