On March 17, 2020, the Governor issued Executive Order N-29-20 suspending
certain provisions of the Ralph M. Brown Act in order to allow for local legislative
bodies to conduct their meetings telephonically or by other electronic means.
Pursuant to the Governor's Executive Order N-33-20 issued on March 19, 2020, and
the CDC's social distancing guidelines which discourage large public gatherings, the
Burlingame Public Library will not be open to the public for the December 15, 2020
Library Board of Trustees Meeting.
Members of the public may view the meeting by logging into the Zoom meeting listed
below.
Members of the public may provide written comments by email to
publiccomment@burlingame.org.
Emailed comments should include the specific agenda item on which you are
commenting, or note that your comment concerns an item that is not on the agenda.
The length of the emailed comment should be commensurate with the three minutes
customarily allowed for verbal comments, which is approximately 250-300 words. To
ensure that your comment is received and read to the Library Board of Trustees for
the appropriate agenda item, please submit your email no later than 5:00 p.m. on
Tuesday, December 15, 2020. The City will make every effort to read emails received
after that time, but cannot guarantee such emails will be read into the record. Any
emails received after the 5:00 p.m. deadline which are not read into the record will be
provided to the Library Board of Trustees after the meeting.
Note that votes are unanimous unless separately noted for the record.

November 17, 2020 Minutes
Roll Call
Trustees Present: Kristin Capkin, Danielle Garcia, Randi
Murray, Mike Nagler, Elisabeth Ostrow
Staff Present: Brad McCulley, City Librarian

II. Library Board of Trustees Minutes
The Trustees unanimously approved the minutes of the October 20, 2020
Trustee Minutes. M/S/C (Nagler/Ostrow)
III. From the Floor
No one from the public attended the meeting.
IV. Correspondence and Information
The Trustees reviewed the October statistics.
• Tommy is looking for ways to increase usage of Tutor.com. Kathy
Von Mayrhauser, Children's Department Manager is promoting
Tutor.com at school visit sessions.
• Kelly and Jennie are putting together a community story time
featuring staff of the police and fire departments who will read to
the children.
• The Children's Halloween free book give away was very successful.
• On December 12th Mr. and Mrs. Santa Claus will be on the front
porch of the library. The children will be able to drop their letters
to Santa in a drop box located by the front porch steps.
V. Reports
A. City Librarian's Report - Highlights
• CPU - CPU has been extended to 7:OOpm on Monday and
Tuesdays.
United Against Hate - Library staff has been working on a
variety of virtual events for community members of all ages to be
able to participate in United Against Hate week. Maryam, our
staff artist, has created United Against Hate posters for the
purpose of getting as many local businesses and residents as
possible to place in their windows.
Security Cameras - The duration of time that the security
cameras retain footage is less than a year. The possibility of
increasing footage is being looked into.
• Re -opening Plan - Library staff is discussing plans for a possible
re -opening of the Library in mid -January which may or may not
happen depending on the number of new COVID cases in San
Mateo County. At this time San Mateo County has been re-
assigned to the red zone due to the increase in COVID cases.
B. Foundation Report
The new location for book donations at 241 Lorton has been
successful. Donations are accepted by appointment from
2:00-4:00pm.
VI. Old Business
A. Silicon Valley Foundation Meeting
The scheduled meeting with the Silicon Valley Foundation did not
take place as the representative from the Foundation, was not able
to attend the Zoom meeting. Brad will contact James Nunya to
reschedule the meeting for the December 15th Trustee meeting.
B. Pandemic Vision/Goals/Priorities
Brad thanked the Trustees for giving him their individual
suggestions of goals and priorities for library post opening
procedures during the pandemic. He will review them with the
managers as plans for re -opening the library move forward.
C. Removal of Mural in Reading Room
The Trustees unanimously approved the motion of Trustee Murray
to approve the expenditures in the amount of $2,793.01 for
the removal of the mural in the Reading room.

D. Trustee Communications To City Council
A Trustee position will become available in June of 2021. During
the application process, the Trustees noted that this would be an
appropriate time to reach out to the City Council and have a
discussion of the possibility of increasing diversification on the
Board of Trustees.
VII. Action Items
Silicon Valley Update - Brad will contact James Nanya of the Silicon
Valley Foundation to reschedule the update on the Library's
investments for the December 15, 2020 meeting.
Employee Recognition Event - The Trustees discussed ways to
show their support for the staff since it will not be possible to hold the
employee brunch at Sixto's due to COVID-19. This item will be
placed on the December 15, 2020 agenda.

General Updates:
o Covid/CPU Update —
• With the Shelter in Place looming staff have been told that CPU may be shutdown depending on
the wording for the Governors order or we may have to drastically reduce the number of people
in the building at any time. If the latter, CPU will continue with most staff working the majority
of time from home.
• Childrens Dept surpassed 10,000 books for book -bundles. Parents or children can request a large
bag of books with a theme "princess" "cars/trucks" "the seasons" etc.... Book bundles can be
very tedious and time consuming but an important service for parents of young children.
o Strategic Plan 2019/2020 — N/A
o Equity Team Update —
• United Against Hate: Staff did an outstanding job creating and presenting these events.
Attendance was not what staff expected but there many very engaged attendees. This group will
continue to meet to work on Equity issues with Councilmember Beach and other community
members.
o Policy — over the next two or three months the Library will be working with the acting -City Attorney,
Scott Spansail, to get the ball rolling with regards to outstanding policies.
• Library Security Camera policy -- pending CA review
We recently found out that our security camera footage was not being saved for one full year as
our City Attorney would prefer so we are looking into quotes for this upgrade.
• Community Board Posting policy — pending CA review
• Law Enforcement/ICE Records Requests policy — pending CA review
o Significant Events —
• Santa on the front porch of the Library has been cancelled. There will be a Santa zoom and
children can come by to drop off their letter to him and Mrs Klaus at our CPU tables.
o Facilities update —

o Foundation report —
• The Library Foundation continues to make strides in book donations and selling. Selling Library
t-shirts online will be available soon. Donations have been increasing but not at previous year's
rates. This may be impacted by shelter in place orders.
o PLS/PLP (Peninsula Library System /Pacific Library Partnership)
• So far, most member Libraries in PLS or PLP as a whole will be providing CPU services during
shelter in place orders. The exception is South San Francisco Public and possibly Burlingame.
