The local agency holds a meeting during a declared state of emergency 2. State or local health officials have imposed or recommended measures to promote social distancing 3. Legislative bodies declare the need to meet remotely due to present imminent risks to the health or safety of attendees On December 20, 2021, the City Council adopted Resolution Number 153-2021 stating that the City Council and Commissions will continue to meet remotely for at least thirty days for the following reasons: 1. There is still a declared state of emergency 2. County Health Orders require that all individuals in public spaces maintain social distancing and wear masks 3. The City can't maintain social distancing requirements for the public, staff, Councilmembers, and commissioners in their meeting spaces Members of the public may view the meeting by logging into the Zoom Meeting listed below. Members of the public may provide written comments by email to publiccomment@burlingame.org. The length of the emailed comment should be commensurate with the three minutes customarily allowed for verbal comments, which is approximately 250-300 words. To ensure that your comment is received and read to the Library Board of Trustees for the appropriate agenda item, please submit your email no later than 5:00 p.m. on January 18, 2022. The City will make every effort to read emails received after the 5:00 p.m. deadline which are not read into the record, will be provided to the Library Board of Trustees after the meeting. City of Burlingame Page 3 Printed on 111412022 Burlingame Library Board of Trustees December 21, 2021 Minutes Roll Call Trustees Present: Kris Cannon, Danielle Garcia, Mike Nagler, Elisabeth Ostrow Staff Present: Brad McCulley, City Librarian Sidney Poland, Recorder Guest: Bill Schlotter (Possible Candidate for Trustee Position) II. Library Board of Trustees Minutes The Trustees unanimously approved the minutes of the November 16, 2021 Trustee Meeting. M/S/C (Nagler/Ostrow) III. November Statistics • Children's programs which include Story Times, Class Visits and special programs totaled 33 with an attendance of 891. Children's staff hope tc hold more outdoor story times weather permitting. Inside story times have been put on hold. • There were 15 programs for teens with an attendance of 103. • There were 15 adult programs with an attendance of 100. IV. Reports A. City Librarian's Report • Adult Services - Jason Yap has been hired for the 40 hours Librarian position vacated by Elaine Tai. Recruitment has begun for the 30 hour Librarian position. • HVAC Upgrade - Public Works is working on contract details. B. Citizen Request for Reconsideration of Library Materials • Brad gave a review of the procedure for considering a citizen's request to remove a particular book or any other library material from the Library's collection. • The Request for Reconsideration form has to be filled out completely and the most important factor is that the citizen must have read the book, listened to CD or watched the video etc. • The form then goes to the Library Trustees to review and make a final decision. • Trustee Cannon inquired as to where in the process does the City Librarian provide input to determine the final decision? Trustee Cannon felt that a professional librarian from the Burlingame Library should be involved, along with the Library Trustees. • Brad will contact other libraries to find out what process is used in their library to implement the possible removal of library materials that a citizen has found offensive. V. Old Business A. Staff Appreciation Event Brad advised the Trustees that the managers were not comfortable with having an in person event in the Lane Room at this time. The Trustees suggested a gift card as an alternative. The Trustees passed a motion to give each staff member a $25.00 gift card with a note expressing their appreciation for service to the Library during 2021. M/S/C (Cannon/Nagler). Trustees Cannon, Garcia and Ostrow will make the necessary arrangements. B. Public Art 1. Robert Barry Donation Brad advised the Trustees that the illuminated words available to the Library were "Becoming, Believe, and Passion". The Trustees passed a motion stating that their choice was the word "Becoming" and requested that it be placed on the exterior ledge of the public patio. M/S/C (Cannon/Nagler) 2. Peninsula Museum of Art The Peninsula Museum has offered the Library a sculpture of an owl from the collection of Benny Bufano with the stipulations that the owl be displayed indoors and visible to children indefinitely so they can touch it. The museum will have the art form appraised so that it can be insured by the City of Burlingame. Brad will contact the City attorney to find out if the City insures public art. The Trustees passed a motion to accept the offer from the Peninsula