On January 17, 2023 the City Council adopted Resolution Number 004-2023 stating that the City Council and Commissions will continue to meet remotely for at least thirty days for the following reasons: 1) There is still a declared state of emergency; 2) County Health Orders require that all unvaccinated individuals in public spaces maintain social distancing and wear masks; and 3) The City can't maintain social distancing requirements for the public, staff, and Commissioners, in their meeting spaces. Pursuant to Resolution Number 004-2023, the City Council Chambers will not be open to the public for the January 12, 2023 Traffic Safety and Parking Commission Meeting. Members of the public may view the meeting by logging into the Zoom meeting listed below. Additionally, the meeting will be streamed live on Youtube and uploaded to the City's website after the meeting. Members of the public may provide written comments by email to publiccomment@burlingame.org. Emailed comments should include the specific agenda item on which you are commenting or note that your comment concerns an item that is not on the agenda. The length of the emailed comment should commensurate with the three minutes customarily allowed for verbal comments, which is approximately 250-300 words. To ensure that your comment is received and read to the Traffic Safety and Parking Commission, please submit your email no later than 5:00 p.m. on February 9. The City will make every effort to read emails received after that time, but cannot guarantee such emails will be read into the record. Any emails received after the 5:00 p.m. deadline which are not read into the record will be provided to the Traffic Safety and Parking Commission after the meeting. APPROVAL OF MINUTES a) December 8, 2022 Regular Meeting Minutes Commissioner Rebelos made a motion to accept the regular meeting for the December 8, 2022 meeting as written; seconded by Commissioner Leigh. The motion passed by a roll call vote of 5- 0. 5. PUBLIC COMMENTS – NON-AGENDA Ms. Brewer read the following public comment received via email from Manito Velasco for the record. Good evening, Commissioners and Happy New Year, I was just hoping to finally hear about the status of the Oak Grove and Carolan traffic signal. If you recall, this was intended to improve safety at that critical BHS intersection. My understating is that the signals have been fully designed by the consultant hired by the city. But unfortunately this is a project that has gone dark. With no updates to TSPC or the website. When will this fully designed project go to construction? Speaking of quiet project, glad and excited to hear that the California Drive Bikeway project is 5 2 proceeding to advertising. The last time anyone from the public has seen the plans are from August/Sept 2021 when it was a TSPC and Council agenda item. Much input was given. But it sounds like the plan has since been fully vetted thru TSPC and Council. Including all the new traffic regulations like No Turn On Reds at multiple intersections and new lane merges near Broadway and near Oak Grove. Thanks for fully approving the endorsing the plans. 6. DISCUSSION/ACTION ITEMS a) TSPC Subcommittee Review Assistant City Attorney Scott Spansail joined the Commission to go over the types of subcommittees, specifically the difference between an ad-Hoc committee and a standing committee. Mr. Spansail clarified that an ad hoc committee is created for a defined purpose, goal, or time. He stated a standing committee is subject to the Brown Act, where meetings would need to be noticed with a defined agenda, and open to the public. He used the Burlingame Avenue Safety and Access subcommittee as an example and stated should that subcommittee continue on in perpetuity, it would need to be a standing committee. Mr. Spansail kindly answered various questions from the Commission. He also clarified that the intent here is not to “chop” any particular subcommittee. No public comment was received for this discussion item. The Commission reviewed the following active subcommittees and their goals: 1. Burlingame Avenue Safety and Access (Leigh & Ng); 2. Community Bicycle & Pedestrian Advisory Committee (Leigh & Rebelos); 3. BIS Safety Audit (Israelit & Ng); 4. Mercy School Traffic Calming (Israelit & Martos); and 5. Hwy 101 Corridor Connectivity (Leigh & Rebelos). Ultimately, no changes were made to the above TSPC subcommittees. Chair Israelit stated that there would be another opportunity at their next meeting to make changes. The intent of this evenings review is to clarify the difference between an ad-hoc and standing committee and to give Commissioners time to think about their current subcommittees and how to move forward. INFORMATION ITEMS a) Public Hearing Related to Informational Items No public comments received. b) Community B/PAC Update No update. c) Engineering Division Reports Senior Engineer Andrew Wong thanked the Commissioners that sent in their project preferences and he said they will do their best to address them, but stated they are not all on the list for tonight. Transportation Engineer Michael Tsai provided the following updates on Public Works- Engineering related efforts. • BIS Traffic Calming Joint Effort – Staff working with the TSPC committee have developed a circulation option. This option to be shared with BIS staff and then brought to the TSPC for additional feedback. • Chapin Avenue Feasibility Study – The San Mateo County Stormwater Resource Plan identified Chapin Avenue as a priority green street development project to reduce stormwater and pollutant runoff. Burlingame approved funding for a feasibility study to identify conceptual alternatives of Chapin Avenue. Final design and construction were not part of the funding approved by Council, therefore this project is currently on hold until other funding opportunities have been secured. • California Drive Bike Facilities (Broadway to Oak Grove) – Project is currently being advertised for construction. Project bid opening is scheduled for the end of January and award by the end of February. Start of construction is anticipated for April. 