Approved Trustee Minutes
October 17, 2023
I. Roll Call
Trustees: Kris Cannon, Danielle Garcia, Jill Goldsmith,
Mark Lucchesi, Elisabeth Ostrow
Staff Present: Brad McCulley, City Librarian
Sidney Poland, Recorder
II. Agenda Items Approved by Trustees
A. Approval of Mark Lucchesi to serve as President of the Trustees.
B. Approval of one year suspension for patron Cheryl Tapp from the
Burlingame Library.
C. Approval of Internet Policy
D. Approval of Photography Policy
III. Appointment of Library Trustee Board President
The Trustees unanimously passed a motion to appoint Mark Lucchesi
as President of the Library Board of Trustees until July 30, 2024.

IV. Disciplinary Hearing
• The City Librarian, Brad McCulley, reviewed the incident report of
9/21/2023 which provided specific details of Cheryl Tapp's
unacceptable behavior towards a patron, Meng-ting, who was sitting
in a study cubicle on the upper level of the library.
• The City Librarian noted that Cheryl Tapp had violated the Library's
Behavior Policy by exhibiting a form of harassment, disobeying the
request of a staff person, disregarding the right of another patron to
access our library services, and threatening the patron with the
physical action of throwing coffee on her.
• The City Librarian and the staff felt strongly that they cannot
condone this unacceptable behavior and therefore recommended to
the Trustees that Cheryl Tapp be suspended from the Main and
Easton Libraries for one year with the exception that Cheryl Tapp
may access the library's on-line services during this time.
• The Trustees unanimously passed a motion to suspend Cheryl Tapp
from the Main and Easton Libraries for one year with the exception
that she may access on-line services during this time and included
the requirements that Cheryl Tapp meet with the City Librarian
and agree to adhere to the Library's Behavior Policy. M/S/C

• The City Librarian will send a letter to Cheryl Tapp advising her of
the Library Trustees' decision and inform her that she may appeal
her case to the City Manager. The decision of the City Manager is
final.
V. Library Board of Trustee Minutes
The Trustees unanimously approved the August 15, 2023 Board of
Trustee Minutes. M/S/C / (Ostrow/Cannon).
VI. Correspondence and Information
Monthly statistics for Adult Services and the Children's Department
remain strong. For the fiscal year 2022-2023 Adult Services up to
June 2023 held 289 programs with an attendance of 2,219. The
Children's Dept. for the fiscal year held 119 programs with an
attendance of 7,454.
VII. Reports
A. City Librarian's Report
• Facilities is preparing the Library for winter.
• The Equity Team is working on events for United Against
Hate for the month of November.
B. Foundation Report
On October 22nd> the Foundation will present a Speaker Series
event featuring the music and stories of Frank Sinatra.
VIII. Old Business
A. AMH — The AMH project is currently in a holding pattern.
Lyngsoe has asked for the first payment on the AMH. PLAN
contracts with Lyngsoe and will therefore manage the financial
aspects of the contract. The Library and PLAN have a payment
schedule.
B. Lane Room Upgrade — There have not been any changes since
the last Trustee meeting.
IX. New Business
A. Internet Policy — (Action Item)
The Trustees unanimously approved the amendment to the
Internet Policy which stated "Users with repeated violations of
computer use will be subject to the Library's Progressive
Discipline Policy." M/S/C Ostrow/Goldsmith
B. Photography Filming Policy (Action Policy)
The updated Personal Photography and Filming in the
Burlingame Library Policy was unanimously approved as written
by the Trustees. M/S/C Cannon/Lucchesi
X. Future A-aenda Items
• Date for Next Meet and Greet
• How to Acknowledge Library Staff for their dedicated
service.
• Kathy Von Mayrhauser, Children's Dept. Manager, and
Tommy McMahon, Adult Services Manager, will give a
presentation about their departments.
XI. Trustee Reauests
• Trustee Cannon suggested that the Internet and
Photography and Filming Policies be posted for public
viewing.
• Trustee Lucchesi requested a list of banned books.
XII. Conclusion of Meeting
The meeting concluded at 7:OOPM. The next meeting of the
Burlingame Library Trustees will be held on November 21, 2023
at 5:30PM in the Library Conference Room.
