Roll Call: Trustees Present: Trustee Absent: Staff Present Guest Presenter: Kris Cannon, Danielle Garcia, Mark Lucchesi, Mike Nagler Elisabeth Ostrow Brad McCulley, City Librarian Sidney Poland, Recorder Barbara Berk - Artist II. Library Board of Trustee Minutes The Trustees unanimously approved the April 18, 2023, Board of Trustee Minutes. M/S/C (Lucchesi/Cannon). III. Correspondence and Information A. Statistics - The Trustees reviewed the April statistics for Adult, Children's and Teen Programs. Payment methods for some programs follow. • Kanopy and Hooply are paid by the library per use. • Pronunciator — flat rate Trustee Cannon requested that a staff person instruct the Trustees on how to use these programs. B. Library Trustees' Account 3/31/2023 This is the monthly record of the Trustees' account that resides with the City of Burlingame and is prepared by Olma O'Neill, who does the accounting for the library. C. Letter to Librarians from Governor Newsom The Trustees welcomed the letter from Governor Newsom in which he strongly supported the importance of librarians to the members of all communities. IV. Public Comments There were not any members of the public who attended the meeting. V. Reports A. City Librarian's Report 1. Budget - The final fiscal year budget has not been approved by council. However, the budget for hourly staff has not been. increased. TOT is 50% lower than before the Pandemic and the loss of revenue from the hotels affects the total City budget. 2. Request for Reconsideration • This document which is given to any person who wants to have a book, movie, magazine, CD removed from the collection due to what he/she considers offensive to their religious, political views or is just incorrect or outdated. information has had an additional page added. The last page "Timeline for Request for Reconsideration Procedure" has been added and changes the decision making process. A committee of librarians will review and discuss the matter and then send their recommendation to the Library Trustees. The Trustees will make the final decision. Because this is a new policy, it has to be formally approved by the Board of Library Trustees. The Library Trustees unanimously approved the new version of the "Request for Reconsideration" policy. M/S/C (Lucchesi/Nagler) VI. Barbara Berk — Presentation of her Art Project A. Barbara demonstrated her art creation to the Trustees by hanging the woven bronze metal pieces to cross bars with fishing line. • Originally the art piece was going to be hung from the chandelier which suddenly fell down. • Installation is now an issue. Barbara Berk stated that she could no longer finance this process and requested that the Trustees finance the installation. • Barbara advised the Trustees that if the art piece was installed, it would be on loan which leads to a new issue that the Trustees would have to finance the removal. • The alternative would be to purchase the art piece. B. Concerns of Trustees The Trustees discussed Barbara Berk's request to have the Trustees assume the responsibility of financing the art project. • The Trustees felt that the cost of the project was outside the perimeters of their budget and was not an immediate need that would enhance library services or projects. • As mentioned before the City of Burlingame is experiencing budget issues due to a 50% decrease in the hotel tax (TOT). Therefore, the Trustees may have to consider supporting a special library project. C. Trustee Motion The Trustees unanimously approved the motion not to provide funding for Barbara Berk's art project due to library budget constraints at this time. M/S/C (Lucchesi/Cannon) VII. Old Business A. Art Donation Update • The City Art Policy needs updating. • Margaret Glomstad, Parks & Recreation Director, is the Chair of the City Art Policy Committee. • Trustee Cannon noted that since the City is updating the Art Policy, there is not a need for the Library Board of Trustees to set their own guidelines. B. Meet and Greet Event June 21, 2023 The next Meet and Greet event for staff will be Wednesday, June 21st from 9:00-10:00AM. VIII. New Business A. Appointment of New Trustees • Mike Nagler will be leaving the Board of Trustees after 9 years of service. • Mark Lucchesi will be reapplying for a full term. Mark was appointed to serve the remaining term of Kristen Capkin. B. Art Policy Committee Volunteers • Two members from each commission will be appointed. • Mark Lucchesi volunteered from the library. • Mike Nagler volunteered as a former Trustee and volunteer for inside library daily book sale. IX. Future Agenda Items The Children's Department has changed their Collection Development Policy to include a section entitled "Changing Portrayals". X. Announcements The next meeting of the Library Board of Trustees will be held at The Easton Branch Library. XI. Adjournment The meeting was adjourned at 7:15PM. The next meeting of the Burlingame Library Trustees will be held on June 20, 2023, in the Library Conference Room. /s/