7 4 Chair Israelit stated there is not a complete list of updates since Mr. Wong did not receive everyone’s list of projects they would like regular updates on. She went on to say the updates will be more fully flushed out and developed for the next TSPC meeting. He reported 18 documented collisions for this reporting period. He shared there were no pedestrian or bicycle related collisions. Sergeant Roberts indicated that many of the collision factors were due to unsafe turning movements or backing/starting on a highway. Commissioner Martos welcomed Sergeant Roberts and shared with him that the Commission looks for trends in the collision reports. He also encouraged Sergeant Roberts to share any areas that are not safe or problematic with the Commission. Commissioner Leigh also welcomed Sergeant Roberts and pointed out the previous traffic sergeant maintained a heat map of the various collisions that the Commission can review. She inquired if Sergeant Roberts would continue to maintain the map. Commissioner Leigh also requested a report of moving violations to see what tickets BPD is issuing (DUI, speeding, etc.). Commissioner Rebelos welcomed Sergeant Roberts and thanked him for his time dedicated to the Commission. He said the Commission looks for a visual representation of collisions with the map so they can see what is happening and where. Commissioner Rebelos also said the Commission is looking for trends and opportunities to increase safety. Chair Israelit stated she will reach out to Sergeant Roberts to make some changes to the collision report to make it easier to read. She thanked Sergeant Roberts for being at the meeting. e) TSPC Chair/Commissioner’s Communications Commissioner Leigh stated she received an email from Parks and Recreation Director Margaret Glomstad regarding the additional 10 feet of red curbing in front of the Recreation Center. She said Director Glomstad went out to measure the additional 10 feet and Commissioner Leigh was hopeful that Mr. Wong could follow up with Director Glomstad on the request for the additional red curbing. Commissioner Leigh stated this was a request from several residents. Vice-Chair Rebelos said he heard from a couple of merchants along Broadway about their concern with pedestrian safety on Broadway. He also said a resident reached out about decreasing the speed or adding speed humps on Dufferin, as he said it is a cut through (at a brisk pace) to California Drive in order to bypass the intersection of ECR and Trousdale. 8. COMMITTEE REPORTS a) Public Hearing Related to Committee Reports No public comments received. 9 6 b) Burlingame Avenue Safety and Access (Leigh & Ng) No update. c) Community Bicycle & Pedestrian Advisory Committee (Leigh & Rebelos) Commissioner Leigh stated they are excited to have a new B/PAC member that is very active. She stated B/PAC would like to work on celebrating the start and completion of the new bike lane. d) BIS Safety Audit (Israelit & Ng) Commissioner Ng stated there was no additional update on this item as an update was provided during the Engineer’s Report by Mr. Tsai. Commissioner Ng just added that the information will be presented in a format to those associated with the school and stakeholders before it is brought back to the TSPC. Chair Israelit indicated the goal is to get something implemented before the end of the school year so people can start getting used to it prior to the start of the next school year. e) Mercy School Traffic Calming (Israelit & Martos) Commissioner Martos indicated that he felt this subcommittee can be disbanded but would leave that up to Mr. Wong. f) Hwy 101 Corridor Connectivity (Leigh & Rebelos) No update. 9. ADJOURNMENT 9:03 p.m. 10 1 even STAFF REPORT AGENDA ITEM NO: 6.b MEETING DATE: February 9, 2023 To: Traffic Safety and Parking Commission Date: February 9, 2023 From: Andrew Wong, Senior Engineer – (650) 558-7230 Subject: TSPC Representative on El Camino Real Task Force RECOMMENDATION Staff recommends the Traffic Safety and Parking Commission (TSPC) Chair nominate and appoint a new TSPC representative to the El Camino Real Task Force’s Community Group. BACKGROUND At their March 7, 2016 meeting, the City Council discussed and approved a Memorandum of Understanding (MOU) with Caltrans. The purpose of this MOU was not only to implement the southbound left turn restrictions at the intersection of El Camino Real (ECR) and Floribunda Avenue, but also to initiate the community stakeholders’ process for El Camino Real; now known as the El Camino Real Task Force. The El Camino Real Task Force was established to begin a collaborative exploration of potential solutions to address various issues related to traffic, pedestrian, infrastructure, safety, and natural resource issues along the El Camino Real Corridor within Burlingame. On June 6, 2016, the City Council adopted a resolution which approved a list of participants to the El Camino Real Task Force. This adoption was based on discussions from previous meetings where staff identified community members, staff members, Commissioners, and others to participate in the ECR Task Force. Based on the consultant’s recommendation, the Task Force was divided into two groups, the Community Group and the Technical Group. The Technical group consisted of City and Caltrans staff, while the recent active Community group included the following members: • Community Group 1. Jennifer Pfaff – President of the Burlingame Historic Society and a concerned resident. 