Consistent with Government Code Section 54953, this Traffic Safety and Parking Commission
Meeting will be held via Zoom in addition to in person.
To maximize public safety while still maintaining transparency and public access, members of the
public can observe the meeting from home or attend the meeting in person. Below is information on
how the public may observe and participate in the meeting.

To Provide Public Comment in Person:
Members of the public wishing to speak will be asked to fill out a "Request to Speak" card located on
the table by the door and then hand it to staff. The provision of a name, address, or other identifying
information is optional. Speakers are limited to three minutes each, however, the Chair may adjust the
time limit in light of the number of anticipated speakers.

During the meeting, public comment may be made by members of the public joining the meeting via
Zoom. Zoom access information is provided above. Use the "Raise Hand" feature (for those joining by
phone, press "9" to "Raise Hand") during the public comment period for the agenda item you wish to

Update on the Pedestrian Improvements
Associated with the Oak Grove/Carolan
Traffic Signal Project
Traffic Safety and Parking Commission

INTRODUCTION
The introduction of a traffic signal at Oak Grove Avenue/Carolan will significantly enhance pedestrian safety and
reduce driver confusion. The traffic signal will standardize the operation at the intersection, while introducing
pedestrian countdown timers, pedestrian push buttons, and new pedestrian ramps to further pedestrian safety. The
trade-off of these improvements is that the signal at Oak Grove Avenue/California Drive may experience operational
delay during morning and afternoon peak periods.
For this project, three alternatives were reviewed: “No Build” (no change at Carolan Avenue), and two “Build
Alternatives” (with a new signal at Carolan Avenue). Both “Build Alternatives” will enhance safety at Oak
Grove/Carolan, and would be compatible with Caltrain operations. Build Alternative #1, a new traffic signal with split
phase operation at Oak Grove/Carolan, is similar to the current operation of Oak Grove Avenue/California Drive, but
will include a longer cycle (time for signal to service all approaches) and stopped delay due to the signal
coordination. Build Alternative #2 uses a “Flashing Yellow Arrow” (FYA) operation that reduces the average
intersection delays compared to Build Alternative #1
Build Alternative #2 was selected with the flexibility modify the FYA in the future if needed.
DISCUSSION
Community feedback was primarily related to pedestrian improvements:
•Consider sidewalk bulbs near the corner with the barbershop in order to narrow the longest crossing;
•Consider a new sidewalk on the side of the BHS track;
•Beefing up the “pork chop” island at California Drive and Oak Grove Avenue;
•Improve the bike lane on Carolan Avenue as it forces BHS students to bike between two 45 MPH traffic streams; and
•Consider a refuge island on the north end of the Carolan crosswalk.

Subject: Engineering Division Reports/Public Works Update
RECOMMENDATION
Staff recommends that the Commission receive an update on various Public Works – Engineering
projects and activities.
BACKGROUND
• Burlingame Station Pedestrian Improvements Project – All concrete work, roadway
resurfacing and striping stages are complete. Contractor to complete punch list items for
planned June project acceptance.
• Lyon Hoag Traffic Calming Project – Phase one of the traffic calming project which
consisted of mostly striping and semi-permanent features was completed in April 2021. A
post construction survey was collected in June 2021. A final follow-up neighborhood
survey is now available through the City website.
• Burlingame Pedestrian Safe Routes and Mobility Improvements – Grant funded
Citywide pedestrian project enhancing roughly 30 locations. Caltrans E76 was approved
in April and staff is preparing the final designs for project advertisement in June.
DISCUSSION
Some of these items may have been originally presented to City staff and/or the Traffic Safety
and Parking Commission as public requests or comments. Items on this list are matters that would
typically be addressed by City staff on an administrative level, or are City Capital Improvement
Projects. Matters that require broad public input or have a wide-spread impact are addressed as
Commission “Discussion/Action Items” (TSPC Agenda Item 6).
