To maximize public safety while still maintaining transparency and public access, members of the public can observe the meeting from home or attend the meeting in person. APPROVAL OF MINUTES a) April 13, 2023 Meeting Minutes to be Approved at the June TSPC Meeting The meeting minutes were originally planned for approval at the June meeting but will be pushed to the following meeting. 5. PUBLIC COMMENTS – NON-AGENDA No public comments received. 6. DISCUSSION/ACTION ITEMS a) Receive Update on Pedestrian Improvements Associated with the Oak Grove/Carolan Avenue Traffic Signal Project Mr. Wong provided the Commission with an update on the Oak Grove/Carolan Avenue Traffic Signal Project. He indicated that three alternatives were reviewed: “No Build” (no change at Carolan Avenue), and two “Build Alternatives” (with a new signal at Carolan Avenue). He said both “Build Alternatives” will enhance safety at Oak Grove/Carolan and would be compatible with Caltrain operations. Mr. Wong explained that Build Alternative #1, a new traffic signal with split 2 phase operation at Oak Grove/Carolan, is like the current operation of Oak Grove Avenue/California Drive but would include a longer cycle (time for signal to service all approaches) and stop delay due to the signal coordination. Mr. Wong said Build Alternative #2 uses a flashing yellow arrow operation that reduces the average intersection delays compared to Build Alternative #1. Mr. Wong stated that through the review process, Build Alternative #2 was selected with the flexibility to modify the flashing arrow operation in the future if needed. He shared that feedback was related primarily to pedestrian improvements, such as: • Consider sidewalk bulbs near the corner with the barbershop to narrow the longest crossing; • Consider a new sidewalk on the side of the Burlingame High School (BHS) track; • Beefing up the “pork chop” island at California Drive and Oak Grove Avenue; • Improve the bike lane on Carolan Avenue as it forces BHS students to bike between two 45 MPH traffic streams; and • Consider a refuge island on the north end of the Carolan crosswalk. Mr. Wong then provided visual examples and actual scenarios of improvements such as the quick- build bulbout, hardened centerline, bicycle box, and LED no right on red signage. In closing, he provided the following preliminary project schedule: • Final Design: (Fall 2023); • Project Advertisement: (Winter 2023); • Award of Project: (Spring 2024); • Construction (Summer 2024); and • Signal Turn-on: (Winter 2024). Vice-Chair Rebelos opened the public comment period. Ms. Brewer read the following email received for public comment from Manito Velasco. Thank you for calendaring this item. An update is long overdue. A couple of things to clarify: 1. How much money has been spent to date on this project for the consultant to design up to this point? We know they got awarded at least $129,000 back in 2020. And three years later it’d be good for the public to know how much taxpayer funded did signal has taken? 2. At the last council meeting in April 2021 when this was presented, council required 3 pedestrian bulbs. Are those part of the current project? 3. Can the city now move forward with short term measures including countdown signals at Oak Grove and California which the city has deferred now for several years pointing to this project. Those crosswalk countdowns are needed for BHS and us neighborhood folks who cross there. Finally, a clear path forward with timelines and scope would be appreciated. Thank you. Vice-Chair Rebelos closed the public comment period and opened it up to Commissioner questions and comments. Commisioner Ng inquired if the Commission would see this project again prior to final design. Mr. Wong indicated the project has already gone through Council so it will not come back to the TSPC before implementation. He explained the intent of tonight is to highlight the pedestrian improvement efforts. Commissioner Martos asked about the flashing yellow arrow and the process to remove it if that is necessary. Mr. Wong stated it is only a matter of wiring. Commissioner Martos requested clarification about the quick-build bulbouts. For urgency purposes, he also requested additional signage to indicate “train approaching” in addition to the no right turn on red signal. Vice-Chair Rebelos inquired about the preemption and confirmed with Mr. Wong that the intent is to clear the intersection of pedestrians so vehicles can be clear of the train. He said he is very happy to see the signage and stated he drives through this intersection frequently and likes the hardened center line. Lastly, Vice-Chair Rebelos confirmed there is no action needed from the Commission on this item. 7. INFORMATION ITEMS a) Public Comment Related to Informational Items No public comments received. b) Community Group Updates No update. c) Engineering Division Reports Mr. Wong provided the following update on various Public Works – Engineering projects. 