On September 16, 2021, Governor Newsom signed into law AB 361 which allows a
local agency to meet remotely when:
1. The local agency holds a meeting during a declared state of emergency
2. State or local health officials have imposed or recommended measures to promote
social distancing
3. Legislative bodies declare the need to meet remotely due to present imminent
risks to the health or safety of attendees
On September 20, 2021, the City Council adopted Resolution Number 116-2021
stating that the City Council and Commissions will continue to meet remotely for at
least thirty days for the following reasons:
1. There is still a declared state of emergency
2. County Health Orders require that all individuals in public spaces maintain social
distancing and wear masks
3. The City can't maintain social distancing requirements for the public, staff,
Councilmembers, and Commissioners in their meeting spaces
Members of the public may view the meeting by logging into the Zoom Webinar listed
below.
Members of the public may provide written comments by email to
publiccomment@burlingame.org.
Emailed comments should include the specific agenda item on which you are
commenting. Note that your comment concerns an item that is not on the agenda
nor on the Consent Calendar. The length of the emailed comment should be
commensurate with the three minutes customarily allowed for verbal comments,
which is approximately 250-300 words. To ensure that your comment is received
and read to the Library Board of Trustees for the appropriate agenda item, please
submit your email no later than 5:00 p.m. on October 19, 2021. The City will make
every effort to read emails received after that time, but cannot guarantee such
emails will be read into the record. Any emails received after the 5:00 p.m. deadline
which are not read into the record, will be provided to the Library of Trustees after
the meeting.

September 21, 2021 Minutes
Roll Call
Trustees Present: Kristin Capkin, Kris Cannon, Danielle Garcia,

II. Library Board of Trustees Minutes
The Trustees unanimously approved the minutes of the August 17, 2021
Trustee Meeting. M/S/C (Cannon/Ostrow)
III. Correspondence and Information
A. Statistics
Adult Services will be offering the following 6 new databases to
patrons in the near future: Coursera, GetSetUp, Learning Express,
Linkedin Learning, Northstar and Skillshare. The State of
California will fund the databases for one year.
The mother of a deaf child asked Kathy Von Mayrhauser, Manager
of the Children's Depart if it would be possible to have a sign
language interpreter sign for story time. Kathy has hired the
teacher from the American Signage School to sign at the October
8th story time.
Peninsula High School has been relocated to 860 Hinckley Rd.,
Burlingame, CA 94010. The school was formerly located in San
Bruno. The purpose of the school is to provide special education
for students 9 through 12 who cannot adjust to a regular high
school curriculum. The students may return to their own high
school at any time.
IV. Reports
A. Equity Committee
The Trustees reviewed the goals of the Equity Committee for the time
period of August 2021to March 2022 which were presented by Brad in
Megan Wong's absence.
• Updating the Racial Equity Plan timeline, educating staff and
prioritizing actions items will be an on -going process throughout
2021 and 2022.
• The Trustees acknowledged the amount of hard work the
committee has put into addressing the issue of racial equality.
• The Trustees inquired as to how they can show their support and
be actively involved with the Racial Equity committee.

B. City Librarian's Report - Highlights
• Professional Development Day for staff will be October 1 lth.
Trustees should let Brad know if they would like to join the staff
for lunch.
The Cafe opened September 20th. Patrons may have drinks in the
library but food has to be taken outside.
Due to budget cuts in our hourly staff, Division Managers are not
sure that returning to Sunday and evening hours is a possibility
at this time.
C. Foundation Report
• On October 13th, the Foundation will meet in the Lane
Community Room to update their Strategic Plan which was
originally written in 2012.
• Book sale for Children's books only will be held October 21,
22, 23, 24 in the Lane Community Room.
• Randi Murray and Christina Funk are starting to work on
plans for the Speaker's Series in the Fall of 2022.

No one from the public attended.
VI. Old Business
A. Rotation of Officers From October 2021 to October 2022
Trustee Capkin advised the Trustees that she would not be able to serve
as an officer of the Board of Trustees as she and her family will be
moving to Tanzania and this will be her last board meeting.
Danielle Garcia will serve as President of the Library Board of Trustees
and Kris Cannon will serve as Vice President from October 2021 to
October 2022.
B. Staff Appreciation Event
Due to time constraints the Staff Appreciation Event was tabled until
the next meeting.
VII. New Business
A. AB 361
Increase of the variant caused the legislature through AB361
to extend the COVID-19 exceptions to the Brown Act's
teleconferencing requirements by allowing meetings to be held
virtually.
Two safe guards of AB 361 require that that one of two conditions
exist: 1) after 30 days it is still not safe to hold a Brown Act Meeting
in person and 2) social distancing requirements are still in effect.
Therefore, every 30 days an item has to be placed on any Brown
Act meeting agenda by a local official stating that it is not safe to
hold the meeting in person or social distancing remains in effect.
B. Goals Updated 2021/2022
Updated library goals were reviewed by the Trustees in the following
categories: Awareness, Safety, Equity, Staff, and Experiences. Some
of these goals will be incorporated in the agenda for Professional
Development Day on October 1lth.
C. Children's Table Replacement/Special Donations
1. Book Donation - A Hillsborough resident donated 40/50
graphic novels in pristine condition that belonged to her son who
passed away to the Children's Department. Book plates
placed in each graphic novel will acknowledge the family's
donation in memory of their son.
2. Donation
Their is a possibility that a donation in the amount of $5,000
may be made to the Library Foundation for the Children's
Department. This donation would be used to purchase 2 maybe 3
small round tables and modify one of the larger tables into two
smaller tables.
Brad will contact Ross McDonald to obtain a quote for the
modification of the large table.
The Trustees discussed the possibility of covering any
additional cost and concluded that the purchase or
modification of furniture was not a good use of Trustee
Funds. The Foundation is able to cover projects of this
type through their donations.
D. Live Play Burlingame Magazine - Tabled until the October
meeting.
E. Personal Photography and Filming Policy in Burlingame
Libraries.
The Trustees unanimously passed the motion to approve the
Personal Photography and Filming Policy in the Burlingame
Libraries. M/S/C (Cannon/Nagler)
VIII. Announcement
The Trustees requested that the monthly topic for May which is
"Library Budget" be interchanged with the March monthly topic
"Children's Services Update".
XI. Adjournment
The meeting was adjourned at 7:15PM M/S/C (Nagler/Ostrow).
The next Zoom meeting of the Library Board of Trustees will be
October 19, 2021 at 5:30PM.

