Brown Act in order to allow for local legislative bodies to conduct their meetings telephonically or by other electronic means. Pursuant to the Shelter -in -Place Order issued by the San Mateo County Health Officer on March 16, 2020 (which was then extended on March 31, 2020), the statewide Shelter -in -Place Order issued by the Governor in Exeuctive Order N-33-20 on March 19, 2020, and the CDC's social distancing guidelines which discourage large public gatherings, the Library will not be open to the public for the April 21, 2020 Burlingame Library Board of Trustees meeting. Members of the public may view the meetings by logging into the Zoom meeting listed below. Members of the public may provide written comments by email to publiccomment@burlingame.org. City of Burlingame Page 3 Printed on 411712020 Burlingame Library Board of Trustees February 18, 2020 Minutes Roll Call Trustees Present: Kerbey Altmann, Danielle Garcia, Mike Nagler, Trustees Absent: Randi Murray, Elisabeth Ostrow, Staff Present: Brad McCulley, City Librarian Sidney Poland, Recorder David Whitman, Volunteer Coordinator II. Library Board of Trustees Minutes The Trustees unanimously approved the minutes of the January 21, 2020 Trustee Meeting. M/S/C (Altman/Garcia) III. January Statistics Highlights It was noted that the Tech Lab statistics increased from 1,000 in January 2016 to 2,500 in 2019 and then fell to 1,500 in 2020. The reason for this sharp increase followed by a major decrease is that there was a change in the way Tech Lab statistics were tallied. IV. From the Floor (Public Comments) There were not any representatives from the public who attended the Trustee meeting. V. Reports A. City Librarian's Report - Highlights • Community Board Posting Policy - The City Attorney is reviewing our current policy which permits posting of announcements by community groups, agencies and organizations such as upcoming events, meetings or available services open to the public and not for financial profit. • Brad has been advised that the library has been listed as a recipient of $10,000 in an estate settlement. Official documentation has not been received from the attorney's office. B. Speaker's Series - Committee is still planning events for 2020. C. Foundation Report • Brad has requested funding for programming and technology in the amount of $148,00 from the Foundation in 2020. • The children's book sale held in the AV room on February made $1,500. D. Special Topic - David Whitman David Whitman, Volunteer Coordinator, presented the Trustees with an overview of the volunteer program. Highlights follow. • David is a 20 hour a week benefited employee for the library. He also works for A.C.T. as House Manager and Volunteer Usher Coordinator. • Goals include expanding adult volunteers, increase volunteer hours, improve recruitment procedures, acknowledge volunteer accomplishments and expand scope of work projects. • Library volunteers have increased from 15 to 30. • Current number of volunteer hours is 2,560 for the fiscal year 2019-2020. Goal is to increase volunteer hours by 20%. • Maryam and David created a volunteer pamphlet to hand out to the public. • David attended a Rotary meeting and visited Joann's Fabrics in San Mateo for the purpose of promoting the library's volunteer program. VI. Old Business A. Welcome Plaque Brad will contact Alpine Plaques to find out whether bronze casting or precision tooled bronze will last the longest. C. Procedure for Hourly Development Reimbursement No Update VII. New Business A. Library Director Priorities for 2020 The City Librarian's main concerns and focus for 2020 will be in the following areas. • Census - Direct attention to the role the library staff will play in helping its patrons understand the census and provide the necessary information for them to comply with census instructions. Staff Training - In order to cope with the increase of homeless patrons and those patrons suffering different stages of mental illness, training will be provided to give staff the tools to be effective in dealing with these issues. Equity - The library Racial Equity Committee was instituted to take a look at equity issues within the library staff. The purpose is to make sure that all staff members are treated equally in a fair manner. Progress has been made by starting new programs and policies in hiring practices. Also the City has implemented the policy of giving tuition reimbursement to hourly staff as well as opening up professional development courses to them. VIII. Action Items A. Suspension of Patron's Library Privileges The Trustees unanimously passed a motion to suspend Shirley Sitron's library privileges both at the Main Library and Easton Branch Library for a time period of one year effective February 18, 2020. Elimination of Fines for Burlingame Library Patrons The Trustees unanimously passed a motion approving the request of the City Librarian to eliminate all library fines for Burlingame Library patrons effective at the beginning of the fiscal year, July 1st 2020. Recruitment will begin in Feb or March. o Circulation is recruiting for new Library Aides. General Updates: o Monthly Topic N/A o Strategic Plan 2019/2020 — given the current state of affairs managers will be reviewing the validity of the 5 current goals in the new fiscal year. o Passport Intake update — N/A o Policy — • Library Security Camera policy -- pending • Community Board Posting policy — pending • Law Enforcement/ICE Records Requests policy — pending o The Lab update — N/A o Training — • Staff have been participating in a cornicopea