Consistent with Government Code Section 54953, this Traffic Safety and Parking Commission
Meeting will be held via Zoom in addition to in person.
To maximize public safety while still maintaining transparency and public access, members of the

To Provide Public Comment in Person:
Members of the public wishing to speak will be asked to fill out a "Request to Speak" card located on
the table by the door and then hand it to staff. The provision of a name, address, or other identifying
information is optional. Speakers are limited to three minutes each, however, the Chair may adjust the
time limit in light of the number of anticipated speakers.

a)January 11, 2023 Regular Meeting Minutes
Commissioner Cauchi moved to approve the meeting minutes, seconded by Commissioner Ng.
The vote passed 3-0-1. Commissioner Israelit abstained as she was not present at the February
meeting.
5.PUBLIC COMMENTS – NON-AGENDA
No non-agenda public comments received.
6.DISCUSSION/ACTION ITEMS
a)Revisions to Sections 13.36.010 and 13.36.020 of the Burlingame Municipal Code
Mr. Wong provided a presentation explaining that as part of the development of Meta Campus,

Airport Boulevard was rerouted from Fisherman’s Park to now go through the Meta Campus.
He stated current BMC Sections 13.36.010 and 13.36.020 should be revised to reflect the
changes that have occurred. Mr. Wong clarified that staff would initiate the process to introduce
and adopt the changes to said BMC Chapters at two consecutive City Council meetings.
Mr. Wong outlined the current language and showed the proposed updated language as
presented below.
Current BMC Section 13.36.010:
13.36.010 No parking at any time.
It is unlawful for the driver of any vehicle to park such vehicle at any time on:
(1)Airport Boulevard;
Revised BMC Section 13.36.010:
13.36.010 No parking at any time.
It is unlawful for the driver of any vehicle to park such vehicle at any time on:
1)Airport Boulevard; both sides from Bayshore Highway/Broadway to one-hundred
and fifty (150) feet east of Beach Road;
Current BMC Section 13.36.020:
13.36.020 No parking during specified hours.
It is unlawful for the operator of any vehicle to park the vehicle on the following
streets on the designated hours and days as follows:
(2)Airport Boulevard, east side, from Beach Road to Fisherman’s Park, between
10:00 p.m. and 6:00 a.m.;

13.36.020 No parking during specified hours.
It is unlawful for the operator of any vehicle to park the vehicle on the following
streets on the designated hours and days as follows:
(2)Airport Boulevard both sides from one-hundred and fifty (150) feet east of Beach
Road to Lang Road, between 10:00 p.m. and 6:00 a.m.;
Commissioner Cauchi confirmed that there have been no comments from the public concerning
this update. Commissioner Ng confirmed that this action is to match what is currently out there.
Commissioner Ng made a motion to support the suggested changes to the BMC. The motion
was seconded by Commissioner Israelit. The motion passed 4-0.
b)2024 Annual Resurfacing Project Update
Mr. Wong provided an update regarding the 2024 Annual Resurfacing Project. He went over the
preliminary list of streets that was originally presented to the TSPC last year.

•Airport Boulevard from San Mateo to 300 Airport Boulevard
•Airport Boulevard (NB only) from Bayview to Anza
•Channing Road between Burlingame and Lexington
•Concord Way between Dwight and Channing
•Cowan Road between Gilbreth and Bayshore
•El Prado between El Quanito and Summit
•Oxford Road between ECR and Cambridge
•Vancouver Avenue between Broadway and Carmelita
Mr. Wong indicated that Broderick Road was removed due to a private development scheduling
conflict. He noted that Trenton Way was added, and work was added to Peninsula Avenue, but
only includes localized pavement repairs (dig outs). Mr. Wong also went over comments
received from the community and the City’s response.
Additionally, Mr. Wong went over other improvements that will be made as part of the
resurfacing project.
•High visibility crosswalk treatments on Vancouver at Broadway (4), Roosevelt (1), and
Carmelita (3).
•Class IIB bike facility with a buffer on Airport Boulevard between Anza and the
channel—they will mimic what is in the southbound direction on the northbound side.
•At Airport/Beach/Lang striping for a 20-foot buffer to narrow the lane on Airport
Boulevard to 12.5 feet.
•Clear and grub planter strip at the intersection of Airport and Beach.
Mr. Wong indicated that the resurfacing project is scheduled to begin summer 2024.
Chair Rebelos stated it would be his preference to keep the additional crosswalk at Airport and
Beach.
The Commissioner’s asked some additional clarifying questions but no formal action was taken
for this item.

c)2024 TSPC Priority List
The following list of priorities was agreed upon by the Commission. Since Vice-Chair Martos was
absent, the Commission agreed to allow him to add his top priority upon his return.
•Pedestrian Safety along Broadway
•Hillside Traffic Calming