Museum of Art of the owl sculpture along with the stipulations that the sculpture be placed near the Children's Department where it is easily accessible for children to touch. Staff Report Resuming Library Hours Brad advised the Trustees of new library hours beginning February 5, 2022 and July 1, 2022 recommended by staff. • February 5, 2022 Monday Friday loam -ham Saturday loam - 5pm Sunday 1pm-5pm • July 1, 2022 Monday -Thursday 10am-8:00pm Friday and Saturday 10am-5pm Sunday 1pm-5pm The Trustees passed a motion to accept the new Library hours beginning February 5, 2022 and July 1, 2022 as recommended in the Library Staff Report. M/S/C (Ostrow/Nagler) B. 2022 Holiday Closures The Trustees passed a motion to approve the 2022 Holiday Closures. M/S/C (Garcia/Nagler) C. Monthly Topic - Teens - Jenny Miner The Trustees were very excited and supportive of the Youth Poet Laureate Program that Jenny Miner would like to bring to Burlingame in the future. • The program has been started in Daly City. South San Francisco is looking into the program. • Cost of program is a one time fee of $2,500. • After a poetry competition where teens have submitted their poetry the Youth Poet Laureate is selected. • The Youth Poet Laureate then attends workshops across the country. The poetry of all the Youth Poet Laureates is published in an anthology. The culmination of the program is the selection of the National Youth Poet Laureate for the year. • The Trustees suggested that the Library Foundation and the City of Burlingame might be interested in supporting this effort. • Trustee Nagler inquired into the possibility of the Trustees funding the project. Brad acknowledged that this would be a project that the Trustees could financially support. • The Trustees would like to have documentation of the total cost of the program along with a detailed proposal for the next meeting. VII. Action Items • Brad will discuss with Kathy the possibility of the Trustees funding the Youth Poet Laureate program. • Brad will contact Lance Fung to advise him that the Trustees selected the word "Becoming" to place on the ledge of the staff terrace. • Brad will contact other libraries to find out what process they have to deal with Citizens Request for Reconsideration. VIII. One of the positive cases was an Easton employee and Branch Manager, Kathy Von Mayrhauser, is having issues with recruiting/training enough staff. General Updates: o Covid/CPU Update Library staff are 100% vaccinated and (making an educated guess) lean towards the side of caution which has translated into only two staff members contracting Covid at the time this report was written. The current surge is forcing us to postpone our Feb 5t" return to pre -pandemic library weekend hours. March 6t" is the new target date. o Committees — The Equity Committee has begun an Equity 101 Newsletter with each member taking the task monthly via email. The following is an example: "It's hard to believe it's been a year since the January 6 Insurrection. As I sat and pondered about the first edition of the 2022 Equity Newsletter, I struggled with how to broach this topic - almost exactly a year to the day, I found images, headlines, and sound bytes still very triggering. Before I knew it, I was overwhelmed again. Reflecting on this incident brought me to a place of self -reflection and I wanted to share some of my thoughts and what I've learned. - Media is a powerful tool. This incident was a reminder of how easy it can be to react to a flashy headline. I learned of an online resource for educators where you can view how information is framed. AIISides displays news headlines from the Left, Center, and Right of the political spectrum, side -by -side, so you can get the full picture, - Words matter. Libraries are more important than ever. U.S. Secretary of Transportation Pete Buttigieg reflects on a book about libraries, stating "In 'Palaces for the People,' Eric Klinenberg offers a new perspective on what people and places have to do with each other, by looking at the social side of our physical spaces. " More than ever, our patrons need access to information on their own terms." o Policy— Library Internet Policy (see attached) o Significant Events — • Trustee Interviews Monday January loth — Library had 5 very competent applicants. Council will have a difficult decision to make after this meeting on the 19t" o Facilities update — • Start date for HVAC upgrade is mid -March. This will make the library as whole even more safe for patrons by having a system that's more responsive to air temps and volume. o PLSiPLP (Peninsula Library System / Pacific Library Partnership) • PLS has begun its budget process for 22/23 FY. Budgets will be slightly higher this year due to deferred maintenance and other issues. BURLINAME PUBLIC INTERNET POLICY: The Burlingame Public