Brown Act in order to allow for local legislative bodies to conduct their meetings telephonically or by other electronic means. Pursuant to the Governor's Executive Order N-33-20 issued on March 19, 2020, and the CDC's social distancing guidelines which discourage large public gatherings, the Burlingame Public Library will not be open to the public for the February 16, 2021 Library Board of Trustees Meeting. Members of the public may view the meeting by logging into the Zoom meeting below. Members of the public may provide written comments by email to publiccomment@burlingame.org. Emailed comments should include the specific agenda item on which you are commenting, or note that your comment concerns an item that is not on the agenda. The length of the emailed comment should be commensurate with the three minutes customarily allowed for verbal comments, which is approximately 250-300 words. To ensure that your comment is received and read to the Library Board of Trustees for the appropriate agenda item, please submit your email no later than 5:00 p.m. on Tuesday, February 16, 2021. The City will make every effort to read emails received after that time, but cannot guarantee such emails will be read into the record. Any emails received after the 5:00 p.m. deadline which are not read into the record will be provided to the Library Board of Trustees after the meeting. Roll Call Trustees Present: Kristin Capkin, Danielle Garcia, Randi Murray, Mike Nagler, Elisabeth Ostrow Staff Present: Brad McCulley, City Librarian Sidney Poland, Recorder II. Library Board of Trustees Minutes The Trustees unanimously approved the minutes of the December 15, 2020 Trustee Meeting. M/S/C (Murray/Nagler) III. From the Floor No one from the public attended the meeting. IV. Statistics Adult Services held 12 programs with an attendance of 135. Reference staff answered 257 reference questions by phone. Children's Department held 33 Children's and Teen programs with an attendance of 1,375. In addition 376 book bundles were assembled. Total number of books for all book bundles was 1,866. V. Reports Foundation - Trustee Nagler noted that the Foundation raised $190,000 in 2020 mostly through donations and book sales. Book sales for December were $4,000. VI. Old Business A. Silicon Valley Community Foundation - Investment Strategy Discussion 1. Trustee Murray summarized the report from the SVCF for the period ending October 31, 2020. • The report lists the specific Asset Classes depicting the amount of funds allocated to the library's portfolio, with performance compared to an appropriate benchmark. • Trustee Murray felt the change in investment consultants from Colonial Life to Cambridge Associates was a positive decision by SVCF. 2. The Trustees revisited the possibility of moving to another investment entity and discussed ways to find out what would be involved to initiate and execute a plan to migrate to another Foundation or investment firm. 3. The Trustees decided that the first step in this endeavor would be to invite Bill Nagle to attend a Trustee meeting since he was instrumental in setting up the trust with what is now the SVCF. 4. Trustee Murray agreed to extend the invitation to Bill Nagle. VII. New Business A. Library Update Presentation Brad gave a presentation to the Trustees that detailed what each department has accomplished during the time of COVID. He emphasized that many of the same library services have been provided to the public on a virtual basis. • Children' Dept. - story times, craft projects, book bundles, story walks at City Hall and Washington Park, Homework Center • Circulation - Zoom library card registration, Curb Side Pick Up, (provides patrons with all types of reading materials), fines discontinued • Adult Services/Reference - answered reference questions by phone (over 3,000), streaming video, assist with Curb Side Pick Up • Technical Services - IT support, provide hot spots, 3D printer face shields for fire/police, curbside print requests • Easton Branch - supply additional books etc. when needed, assist Circulation with library cards for all children • Administration - make sure routine procedures continue such as payroll, invoice payments, etc. Brad attends a variety of meetings pertaining to library issues on Zoom including a weekly meeting with library directors (PLP). B. Library Holiday Schedule for 2021-2022 The Trustees unanimously approved the Library Holiday Schedule for 2021-2022. M/S/C (Murray/Ostrow) VIII. Adjournment The meeting was adjourned at 6:45pm. General Updates: o Covid/CPU Update — • Extended CPU service begins again Feb 22 4pm — 6pm Mondays and Tuesdays • Adult Services is working on ideas for "book -bundles" type bags for adult patrons. Something similar to the book bundles staff provide for children but with more of a theme. Examples: Bundles of bingeable DVDs, bundle of "Cat" themed mysteries, bundle of materials related to BLM. o Equity Team Update — • United Against Hate: Staff continue to meet monthly with community members and a City Councilmember and work on long-term goals. • Equity Team continues to provide very cogent monthly trainings using the 1619 Project. o Policy — acting -City Attorney, Scott Spansail, has been more occupied than anticipated and has been unable to assist with these policies. However, the City recently completed interviews for a new City Attorney and a May start date should lighten the work load for that office in the next few months. • Library Security Camera policy -- pending CA review • Community Board Posting policy — pending CA review • Law Enforcement/ICE Records Requests policy — pending CA review o Significant Events — • February is Love Your Library month and Childrens Dept is giving away books every Saturday 12pm to 2pm from the Bellevue Door. o Facilities update — • The $900k Library HVAC upgrade may still be slated for this year upon approval by PW Director and City Council. • The City has been awarded a $300k grant (pending approval) for possibly adding up to 14 electrical car charging stations in the parking area. o Foundation report — • The Foundation reviewed the Library Support Request for calendar year 2021. Library Req for this year is $92, 630. (see attached) o PLS/PLP (Peninsula Library System /Pacific Library Partnership) • All libraries with PLS are back on line and providing CPU which has reduced BPL workload. • Menlo