4 • Burlingame Station Pedestrian Improvements Project – All concrete work, roadway resurfacing and striping stages are complete. Contractor to complete punch list items for planned June project acceptance. • Lyon Hoag Traffic Calming Project – Phase one of the traffic calming project which consisted of mostly striping and semi-permanent features was completed in April 2021. A post construction survey was collected in June 2021. A final follow-up neighborhood survey is now available through the City website. • Burlingame Pedestrian Safe Routes and Mobility Improvements – Grant funded Citywide pedestrian project enhancing roughly 30 locations. Caltrans E76 was approved in April and staff is preparing the final designs for project advertisement in June. d) Police Department Reports Sergeant Roberts reported 27 collisions over this reporting period (April 2023). He stated there were 19 vehicle/vehicle collisions, 3 vehicle/parked vehicle collisions, 3 collisions with fixed objects, 1 vehicle/pedestrian collision, and 1 vehicle/bicycle collision. Sergeant Roberts said of those collisions, 2 were DUIs collisions. He indicated the primary collision factors included unsafe turning movements, right-of-way violations, and speed. Sergeant Roberts also explained that for the vehicle/pedestrian collision, the pedestrian was outside of the intersection or crosswalk and into traffic on Murchison between El Camino Real and Magnolia. He shared this collision resulted in an injury. For the collision with the bicyclist, Sergeant Roberts shared that it involved an electric bicycle going southbound on El Camino Real and was struck by a vehicle attempting to make a left turn onto Barroilhet—this collision also resulted in an injury. Sergeant Roberts reported back on pedestrian collisions at the intersection of Broadway and Laguna. He reported three documented collisions in the last five years (between April 2018 – April 2023). He stated that in all the collisions, the pedestrians were in the crosswalk and vehicles were attempting to make left turns. Commissioner Martos inquired with Mr. Wong if the three collisions would warrant a study of the intersection or if it’s ever been considered for a future agenda item. Mr. Wong said he spoke to Traffic Engineer Michael Tsai regarding said intersection and explained it will be improved with the installation of rectangular rapid flashing beacons. Additionally, Commissioner Martos requested that the collision report be sorted by location, versus date, to assist in identifying trends. Commissioner Ng stated that the heat map that Sergeant Perna previously produced would essentially accomplish the same thing. Sergeant Roberts stated there are logistical concerns with that—it’s created from scratch in Google Maps and very labor intensive. He explained the GPS data is linked to who called in the collision, not the actual collision site. 5 Vice-Chair Rebelos requested a sortable list of collisions in excel from Sergeant Roberts. Sergeant Roberts stated he would look into the request. e) TSPC Chair/Commissioner’s Communications Vice-Chair Rebelos said he did not recall receiving any instructions on the transition to hybrid meetings to ensure everyone was aware how to participate in the hybrid format. Commissioner Ng shared there was communication from the BIS PTA President, inviting staff to the final PTA meeting to present information on the BIS school safety study, which is scheduled for tomorrow (May 12). Commissioner Martos requested that Mr. Wong share feedback from his meeting with Hoover School. Mr. Wong shared that they went over the history of collisions and various factors surrounding each of them, and possible improvements, which may result in an additional crossing guard. Mr. Wong also shared that the Burlingame Police Department is working with the school on education and targeted enforcement. 8. COMMITTEE REPORTS a) Public Comment Related to Committee Reports No public comments received. b) Burlingame Avenue Pedestrian Safety Improvements (Leigh & Ng) No update. However, Commissioner Ng stated he must step down from the Committee due to personal time constraints. c) BIS School Safety Study (Israelit & Ng) Commissioner Ng shared the opportunity to present at tomorrow’s PTA meeting again. He also said he and Mr. Wong can talk offline about how to engage with the school and parents as tomorrow will not be the only opportunity. d) US 101 Bicycle and Pedestrian Connectivity (Leigh & Rebelos) No report: Vice-Chair Rebelos said the intent is to have a full report of findings at the June meeting. 6 9. BACKGROUND • Burlingame Station Pedestrian Improvements Project – All concrete work, roadway resurfacing, and striping stages are complete. Staff waiting for coordination by PG&E staff for the streetlight activation. • Lyon Hoag Traffic Calming Project – The final follow-up neighborhood survey is now available through the City website. https://www.burlingame.org/business_detail_T54_R123.php • Murchison Drive, Trousdale Drive, Davis Drive Bicycle Improvement Project – Completed the first community meeting associated with the project. There were around 20 attendees and consisted of a mixed group of both local residents as well as members of the bicycling community. DISCUSSION Some of these items may have been originally presented to City staff and/or the Traffic Safety and Parking Commission as public requests or comments. Items on this list are matters that would typically be addressed by City staff on an administrative level, or are City Capital Improvement Projects. Matters that require broad public input or have a wide-spread impact are addressed as Commission “Discussion/Action Items” (TSPC Agenda Item 6).