Library as part of its services to provide information and support educational pursuits provides computer workstations and network resources for customers to access the Library catalog (OPAC) and other electronic library resources and to access the Internet. The Burlingame Public Library Internet Access Policy defines Internet access in the Library. This policy establishes the regulations and procedures for customer use of Library computers and personal laptop users accessing the Library's network, not the wireless network. PRIVACY POLICY: It is the policy of the Burlingame Public Library to protect the privacy of library patrons consistent with the law. The library may keep statistical records of customer use of internet computers; for example, the number of users each day or average session time. DISCLAIMER: • Personal information may not be secure or may be observed by others. Library patrons use the internet at their own risk. • Material on the internet may be copyrighted. It is the patron's responsibility to be aware of the display of any notices concerning the copyright of information and to respect the copyright laws of the United States. REGULATIONS FOR USING LIBRARY COMPUTERS: • All users must read and agree to comply with the provisions of the Burlingame Library Internet Access Policy and the Library Computer and Network Use Policy. • All users are expected to use these resources in a responsible manner, consistent with the educational and information purposes for which they are provided. Users are expected to exercise good judgment, be considerate of others and follow the Library's Behavior Policy. • Users who do not use the Library computers and network appropriately will be asked to end a search or session and may be prohibited from using the Library. • Unacceptable, inappropriate uses include: — Viewing material that violates Federal, State or local laws or regulations, including those regarding accessing, viewing, printing and distributing obscenity or child pornography. — Violating copyright laws or licensing agreements pertaining to software, files and other resources obtained electronically. — Violating another user's privacy. — Engaging in any activity that is libelous, slanderous or deliberately offensive to the average reasonable person. — Disrupting or interfering with network services and users. — Installing or downloading any software; attempting to alter software configuration. — Tampering with, destroying or damaging equipment, software and data belonging to the Library. — Any operation of the equipment, system or software for reasons other than intended authorized functions. • Users are responsible for any damage to equipment, network or software as a result of unacceptable use. • Users who view harmful matter in the presence of a minor are subject to legal action. (California Penal Code 313.1) PROCEDURES FOR USING LIBRARY COMPUTERS: • Use the equipment with care. It is illegal to physically or electronically modify computer equipment, or tamper with hardware or software (California Penal Code, Section 502 et. seq.) • Please ask the library staff for assistance if you are having problems with the computers. STAFF ASSISTANCE: Librarians are available to assist you in finding the information you seek, however basic computer literacy is required. For those who wish to learn more about accessing the Internet, contact staff about class/tutor availability. Staff cannot control the accuracy and validity of the information, the availability of the links users would like to visit, or materials users may find offensive. TIME LIMITS • There is a 2 hour time limit on all workstations with your valid library card. • A library card and a valid pin number will be necessary to log on to an Internet computer. • Patrons who do not qualify for a library card or do not want one may get a one -hour guest pass at the reference desk. USER LIMITS • No more than two persons are allowed at a terminal at one time. PRINTING CHARGES • The first three pages per person per day are free. • There is a charge of 15 cents per page after the first three pages. • Please go to the Circulation Desk, the Reference Desk or the APM machines on the main and lower level to add money to your print account. FILTERED ACCESS: Filtered access to the Internet is available to children in the Children's Library. Our librarians share parents' concern for safety on the web. Parents are encouraged to explore the Internet with their children. Even with filters there is no real control over the content of Internet sites. Children should be aware that many sites are funded through advertising. Other sites may be offensive or contain inappropriate material. BURLINGAME PUBLIC LIBRARY AND THE USA PATRIOT ACT: The USA Patriot Act (the Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism Act of 