Park has agreed to remain within the consortium upon PLS Council approval. • The governor's budget for libraries has a 50% reduction in CLSA funds (funds used for transporting books and materials within systems) which could adversely affect all PLP and PLS in a variety of ways. While the method of engaging with legislators is different, the basics remain the same. Burlingame's Representatives: • Congresswoman Jackie Speier • Assemblyman Kevin Mullin • State Senator Josh Becker 1. Organize a group of library supporters — it is more effective if you include library trustees, commissioners, Friends groups, Foundation members, and library users to meet with your legislator in late February and early March. • If your legislator serves more than one public library system, reach out to those libraries and attempt to schedule one meeting for all libraries in the legislator's district. • Designate one person who will contact the legislator's office and setup the meeting. • When you have finalized a date, determine who will provide the link for Zoom or another video conferencing platform. If you are to provide the link, do so within a day or two of finalizing the date and time of the meeting. 2. Prior to meeting with your legislator, schedule a separate one with those participating to ensure you stay on message. • Highlight some of the transformational programs and service provided to your community. • Use the 2021 CLA Legislative Priorities (link to priorities) as a template for your conversation, but also include any issues of local concern. 3. During the meeting, keep the tone friendly and positive. • If the legislator asks for specific information, please follow-up as soon as possible. 4. Send a thank you note with a business card a week to 10 days after the meeting. Why is "Day in the District" Important? "Day in the District" is an effective way to build relationships with legislators. Developing relationships with new legislators and bolstering your relationship with continuing legislators is incredibly important for the success of CLA's advocacy platform. You — as well as other library staff from all levels of the organization, Friends groups, foundation members, trustees, commissioners, literacy advocates and other supporters — are encouraged to schedule appointments with your legislators during late February and early March. These meetings are friendly meet and greets where you and your colleagues highlight some of the wonderful programs and services being offered by your library and to address specific legislative issues important to libraries across the state. Legislators have the potential to remain in office for 12 years. Since many of them will sit on policy or budget -related committees that have jurisdiction over library issues and funding, it is critical to build relationships for years to come. The new legislative session began on January 11, 2021 and runs through September 10, 2021. While many legislators come from local government, they may be unaware of the vital, creative, and life -changing programs your library offers. And the "Day in the District" meet and greets are your opportunity to share these stories! Pacific Library Partnership January 26, 2021 The Honorable Gavin Newsom Governor, State of California State Capitol Sacramento, CA 95814 RE: 2021-22 STATE BUDGET: 6102 STATE LIBRARY CALIFORNIA LIBRARY SERVICES ACT Governor Newsom, On behalf of the 34 public library systems in the San Francisco Bay Area which form the Pacific Library Partnership, we would like to thank you for your ongoing financial commitment to libraries in the State Budget. We appreciate the restored funding for Zip Books and for Lunch at the Library, and believe that these ongoing funds will benefit so many diverse populations. As you and your Department of Finance and the legislature move forward with the "immediate action" items that you have suggested be accelerated in Budget discussions this year, the Pacific Library Partnership (PLP) would like to request a consideration of full funding for the California Library Services Act (CLSA). Resource sharing between California public libraries has been part of California law since 1911. That resource sharing happens between nine regions which have been defined through a collaborative process, and recognized by the State Librarian and the California Library Services Board, which oversees the distribution of funds for the California Library Services Act. With over 180 public libraries throughout the state, the approved funding in the State Budget for the last many years was $3,630,000. That funding was included in the preliminary State budget for 2020-21, and then was reduced to $1,880,000. The Governor's preliminary 2021-22 budget again includes that 50% reduction, $1,880,000. Sections 20100-20265 Title % of the California Code of Regulations define that resource sharing must be between 3 or more libraries. (650) 349-5089 I Website: www.plpinfo.org Pacific Library Partnership consortium of Bay Area library systems was predicated on the idea of strength in numbers. The return on investment for funds is greater because of this requirement. For example, within San Mateo County, the eight public library jurisdictions, comprising of over 30 libraries, have used their CLSA funds to purchase eBooks to support student curriculum during the pandemic. They have actively partnered with 14 schools/school districts. The schools recognize that the students need access to educational materials, and these partnerships allow thousands of students to access the eBooks they need to support their curriculum. Other libraries within PLP are also actively partnering with schools to ensure access for student success. During the pandemic, PLP has also pivoted, recognizing that the smallest and most rural libraries lost local funding to support libraries. They purchased an eMagazine collection for 14 of the smallest libraries to ensure equitable access. With a 50% reduction, PLP will not be able to support these programs in 2021-22. Resource sharing includes the physical and electronic sharing of materials that benefit the diverse needs of our communities. The Pacific Library Partnership would respectfully request the inclusion of an augmentation of $1.8 million (ongoing) in the California Library Services Act in the 2021-22 Budget to restore the program's baseline to $3.630,000.
