CALL TO ORDER A duly noticed meeting of the Burlingame City Council was held on the above date in person and via Zoom at 6:00 p.m. 2. ROLL CALL MEMBERS PRESENT: Beach, Brownrigg, Colson*, Stevenson MEMBERS ABSENT: None * Mayor Colson appeared remotely from Spain as noted on the agenda. All Commissioners from the Traffic, Safety & Parking Commission were present: Prentice Ng, Athan Rebelos, Lynn Israelit, Arleen Cauchi, and John Martos. 3. REQUEST FOR AB 2249 REMOTE PARTICIPATION There were no requests. 4. PUBLIC COMMENTS There was no public comment. 5. STUDY SESSION a. MAJOR PROJECT UPDATES ON TOPGOLF, EL CAMINO RENEWAL PROJECT, AND BROADWAY GRADE SEPARATION PROJECT DPW Murtuza, Assistant DPW Morimoto, and Senior Civil Engineer Wong gave the Council and Traffic, Safety & Parking Commission an update on the following projects: Topgolf, Broadway Grade Separation, and El Camino Real Renewal Project. Topgolf • Construction began in early 2023, and completion is anticipated in late 2024. • As part of the CEQA analysis, the project completed an Initial Study/Mitigated Negative Declaration that included traffic studies and an impact assessment analysis. o The assessment included: traffic counts, trip generation, trip distribution, and level of service ("LOS") analysis • Next Steps o Staff will observe traffic operations along Airport Boulevard once Topgolf has opened. o If any traffic operation issues occur, particularly related to ingress/egress of soccer groups and Topgolf traffic, staff will coordinate with both groups to address the problems. o Once Topgolf is operational, Topgolf will conduct a signal warrant analysis at their Airport Boulevard driveway. o If a signal is warranted, Topgolf will install a new traffic signal. Broadway Grade Separation • Background 0 107 Caltrain trains use this crossing each workday (projected to be 116 after completion of electrification) o Over 28,000 average daily vehicles 0 20 collisions involving trains/vehicles at the railroad crossing since 1985 o At -grade crossing increases safety hazard and traffic congestion with increased trains o Ranked #1 in California on the CPUC Priority List since 2018 • Overview o Improve safety and eliminate train collisions o Improve traffic circulation and reduce congestion o Separate the road and train track at Broadway o Build new station with center -boarding platform o Create grade -separated pedestrian and bicycle crossings at Broadway, Cadillac, Carmelita, and Toyon/Majilla o Provide car and bicycle parking on east side of tracks with access to/from Carolan Avenue • Status o Flatiron and Herzog selected as Construction Manager General Contractor to assist with finalizing the project design plans. o The City is working with Caltrain and SMCTA to finalize design and advance right- of-way acquisition. o The project's estimated cost is $316 million, 82% of which is funded. The City is working on applying for grants to complete the funding gap • Project Design to Reduce Construction Impacts o Roadway closure time on Broadway has been reduced from the original 12 to 18 months to a few months. o Smaller windows of roadway closures for work such as shoofly tracks construction and bridge construction o No lowering of roadway and underground stormwater pump station o Feasibility of precasting concrete structures offsite is being explored. o Major traffic detours at Peninsula Avenue and at Millbrae Avenue off US Highway 101 and similarly along Interstate 280 o Coordinate with El Camino Real Project construction activities • Schedule o ROW/Utility Funding — Summer 2024 o Final Design Package — Winter 2024 o Environmental Permits — Spring 2025 o Potential Advance Construction Packages — Mid 2025 o Major Construction —January 2026 (dependent on ROW and permits) • Outreach Efforts o Close coordination with merchants, businesses, and all stakeholders throughout the project through meetings, eNews, social media outlets, signage, and message boards o Extensive public notification on traffic impacts o Future updates to City Council and Traffic, Safety & Parking Commission o Continue coordinating project with El Camino Real Renewal Project construction The Council and Traffic, Safety & Parking Commission discussed the importance of outreach efforts for this project, bicycle paths and bridges, and the decision to not lower the roadway. El Camino Real Renewal Update • Overview o Reconstruct roadway o Build accessible, ADA-compliant sidewalks and crosswalks o Provide new drainage to address flooding o Improve visibility for drivers and pedestrians o Provide new lighting o Create a buffer between sidewalks and roadway to improve pedestrian safety o Establish a replanting and maintenance program for trees o Undergrounding of utilities • Project Status o Caltrans has contracted with Teichert Construction as Construction Manager and General Contractor for input on final design and construction phasing. o PG&E has hired West Valley Construction to complete final design of the undergrounding project. o ECR construction tentative start has been pushed to April 2025 • Traffic Issues o Full closure during tree removals (over 300 planned removals) o Detour rotes o One lane each direction during stage construction o Driveway access to residential properties o Emergency vehicle access o School circulation impacts o Night construction • Traffic Mitigation o Divert through traffic at Millbrae Avenue and Peninsula Avenue o Provide detour plans for City and community review o Extensive public notification on traffic impacts o Coordinate with SamTrans and Recology o Receive input from Police and Fire • Next Steps o Continued coordination with Caltrans and PG&E o Continued input on traffic control and stage construction o Caltrans update to City Council and the community o Ensure extensive public outreach and notification plans in place The Council and Traffic, Safety and Parking Commission discussed that the project would take two and a half years, and the importance of replanting to replace the trees that will be removed. It was noted that there would be two crews working on tree removal but that it would be a long process to remove the 300 trees that have been marked for removal. b. TRAFFIC SAFETY & PARKING COMMISSION'S PRIORITIES FOR 2024 The Traffic, Safety & Parking Commission reviewed their priorities for 2024: • Pedestrian safety along Broadway • Hillside traffic calming • Pro -active coordination with Caltrans regarding the El Camino Real Renewal Project 6.