2001). The Patriot Act amended over 15 federal statutes, including the laws governing criminal procedure, computer fraud and abuse, foreign intelligence, wiretapping, and immigration. These amendments expanded the authority of the FBI [or federal government] and law enforcement to gain access to stored Internet and electronic communications. Libraries that provide access to the Internet and e-mail service to patrons may be subject to a court order or other legal process requiring the library to disclose patron data. Burlingame Public Library complies with court orders from law enforcement agencies. Revised December 2016 TRUSTEE STAFF REPORT To: Library Board of Trustees Date: Jan 18', 2022 From: Brad McCulley, City Librarian Subject: Teen Poet Laureate RECOMMENDATION Staff recommends City Librarian make a direct request through the Burlingame Library Foundation when the Teen Librarian feels prepared to implement this project. BACKGROUND The Youth Poet Laureate (YPL) program is run through an organization called Urban Word. All YPL programs must be partnered with Urban Word and pay the one-time startup fee of $2,500. After that initial startup fee there is an annual fee to keep the program going, so it is best to commit to the program for many years once we decide. The process: 1) Hold a competition where students in grades 7-12 submit a short anthology of poetry. 2) Community members would judge the competition and select a Youth Poet Laureate. 3) The Burlingame YPL would serve for one year. They would attend workshops with other YPL across the country, refine and publish their poetry in a national YPL anthology, and perform their poetry at civic events held by the City of Burlingame. *Daly City offers a $5,000 stipend to their YPL as this commitment serves as a part-time job and this is how they choose to compensate; other programs offer scholarships. DISCUSSION / REVIEWS The annual fee is dependent on the partner organization's yearly operating budget. For this reason, an organization such as the Library Foundation is a better sponsor than the Burlingame Public Library because the operating budget is lower. South San Francisco Library partnered with the SSF Friends of the Library to pay their annual fee will be $500. The Daly City Library's partner is the Daly City Public Library Associates. In order to get the exact fee when staff meet with Urban Word Burlingame Library Foundation's annual operating budget will need to be made available. For more information: https://www.youthlaureate.org/become-a-partner Teen Poet Laureate January 18, 2022 FISCAL IMPACT None at this time Circulation Department Document (1/12/2022) The Circulation is a small but mighty department. During the pandemic we became our own version of "essential workers". With folks in quarantine and sheltering in place, the demand for books and library resources were high. With some trial and error, we came up with a Curbside Pick Up system which was wildly successful. It was also a herculean amount of work. Other library departments became "honorary circulation staff" and we all collectively labored to provide the kind of quality service we have been known for, even in the thick of a worldwide pandemic. When we opened to public again after nearly a year and half of closure, we were inundated with wonderful feedback about how appreciated our CPU service had been to the community. These comments were reminders that the hard work we all put in was more than worth it. I have worked at the library just shy of 27 years. Always in the Circulation Department. I've learned so much about pretty much everything during these formative years and, even after a quarter of a century (YIKES!), I continue to acquire new and exciting knowledge. In recent years, the library's trajectory has expanded in exciting ways, and it's been refreshing to see the strengths of our staff used in new and rewarding opportunities. Through they years I have been given added responsibilities. I currently operate our Interlibrary Loan Services and, due to my love and knowledge film, I was recently assigned the duty of selecting and ordering items for our DVD/Blu-ray collection. Pre -pandemic I was also hosting, along with my colleague Victoria Machado, a monthly movie night where we'd show a lauded film, followed by a lively and informative discussion. (We hope to resume this in the future once Covid issues improve). All this, of course, is in addition to providing excellent customer service as well as our various daily circulation responsibilities which include retrieving items on hold and unpacking PLS bin deliveries among several other duties. We have an excellent, supportive team of people consisting of our phenomenal leader Geralyn O'Brien, remarkable jack -of -all trades Ray DeLara as well a top-notch group of Aides and Library Assistants.
