A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME APPROVING A
PROFESSIONAL SERVICES AGREEMENT WITH HOUSEKEYS, INC. FOR
ADMINISTRATION OF THE CITY OF BURLINGAME BELOW MARKET RATE HOUSING
PROGRAM IN THE AMOUNT OF $485,000 OVER A THREE-YEAR PERIOD AND
AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT
WHEREAS, between 2008 and 2015, the City of Burlingame (“City”) contracted with
Neighborhood Housing Services of Silicon Valley (NHSSV) to administer the City’s BMR Housing
Program; and
WHEREAS, when NHSSV closed due to financial challenges, the City contracted with
HouseKeys, Inc. on March 9, 2017, to continue administration of the BMR Housing Program; and
WHEREAS, HouseKeys has been overseeing the administration of 106 existing BMR
units in Burlingame and, based on the number of existing BMR units and new BMR units
anticipated to be built in the next several years, the City desires to continue to contract with
HouseKeys, Inc. to administer the BMR Housing Program; and
WHEREAS, there are adequate funds available in the Housing Fund to cover
administration of the BMR Housing Program for a period of one year; and
WHEREAS, the contract cost is $485,000 for a three-year period ($150,000 in the first
year, $160,000 in the second year, and $175,000 in the third year).
NOW, THEREFORE, BE IT RESOLVED AND ORDERED:
1. The City Manager is authorized and directed to enter into a Professional Services
Agreement with HouseKeys, Inc., in the form attached hereto, for below market rate
administration, portfolio management, and compliance monitoring for administration of the
City’s Below Market Rate (BMR) Housing Program for a period of three years with the
Scope of Work attached to this resolution, for a cost of $485,000 ($150,000 in the first
year, $160,000 in the second year, and $175,000 in the third year) as stated in the Scope
of Work.
2. The City Clerk is directed to attest to the signature of the City Manager upon execution of
the Professional Services Agreement.
