BURLINGAME CITY COUNCIL
Approved Minutes
Study Session with the Parks and Recreation Commission
on March 18, 2024
1. CALL TO ORDER
A duly noticed meeting of the Burlingame City Council was held on the above date in person
and via Zoom at 6:00 p.m.
2. ROLL CALL
MEMBERS PRESENT: Beach, Brownrigg, Colson, Ortiz, Stevenson
MEMBERS ABSENT: None
3. REQUEST FOR AB 2249 REMOTE PARTICIPATION
There were no requests.
4. PUBLIC COMMENTS
There were no public comments.
5. STUDY SESSION
a. JOINT MEETING WITH THE PARKS AND RECREATION COMMISSION
The following members of the Parks and Recreation Commission ("Commission") were present
for the study session:
• Ian Milne
• Andrea Pappajohn
• Leslie Holzman
• Howard Wettan
• Cherie Yu
Mayor Colson thanked everyone for coming to the study session. She explained that the
Council decided to meet with each of the Commissions/ Boards this year in order to open up
lines of communication.
Mayor Colson suggested that the study session focus on the following topics:
• Dog Parks
• Field Use
• Pickleball
Dog Parks
The Council and Commission discussed the following items:
• The Parks and Recreation Commission changed the hours at Ray Park to reduce the
community's noise concerns (the off -leash dog park now opens at 8:00 a.m. instead of
at sunrise)
• The City Attorney was asked to review whether there is an enforcement mechanism in
the City's Code that would allow staff to fine individuals who leave their dog unattended
at a dog park
Field Use
The Council and Commission discussed the following items:
• The history of how field time was previously divided among the different users
including:
o Preference to the club/team/league by residential per capita (it was noted that
different teams gave back field time if they didn't need it)
o Validated user groups are prioritized
o Prioritize a sport during its primary season
The field space needs to be maximized by utilizing a combination of turfing options and
lighting
The Council and Commission both stressed the importance of allowing all youth the
opportunity to play and prioritizing field space for youth that live in Burlingame
Pickleball
The Council and Commission discussed the following items:
• Potential locations for permanent pickleball courts including Bayside Park, Washington
Park, and the new neighborhood on Rollins Road
• The number of complaints staff and the Commission have received regarding pickleball
in the city
• Pickleball members in the community created a Facebook group to better communicate
with one another
Other Topics
• Mayor Colson will arrange a walk -about tour of the planned new neighborhood on
Rollins Road in the fall to brainstorm how best to create open green spaces
Mayor Colson thanked everyone for attending the meeting.
6. ADJOURNMENT
Mayor Colson adjourned the meeting at 6:58 p.m.