Adult Services Summary
5 staff members:
(1) Adult Services Manager —Tommy McMahon
(2) 40 hour Adult Services Librarians — Cynthia Rider and Elaine Tai
(2) 30 hour Adult Services Librarians — Jodi Jirsa and Jason Yap
* Pre -pandemic, the 30 hour librarians would rotate weekends and would cover Saturday and
Sunday.
* The Reference librarian on the Information desk is the point person or person in charge at
that time. They will handle any issues that come up and will seek help from a manager if
needed.

On -call staff:
In general, the 5 members of the department will cover most desk shifts. When someone has a
program or is on vacation, we might use on -call staff to cover a desk shift. There are no on -call
staff that have a regular schedule, it's just as -needed. Since the pandemic, we have not had any
on -call staff in, but we might need some assistance now that we have extended our hours.
Duties:
-Regular desk shifts: Librarians will usually have one desk shift per day.
-Selection: each librarian has an area in the library that they select materials for. They have a
budget and are responsible for bringing in new materials and also weeding materials that are
damaged or no longer circulating.
Programming: Each librarian handles some form of programming for adults. The two 40 hour
librarians handle more of the programming, but the 30 hour librarians also do programs.
Committee work: The librarians participate on a variety of committees, some here at the
library and some for other workgroups across the Peninsula Library System (PLS) and the Pacific
Library Partnership (PLP).
Closing: In most cases, the Adult Services Librarian that is on the reference desk for the final
shift of the day is the one who will lock the front door and set the alarm.
Programs:
The Adult Services department puts on a variety of programs for ages 18 and up. Sometimes we
pay presenters to put on the program (or they are offered to us at no cost) and sometimes staff
lead the programs. We offer a wide variety of programs, ranging from computer classes,
job/resume programs, art docent lectures, author talks, discussion groups, trainings, crafting
programs, cooking programs, etc.
At this Library, programs are generally run by either the Children's department or Adult
Services. Occasionally, someone from Circulation or Tech Services will have a program they'd
like to work on and they will usually do it in collaboration with Adult Services. Sometimes
Children's and Adult Services will collaborate on a program, things like Open House events or
programs where people of all ages will attend.
Reference Desk:
The Adult Services department staffs the reference desk anytime the library is open. For the
most part, the department covers all of the shifts. When we are short staffed, we will use on -
call Librarians to cover shifts. We also occasionally get help from other departments (Andrea
and Jason used to do one shift per week because they wanted the experience).
Adult Services Manager — Tommy
-1 oversee the Adult Services department and handle the scheduling.
-1 am responsible for managing the Collection budget for the whole library. I set up the budget
spreadsheets and monitor the budget throughout the year.
-1 take care of a lot of the behavioral issues in the library. Since the reference librarian on the
desk is the point person for an issues, they will usually consult me and I will take care of most of
the bigger issues in the library.
-1 do a lot of the website edits. Others help with updating, but I usually do most of the bigger
changes.
-1 oversee the databases and electronic resources for the library. This involves initial
negotiations with vendors and other libraries. It also involves set up and maintenance as well as
collection of usage statistics.
-1 oversee the library's Overdrive Advantage collection, which is BPL's own collection of eBooks
and eAudiobooks. We end up sharing these items with the other libraries in PLS, but these are
items that we purchase specifically to lower wait times for BPL patrons.
-1 represent the library on the PLS Info Services Committee, which is a group that meets
monthly to discuss Adult Services, electronic resources, and other topics for all of PLS. We
negotiate the deals for the shared databases and other resources.

Personnel Updates:
o Staff: David Whitman, Outreach/Volunteer Coordinator, is battling cancer and will be out for
approximately 4 months.
o Part-time Budget: Circulation department is feeling the pinch of hourly staff cuts.
Management has agreed this dept should increase their percentage of hourly budget used.
General Updates:
o Covid/CPU Update —
• The County is considering revoking the indoor mask mandate. The Library will most
likely keep the mask mandate in place given winter months arriving.
o Committees —
Equity Team/UAH - The UAH committee has three programs planned for UAH week:
■ An antibias story time
■ A teen poetry slam and art display
■ A "calling -in" training by SURJ
■ Burlingame Stands United Against Hate flyers distributed again to local
businesses and community members to place in their windows.
o Policy —
o Significant Events —
• From Professional Development Day Committee — Oct 11 Noon-5pm: Professional Dev
Day had a low turn out but was well received. Mayor Obrien and Trustee Cannon
attended lunch with staff. Staff then learned of "Empathy Circles" and created "Visioning
Boards" as part of the process to create a new vision statement.
o Facilities update —
• HVAC bid has been chosen and should be accepted by Council (Oct 18tn)
• Burlingame has received a grant to place 5 EV fast chargers near staff parking and 10
EV chargers on the upper parking deck. The electricity for these chargers will come
from the Library.
o PLS/PLP (Peninsula Library System / Pacific Library Partnership)
• Burlingame Library and many libraries in PLS are having technical difficulties with
materials gate alarms.
