Roll Call Trustees Present: Kerbey Altmann, Andy Blanco, Randi Murray, Mike Nagler, Lisa Rosenthal Staff Present: Brad McCulley, City Librarian Sidney Poland, Recorder City Representatives: Lisa Goldman, City Manager Margaret Glomstad, Park and Recreation Director III. Library Board of Trustee Minutes The January 18, 2016 Board of Trustee Minutes were unanimously approved. M/S/C (Rosenthal/Murray) IV. Correspondence and Information The Trustees reviewed the statistics for January. It was noted that the county wide author program, YA Nov Con, held in Millbrae, had an attendance of 250 middle school and high school students. The drawing program is offered once a month for all ages and usually has an attendance of approximately 30 plus. Some of the attendees draw on their I -pads. The Trustees have been requested to prioritize the specific statistics that they want to be included in the monthly Trustee packet. V. From the Floor (Public Comment) - No one from the public attended. VI. Reports A. City Librarian's Report 1. DVDs, CDs, and Books on CDs Update • The collection will no longer have location stickers. Main and Easton DVD's will be intermingled. • Weeding of the collection is continuous. • Circulation loan period might be changed. Holds cannot be placed on new DVD's. Currently the time frame is one week with 5 renewals. • Purchase of a Blue Ray collection is being considered. • Criterion Collection offers a streaming video service. Media staff will contact Criterion to ascertain cost. • Regarding expansion of shelving for additions to the collection, lower shelving is difficult for patrons to access and there is not space for another gondola. • The majority of films on the American Film Institute list are available in our collection. 2. Tutor.Com - Tutor.Com is the on-line homework program for elementary, middle school and high school students. Students gain access to the program through their library card.. Cost to our library is $9.00 per session with a ceiling of $10,000 per year. Cost is tracked by using the first 5 numbers of an individual's library card. Recently, the library was notified that our account had a cost overage of $3,000. It was determined that an unauthorized non -Burlingame patron using the first 5 numbers of Burlingame cards, which is 29042, had caused the overage. The City Librarian is working with staff at Tutor. Com to institute safety measures to prevent another occurrence of this type. B. Foundation Report Guests may make reservations to the April 29th Book and Author Luncheon on the Library Foundation Website. Reservations may also be made by mail. The on-line auction will be opened to the public on Sunday, April 2nd. II. Unfinished Business A. Burlingame Public Library Strategic Plan Brad provided the Trustees with a draft schedule showing the action items for the individual goals in the Strategic Plan, department and staff responsibility, required skills, technology, funds needed for each goal and estimated time frame to produce an effective goal. B. Silicon Valley Community Fund Meeting - Highlights Brad McCulley and Trustee Murray met with Paul Velaski (C00 and CFO) and Catherine Dooling (Investment Officer) on February 3rd. • Funds were left to the SVCF to benefit the Burlingame Public Library in a trust. The Library Trustees have no authority over the investment of the funds. • Funds are invested in an endowment pool with other designated endowments for a combined total of $161MM. • The pool is comprised of US stocks, emerging market stocks, fixed income, hedge funds, private equity and real estate which are identified as asset allegations. • The Library's assets are invested in 50% stocks, 35% hedge funds and 15% fixed income. • Assets in the endowment fund are overseen for the most part by mutual fund managers. • Objective of endowment pool is to allow for capital preservation, as well as average withdrawals of approximately 5% per year. • Paul Velaski noted that he would meet with the Trustees anytime to discuss our investment. Trustee Murray recommended meeting at least once a year after the year end results are in which would be February or March of 2018. C. Consolidation of Trustee Funds The Trustees unanimously approved the consolidation of the funds held in the Trustee account as proposed by Jeannine Culligan, who manages the account. M / S / C (Murray/ Rosenthal) . D. FIKA Cafe Hours Gohada Albaghah, our Cafe owner, has decided to keep her original hours for Saturday which is 10:00am-4:OOpm for the present time. VIII. New Business A. 1. Quality of Life Services Presentation Lisa Goldman, City Manager, and Margaret Glomstad, Parks and Recreation Director, presented a power point program entitled. "Join the Conversation". The purpose of this program is to engage community participation in the budget planning process. Residents will be requested to review and prioritize city services and needs that were identified in a survey conducted last year. Suggestions and questions relating to present and future city services are encouraged. The "Join the Conversation" survey will be available to community members in written form or on-line. Lisa Goldman emphasized that the City does a good job in balancing the budget but needs community input to further prioritize specific budget needs. 2. Join the Conversation - Survey Priorities • Reducing traffic congestion on City Streets • Continuing to rapidly respond to 911 emergency calls • Maintaining recreation programs 8v facilities for youth, teens & seniors • Repairing potholes • Maintaining safe routes to schools • Maintaining crime prevention and investigation programs • Providing adequate park & recreation facilities • Providing a range of diverse housing options B. E-Book Discussion Brad McCulley gave an e-Book demonstration to the Trustees. Brad also noted that within Overdrive there exists an entity identified as "Overdrive Advantage" that would provide access to an extra collection specific to Burlingame patrons. Our library is considering adding "Overdrive Advantage" as an extra service to help meet our patron's e-book needs. IX. Adjournment The meeting was adjourned at 7:OOPM. The next meeting of the Library Board of Trustees will be held March 21, 2017 in the Library Conference Room at 5:30PM.
