To maximize public safety while still maintaining transparency and public access, members of the public can observe the meeting from home or attend the meeting in person. preservation of trees if possible. BBID supported the proposal as interim improvements BBID desired to have Rectangular Rapid Flashing Beacons (RRFBs) at Laguna/Broadway. Staff concurred with the feedback regarding the RRFBs as well as their inclusion at the remaining locations along the Broadway Corridor. Project is not currently identified in budget. Staff following up on future grants applications as well other potential funding opportunities. Staff to coordinate implementing interim improvements with timing of obtaining future funding opportunities Questions & Feedback BackgroundThe US 101 Bicycle and Pedestrian Connectivity Committee (101BPCC) was formed  with the following objectives:Evaluate existing bicycle and pedestrian infrastructure that traverses across the 101 freeway through Burlingame. Research the potential for new bicycle and pedestrian infrastructure, considering anticipated growth, density, and activity along Rollins Road and the bayfront.There were three areas where there findings were focused:Potential New Bicycle and Pedestrian Infrastructure over/under US 101Existing Bicycle and Pedestrian Findings for Airport Blvd/Broadway/Bayshore HighwayExisting Bicycle and Pedestrian Findings for US 101 NB‐Ramps/ Bayshore Highway Discussion ‐ObservationsBicycles at Airport Blvd/Broadway/Bayshore Highway: (mid‐week from 3‐5 PM)More bicycle and pedestrian activity than expected. There was a consistent flow of cyclists and pedestrians at every signal cycleCyclists seemed to be the most consistently familiar with the intersection and ranged in age from what appeared to be 13 years old to middle age. Most were solo cyclists.Of the bicyclists observe, rarely did any of the observed traversing the intersection obey traffic laws; including wearing a helmet.  The bicyclist who did obeyed traffic laws appeared to be middle‐aged and would qualify as a skilled cyclist. He traversed the intersection from eastbound Broadway into a left turn lane onto northbound Bayshore Highway. He waited patiently at the stop line in the center of his lane, waited for the red arrow to turn green, and proceeded into his lane on Bayshore Highway. Traffic was medium at this point of the dayMost cyclists paid little to no attention to the traffic controls, bike or traffic lanes or signage. They appeared to know the intersection well and traversed as they felt appropriate. No two cyclists traversed the intersection the same way. We were most surprised at the number of school‐age children traversing the intersectionThe majority of cyclists were traversing between Broadway and Airport Boulevard in both directions.There were locals, commuters, travelers (from the Crowne Plaza and the Hyatt Regency), and children going to and from Bayside ParkWe observed no bicyclists using the US 101 bike/pedestrian bridge Discussion ‐ObservationsPedestrians at Airport Blvd/Broadway/Bayshore Highway: (mid‐week from 3‐5 PM)Pedestrians observed appeared to be commuting to and from workSecondarily, although in greater numbers but less frequency, appeared to be business people from the Crowne Plaza and the Hyatt RegencyThirdly were recreational walkersThe commuters and recreational walkers seemed to be familiar with the intersection and typically did not obey the traffic signals and often jaywalkedThe business people from the hotels tended to walk in small groups and were unfamiliar with the intersection. Some waited for two signal cycles to cross, seemingly because they were confused about which way to crossWe observed two instances of senior citizens crossing the intersection; the countdown timers on both occasions were not long enough for the seniors to make it all the way from one curb to the otherWe observed only one pedestrian using the US 101 Bike/Pedestrian bridge Discussion – 101BPCC RecommendationsExtend the crosswalk signal countdowns so that seniors and disabled pedestrians can make it all the way across the intersectionClear and obvious directional signage to the Bay Trail, hotels, Broadway District, Caltrain and Bayside ParkAdditional bicycle infrastructure including improved bike lane marking and bike boxes Discussion ‐ObservationsBicycles at US 101 Ramps/ Bayshore Highway: (mid‐week from 3‐5 PM)More bicycle and pedestrian activity than expected. There was a consistent flow of cyclists and pedestrians at every signal cycleThere were commuters and travelers (from the Crowne Plaza and the Hyatt Regency) This is a three‐way intersection with SB and NB lanes on OBH and 101 Freeway exit and on ramps on the west side of the three‐way intersection; essentially, it is a T‐shaped intersection. On the west side, the “top of the T” traverses the driveway into Max’s Restaurant and a Holiday InnPedestriansPedestrians observed appeared to be workers commuting to and from work and business people from the Hyatt Regency and the Crowne PlazaMost pedestrians were walking on the east side of Bayshore HighwaySome pedestrians crossed the 101 ramps rather than crossing over to the east side of Bayshore Highway Discussion – 101BPCC RecommendationsThe bicycle infrastructure, particularly on southbound Bayshore Highway is not obvious to vehicular traffic, especially to those vehicles exiting US 101 onto southbound Bayshore Highway and those vehicles entering the US 101 from northbound Bayshore Highway . The committee recommends improved bike lane markings and a bike box on southbound Bayshore Highway.There is no pedestrian infrastructure at this intersection. There are no sidewalks or crosswalks. And the “top of the T” is an active driveway. There is a SamTrans stop at the southwest corner, south of the US 101 ramps and north of Broadway. If one were to walk to the bus stop, they would need to walk on the road or across the freeway ramps. The nearest crosswalks are to the north on Bayshore Highway are at the Hyatt Regency or to the south at Broadway. To legally walk from Max’s Restaurant across the street from the bus stop, one must walk 500ft. south to Broadway, cross Bayshore Highway , and then walk another 350ft to the bus stop. The committee suggests studying the intersection to improve pedestrian access and directional signage. BACKGROUND • BIS Pedestrian Improvements – The BIS Circulation Plan was implemented on November 2, 2023. BPD provided support on 11/2 thru 11/6. • California Drive Bicycle Facility – Project substantially complete. Contractor working on punch list items. • Highland Parking Garage – Update that the first four levels of the garage are full during the week and on weekends. The fifth floor has only a couple of vehicles during the week. DISCUSSION Some of these items may have been originally presented to City staff and/or the Traffic Safety and Parking Commission as public requests or comments. Items on this list are matters that would typically be addressed by City staff on an administrative level, or are City Capital Improvement Projects. Matters that require broad public input or have a wide-spread impact are addressed as Commission “Discussion/Action Items” (TSPC Agenda Item 6).