of trainings, webinars, and courses to complete their 8 hour/day requirement o Significant Upcoming Events — • All in -person events and programs have been canceled indefinitely. Online programming is quickly growing to meet the demand of a Shelter In Place community. o Facilities update — • Overnight Custodial staff are cleaning and disinfecting as much as possible to keep the small number of staff in the building safe. • Staff working in the building are: ■ Disinfect hands upon entering ■ Wear a mask 1 ■ Check their temperature with infrared thermometer ■ 6' social distancing and spreading out in building as much as possible o Foundation report — • April Book sale has been canceled • Speaker Series cancelled indefinitely o PLS/PLP — • PLS/PLPnews: Staff are staying in touch with other Bay Area Libraries and State Library to share budget/funding, programming, and eService information and ideas. C-19 Pandemic Update Addendum to Trustee Report Serving the community: On March 16th as we closed and locked the Library at 5pm none of us would have guessed we would still be in Shelter in Place. I think it goes without saying that this has caught everyone, including myself and staff, by surprise and we have been playing catching up. Fortunately, we were already well provisioned with plenty of quality eResources to provide to our community. As well, Staff have implemented a community survey looking for areas of assistance that we are able to provide. Here is a partial list of what staff are providing or working to provide to Library patrons: • Curated COVID-19 Closure eLibrary webpage including o eBooks, eAudiobooks, eMagazines, Newspapers o Streaming movies o Activities • Online Tutoring services for students (Tutor.com and Zoom Homework Center) • Online storytimes • Online classes • Online book clubs • Zoom Reference • Social Media and #BURLINGAMETOGETHER Staffing: From March 16th until April 7th full-time benefited staff were paid Administrative leave to stay home and out of the building. If you were asked to work from home during this period (Social Media, Storytimes, Payroll, Accounting) you were also given PTO (Paid Time Off) hours as an equity bonus. Hourly staff were paid for the shifts they were scheduled to work. As of April 8th all full-time staff are officially back at work either at home if possible or in the building if not, or they are able to take leave if they want to do neither. The City is also paying hourly staff for their scheduled shifts from April 8th to May 3rd in one severance lump -sum so that they are able to collect unemployment insurance. For now we are effectively down to 22 benefited employees with our custodian on "vacation" by his own choice. Behind the Scenes Work: Circulation Dept is working to mail out Holds left here before the March 16th closing. At this time they calling patrons to ask whether they want materials mailed but are getting very few responses. Another project they are working on is mailing letters to elderly patrons to "let them know we haven't forgotten about them" and ask them to contact us (by phone?) for future information about Library resources. Tech Services Dept is helping staff out with technical issues, laptops, VPNs (virtual personal network), working on IT issues in the building, cleaning up leftover book orders and cataloging, and 3-D printing PPE face shields for our Police, Fire, Public Works, and County agencies. Children's dept is working to pivot on the possibilities of Summer Learning which starts in June, recording storytimes, Homework Center, contests, supporting schools, and looking at what "programs" will mean in the future. Adult Services dept has created zoom reference times, is looking for ways of phone call reference to staff through Google. And like Tech Services they are working on sewn masks for Library and City staff. Also, most staff will be working with our Planning Dept and Economic Development rep to begin taking turns calling businesses and offer information on City, County, State, Federal support. Planning for Re -Opening: There are a lot of variables of course but if we have a somewhat basic plan it will be easier to pivot when the time comes. OVERARCHING QUESTIONS to consider: • Grocery stores as examples: What are businesses doing for safety? • Restrictions on gathering size for indoor programs? • Restrictions on gathering size for outdoor events? • PPE requirements for staff? • PPE requirements for library patrons? • Requirements for cleaning/ sanitizing Library facilities? The portion that are 'Stale' ... aren't moving What You Can Do About It The good news is that you can really impact this number in a positive way by diving in to the details. Burlingame Public Library: All Branches Page 63 The State of the Collection - All Genres Appendix B: Relevance Metric * Relevance How It's Calculated • We identify the titles selling in over 10% of the Indie bookstores across the country in the last 6 months (nearly 500 Indies report to us on daily basis) • The titles are grouped by "family" -- to account for different editions / ISBNs of the same title • Your holdings are analyzed against this list to determine what % of these titles / families you own by genre What It Means The Indie bookstore market is probably a good indicator of what titles your patrons might be interested in as well-- and this measure is pretty good at eliminating outliers since it requires titles to be sold in multiple stores. What You Can Do About It Review the individual titles in Edelweiss and acquire the ones that you think would circulate well for you.
