II. Roll Call Trustees Present: Kerbey Altmann, Andy Blanco (by phone), Randi Murray, (by phone) Mike Nagler, Lisa Rosenthal Staff Present: Brad McCulley, City Librarian Sidney Poland - Recorder Guests: Jane Light, Consultant for Strategic Plan Tobi S. Becerra, Philanthropy Advisor III. Library Board of Trustee Minutes The October 18, 2016 Board of Trustee Minutes were unanimously approved. M/S/C (Rosenthal/Nagler) IV. Correspondence and Information The Trustees reviewed the statistics for September and October of 2016. Trustee Rosenthal asked if low attendance would cause a program to be discontinued. Brad explained that attendance at adult programs is difficult to determine as seniors often don't like to attend evening events. On the other hand, museum docent events are usually well supported. Programs such as ESL are more effective with a smaller group of participants. V. From the Floor (Public Comment) - No one from the public attended. VI. Reports A. City Librarian's Report -Highlights 1. Food for Fines - during the period from November 4th to December 31st, patrons who contribute canned goods to the 2nd Harvest Food Bank will have their fines waived. 2. New Web Site- Library staff is working with the City Manager's staff to produce a more effective and user friendly website. Spring is the target date. B. Foundation Report 1. Donor Event - The Foundation will hold a "behind the scenes" event for donors on November 18th. Donors will get to view the latest technology equipment demonstrated by the Technical Service Department. 2. Books Inc. Event - December 1 st the Foundation and Books Inc. are promoting an event entitled "Tis the Season to give the gift of reading. Books Inc. will give the Foundation 20% of its book sales between the hours of 6-8PM, Pizza My Heart has offered 30% of pizza sales if the Foundation is mentioned 5-9PM and Sixto's will contribute 10% of all meals from 5:00-9:OOPM VII. Unfinished Business A. Burlingame Public Library Strategic Plan - 2017-2018 Update • The Strategic Plan was finalized by the Strategic Plan Committee on November 1, 2016. • Brad will present the final version of the Plan to the City Council on January 17th, 2017. • The Strategic Plan is a City Document and therefore the Library Board of Trustees is not required to take any formal action. • The Strategic Plan reflects the vision, mission, values, goals and strategies proposed for the library for the next 3 years. • The Strategic Plan is a road map that provides the City Librarian with the tools to effectively guide the Library to continue its goal to be a center for community engagement and venue for education and research. • Goals and Strategies stated in the Strategic Plan will be implemented at intervals during the three year time frame. • Managers will conduct a brainstorming session to determine which goals and strategies should be initiated in the first year. • Jane Light noted that the Strategic Plan will be an important guide to new employees. • Jane Light will prepare a narrative for documentation. • Staff will play an important role in executing the strategies that will lead to achieving the goals of the Plan. Each department manager will measure its own progress as it relates to the successful outcome of the Plan. B. Presentation by Tobi Becerra from the Silicon Valley Community Fund Tobi Becerra used a Power Point program as the vehicle to explain how the funds are managed and provide specific information regarding the Julia M. Farrell Memorial Fund and the Roger and Jean Hunt Duncan Fund. 1. Endowed Designated Funds - Individuals can set up an endowed designated fund with the Silicon Valley Community Foundation to support a charity of their choice as long as the organization meets the criteria of the Foundation. 2. SVCF Management Procedures - Tobi noted in her Power Point that funds are monitored to make certain the requested grants meet the goals of the specific donor. If for example the Burlingame Library ceased to exist, SVCF would redirect fund assets to the closest entity to the Library. Investments are overseen by an investment committee, consultant and staff. 3. Endowment Pool - Funds in the endowment pool cannot be changed. The pool maintains a long term return of 4.5-5%. 4. Fees for Designated Funds • Minimum balance is $1,000 • 0.5% charged on all balances with $250 minimum annual fee. 5. Roger and Jean Hunt Duncan Fund • Myra Hunt Duncan established this fund in 1993 for the specific purpose of providing additional income to the Burlingame Public Library for projects or necessities that the City would not fund. • Ms. Duncan gave specific instructions that the library had to request the funds in written form and state what the monies would be used for. To date requests for grant monies have been made by the City Librarian. • In 2008 The City Librarian requested additional funds for the book budget as the library book budget was not fully funded in the City budget. • This fund is invested 100% in the Endowment Pool. 6. Julia M. Farrell Memorial Fund • This fund was established as a permanent endowment in 1993 to enhance the book collection by purchasing books that were not allocated for in the funds provided by the City. • Donor instructions require that the fund be paid annually. • In October of 2016 the fund paid out $263 to the Library. • Funds were not paid to the Library in 2015. • This fund is invested 100% in the Endowment Pool. 7. Requests of Tobi Becerra from the Trustees • Provide payout history for the Rodger and Jean Hunt Duncan Fund. • Provide asset allocation information for the endowment pool. • Check to determine if the Library has to take the annual payment from the Julia M. Farrell Memorial Fund and what happens if the fund assets drop below $1,000. • Provide information on the criteria that determines how the funds in the endowment pool are invested. • Contact members of the investment team and arrange for a meeting with the Trustees or perhaps a conference call with Trustee Randi Murray. 