•Pro-active coordination with Caltrans on ECR Renewal
•KPIs (Key Performance Indicators): Align TSPC, staff, and City Council on a set of KPIs.
No public comments were received.
d)TSPC Committee Discussion
The Commission reviewed the existing Committees and took the following actions.
•Burlingame Avenue Pedestrian Safety Improvements
Commissioner Israelit made a motion to sunset this Committee, seconded by Commissioner
Ng. The motion passed 4-0.
•BIS School Safety Study
The Commission decided to keep this Committee due to punch list items. The intent is to
sunset this Committee in a month or so.
•US101 Bicycle and Pedestrian Connectivity
Chair Rebelos made a motion to sunset this Committee, seconded by Commissioner Israelit.
The motion passed 4-0.
The Commission then created the following new Committees. Not all Committee assignments
were formalized due to not having the full Commission present. The intent will be to finalize all
assignments at a later time.
•Hillside Drive Safety and Traffic Calming
Commissioner Israelit made a motion to form said Committee, seconded by Commissioner
Ng. The motion passed 4-0. Commissioner Israelit was appointed to the Committee and
Commissioner Ng expressed his interest in the Committee.
•ECR Renewal
Commissioner Israelit made a motion to form said Committee, seconded by Commissioner
Cauchi. The motion passed 4-0. Commissioner Israelit was appointed to the Committee.
•Key Performance Indicators
Commissioner Cauchi made a motion to form said Committee, seconded by Commissioner
Israelit. The motion passed 4-0. Commissioner Cauchi was appointed to the Committee.
•Broadway Pedestrian Safety
Chair Rebelos made a motion to form said Committee, seconded by Commissioner Israelit.
The motion passed 4-0. Chair Rebelos and Commissioner Cauchi were appointed to the
Committee. Commissioner Ng also expressed an interest in the Committee.

b) Community Group Updates

c)Engineering Division Reports
Mr. Wong provided the following updates on various Public Works – Engineering projects.
•AB 413 Legislation – Staff is working on a future TSPC presentation as well as outreach to
the community regarding “parking near crosswalks” as outlined in AB 413.
•BIS Circulation and Pedestrian Improvements Update – Based on Committee feedback
since the installation of the improvements, staff is working in coordination with BPD on
enforcement and increasing the visibility of the current turn restrictions.
•Bike Boulevards Phase I Update – As mentioned last month, this project has been awarded
and due to the upcoming weather forecast, construction is not expected to start until March
2024.
•Quick-Build Pedestrian Improvements Update – Again due to the upcoming weather
forecast, this project is anticipated for construction in March 2024.
•SMCTA Measure A and W Bicycle/Pedestrian Grant – Per the SMCTA staff, the call for
projects will be postponed until the summer. Per our previous grant applications, staff will
continue to work with the staff at the funding agencies to select the projects that best fit
the grant’s criteria.
d)Police Department Reports
Sergeant Roberts reported 17 collisions for the month of January. Please see the Collision
Reports for details.
Commissioner Israelit inquired about increased enforcement on Clarice during the morning BIS
drop off. Sergeant Roberts stated he would follow up regarding the feedback and report back.

e)TSPC Chair/Commissioner’s Communications
Chair Rebelos inquired about the joint TSPC/City Council meeting. Mr. Wong stated they are
shooting for a March meeting.

Subject: Engineering Division Reports/Public Works Update
RECOMMENDATION
Staff recommends that the Commission receive an update on various Public Works – Engineering
projects and activities.
BACKGROUND
•BIS Circulation and Pedestrian Improvements Update – Staff is checking with BIS staff
regarding making the drop-off zone on Quesada Way permanent, and has replaced the
temporary weathered signs with new ones at both locations. Additionally, the turn
restriction signs on A-frames have been replaced with new weather-resistant signs.
BPD has placed BIS, specifically Clarice Lane on their selective enforcement list for patrol
officers. Although the Traffic Enforcement Division has been understaffed, they have been
onsite recently with enforcement. They found there were approximately 15-20 vehicles
that attempted travel westbound on Clarice Lane. Officers were able to contact most of
the drivers and re-educated them on the turn restrictions. Officers found that nearly all the
violators were BIS parents (except for approximately two). Traffic officers will try to make
it onsite again within the next month and then report back.
Staff have also contacted BIS staff for assistance to remind parents of the turn restrictions,
as well the same assistance from the BIS PTA.
DISCUSSION
Some of these items may have been originally presented to City staff and/or the Traffic Safety
and Parking Commission as public requests or comments. Items on this list are matters that would
typically be addressed by City staff on an administrative level, or are City Capital Improvement
Projects. Matters that require broad public input or have a wide-spread impact are addressed as
Commission “Discussion/Action Items” (TSPC Agenda Item 6).
