BURLINGAME CITY COUNCIL
Approved Minutes
Study Session with the Library Board of Trustees
on May 20, 2024
1. CALL TO ORDER
A duly noticed meeting of the Burlingame City Council was held on the above date in person
and via Zoom at 6:02 p.m.
2. ROLL CALL
MEMBERS PRESENT: Beach, Brownrigg, Colson*, Pappajohn, Stevenson
MEMBERS ABSENT: None
* Mayor Colson arrived at the study session at 6:30 p.m. due to a OneShoreline meeting prior
to the study session.
All members of the Library Board of Trustees were present: Danielle Garcia, Mark Lucchesi,
Elizabeth Ostrow, Kris Cannon, and Jill Goldsmith.
3. REQUEST FOR AB 2249 REMOTE PARTICIPATION
There were no requests.
4. PUBLIC COMMENTS
There was no public comment.
S. STUDY SESSION
a. UPDATE FROM THE LIBRARY BOARD OF TRUSTEES
Trustee Lucchesi discussed the following updates from the Library:
• Replacement of the Library's Automated Materials Handling ("AMH") machine
• Promotion of art with the installation of the Bufano owl in the lobby that is named
Owlbert Q. Feathers
• Annual Youth Poet Laureate program
• Developing a plaque program that will have different quotes installed outside the Main
Library
• Pop-up library events in the summer
b. UNITED AGAINST HATE
Trustee Ostrow discussed United Against Hate Week. She noted that this program was created
in Berkeley in 2017, as a call for seven days of local civic action by people to stop the hate and
implicit biases that are a threat to the safety and civility of our neighborhoods, towns, and
cities. She stated that this year, United Against Hate Week will be held September 21 through
September 27, 2024. She discussed some of the Library's initial plans for this week:
• Training for City staff
• 1 to 2 program events for children
• Creating a library tool kit for the week
• Family friendly craft/poetry event
c. LIBRARY PROGRAMS AND EVENTS
Trustee Cannon discussed the importance of supporting the libraries throughout the county.
She explained that previously library boards were invited to the openings of new libraries on
the Peninsula and added that she would like to see this return. She also noted that previously,
the Peninsula Library System used to hold trainings for trustees in the county. She asked that
the Council consider sending the trustees to different conferences.
The Council discussed the City's financial constraints.
The Library Board of Trustees talked about the increase in the number of participants in their
summer reading programs, which now includes an adult reading program. The Board also
discussed the number of visitors to the library each day, 1,000 people a day, and that 60,000
items are circulated each month.
The Trustees discussed their favorite programs that the Library holds:
• Children's programming
• Youth Poet Laureate program
• Teens' Space
• Story Hour in front of City Hall
The Council and Board discussed the new North Rollins neighborhood and how to bring library
services to that end of town.
d. BURLINGAME LIBRARY FOUNDATION
City Librarian McCulley stated that the Foundation hired a part-time executive director. He
noted that the Foundation is fundraising more as the Library has increased its financial request.
He noted that pre -pandemic, the Library asked for approximately $130,000, and this year the
Library asked for $170,000. He reviewed how the funds are used including purchasing 3D
printers, upgrading the makers' space, and assisting with the children's programming.

Mayor Colson adjourned the meeting at 6:55 p.m.