8. Trustee Representative The Trustees requested that Randi Murray be their representative to the Silicon Valley Community Foundation to learn more about the designated funds and report back to the board. VIII. New Business A. Consolidation of Trustee Funds The Trustees requested that Jeannine prepare a proposal outlining which funds should be considered for consolidation at the January meeting. B. Food In Library Guidelines Brad briefly discussed the possibility of developing guidelines for patrons eating in the library. He noted that if a specific policy is put in place, it would have to be enforced. IX. Adjournment The meeting was adjourned at 7:OOPM. We are proud to have her back in the fold. She will be working an adjusted schedule to facilitate the re-entry into work life with a baby. Kim Day, our Teen Librarian, has been acting -Manager for the department and has done an extremely admirable job at keeping the department running smoothly in her absence, while not letting her own work fall behind. o Welcome new Library Asst. Jovi Bondoc - he started work last week. o Passport Agent update: Azita Keshmiri has been hired as our new agent and started yesterday. She will be busy training soon and we hope to have our Passport Intake up and running by mid -February. General Updates: o Strategic Plan 2016— The completed plan was presented to City Council on Jan 17th. Staff spent the whole day Thursday Jan 5t' working on action items to help fulfill the five overarching goals. Again thanks to Trustees for all the time and energy they spent in our planning meetings. We will be making quarterly progress reports to Trustees so that the work done to complete this document does not go unjustified. o Fiscal Year End Division Summaries (see attached documents) — Judging by the sheer quantity of work and materials involved I think you will agree that our Librarians and Staff are an amazing group of people. Of course this doesn't capture everything they do. This yearly report is the brainchild of Kathy Von Mayrhauser and Tommy McMahon has followed suit. It is a great tool for meeting our new Strategic Plan goal "Listen to our community and & share our stories." Tech Svcs and Circulation will come onboard in the next reporting period. o WIFI HotSpots We've had some bumps in the road getting the WIFI Hotspots loaning project up and running. However, Kim Day has persevered on some Verizon issues in Megan Wong's absence so we should be able to begin loaning them "soon." o Popular Program Highlights— Two very well received Library Foundation -funded programs were: `Noon Year's Eve Party' was the kid version of a New Year's Eve party and did they party! Over 200 parents and wee ones showed up to dance, make crafts and drink MARTINELLI's "bubbly" Also, Classical guitarist Carlos Pavan closed out the year's programming with a concert in the Lane Room, 43 people attended with comments like "it was an excellent program and the quality was that of something you'd see at a large concert hall." Carlos has performed here before and is always quite popular. o Food for Fines— another success this year for those less fortunate: $3,228.81 in fines waived and approximately 300 accounts were cleared. The Library took in hundreds of pounds of canned or non- perishable goods to assist the Second Harvest Food Bank and our local Call Primrose. o Library Instagram Fame — The Library received another request to use one of Ray's "bookface" photos - published in the Dutch magazine FLOW scheduled to hit stores on March 1st, includes a photo of Library Assistant Sharon Murata on the title page of the article. Due to condensation and century old window sills, water infiltration was found in eight different locations. Facilities division is monitoring the situation and will provide a complete assessment and replacement quote for the windows. Regular selection and weeding is done in all areas of the collection. Pj • Staff worked to transfer many recurring Travel titles to standing order, increasing efficiency in the selection process. • An audit of the Reference collection was conducted to ensure that what is displayed in the catalog is actually on the shelf. Special Projects • The "Me, You, We" podcast was started through an LSTA grant and was well received across city departments and the public. It became a talking point and resulted in some real world connections, particularly with one of regular patrons, Jerry Murphy. • Brenda coordinated charitable drive for beanies to donate to the American Heart Assoc. • Adult Services has spearheaded the use of the chandelier as a display space, a regular feature of the library now. Personnel/Service/Facilities • Full-time Adult Services Librarian John Piche resigned in October 2015 • Hired a new full-time Adult Services Librarian — Cynthia Rider started March 22, 2015 • Reference/Information desk staffed at all times by Adult Services Staff and On -Call Librarians. • Staff represented BPL on the PLS Info Services Committee and the PLP Staff Development Committee.