2. Bobbi Benson – former Parks and Recreation Commissioner and a concerned resident along the ECR corridor. 3. Michael Weibracht – concerned resident along the ECR corridor. 4. Gaird Schlesinger – concerned resident. 5. Jeff Londer – former Traffic Safety and Parking Commissioner. 6. Beautification Commissioner The community members in the above list were identified because of their past experience and 13 Item 6.b – TSPC Representative on El Camino Real Task Force February 9, 2023 2 involvement on issues related to the ECR corridor. DISCUSSION Over the past several years, changes have occurred. While a significant amount of the work has already been completed by the Task Force, there have also been vacancies created in the Task Force, including former Task Force member Jeff Londer, who is no longer serving on the TSPC. Per the Memorandum of Understanding (MOU) with Caltrans, a TSPC commissioner would still be needed to fill the existing vacancy. Although most of the work has been completed, there may be opportunities where an active Task Force is necessary to assist in additional outreach to the community on the project. 14 1 even STAFF REPORT AGENDA ITEM NO: 6.c MEETING DATE: February 9, 2023 To: Traffic Safety and Parking Commission Date: February 9, 2023 From: Andrew Wong, Senior Engineer – (650) 558-7230 Subject: TSPC Letters of Support for Future Bicycle and Pedestrian Grant Opportunities RECOMMENDATION Staff recommends that the Traffic Safety and Parking Commission (TSPC) consider options to provide letters of support on behalf of the Commission for future bicycle and pedestrian improvement grant applications. BACKGROUND Throughout the year, Public Works staff applies for traffic safety, and bicycle and pedestrian improvements related grant funding opportunities. Some of these applications specifically require a letter of support, while others are needed to determine the level of community interest. When applying for these grants, staff reviews potential projects with the funding agency to determine the strongest qualified and well competing candidates for grant applications. Based on the feedback from grant agencies, staff identifies these candidates to submit applications. For projects that the City is not able to immediately fund, grant funding allows the City to “jumpstart” a project by providing funding. This benefits the City in two ways, first a particular project that otherwise may be delayed gets funded and work can begin sooner, and secondly the total number of bicycle and pedestrian projects the City must fund independently with its own General Fund is reduced, and increases opportunities to do more projects for the City’s Capital Improvements Program. These grant opportunities have varying application cycles and deadlines, some of which do not coincide with the meeting schedule of the TSPC. Hence, having a set protocol will provide ease and flexibility for the Commission to provide support letters when needed for potential projects. DISCUSSION To assist staff in meeting grant application deadlines, staff seeks input on two options to obtain TSPC letters of support: 16 Item 6.c – TSPC Letter of Support for Bicycle and Pedestrian Grant Opportunities February 9, 2023 2 Option A: The TSPC delegates authority to the Chair for drafting and signing letters of support for grant applications for projects that are listed in the City’s 2020 Bicycle and Pedestrian Master Plan’s Project Priority List (BPMP). Option B: Prior to any grant application deadline, and after staff has reviewed potential project(s) with the funding agencies; the TSPC is presented the potential project at a regularly scheduled TSPC meeting. The TSPC would then make a recommendation to provide support and for the Chair or designee to draft and sign a letter of support for the grant application. Should this Option be selected, it should be noted that if the grant application deadline is short, and there is inadequate time for staff to bring the potential candidates project lists before the Commission, the City may lose an opportunity to obtain a support letter from the Commission. In this Option, if a quorum for the meeting cannot be established, the TSPC Chair would then draft and sign a letter of support per BPMP’s “priority list” criteria in Option A. 17 1 STAFF REPORT AGENDA ITEM NO: 7.c MEETING DATE: February 9, 2023 To: Traffic Safety and Parking Commission Date: February 9, 2023 From: Michael Tsai, Transportation Engineer – (650) 558-7230 Subject: Engineering Division Reports/Public Works Update RECOMMENDATION Staff recommends that the Commission receive an update on various Public Works – Engineering projects and activities. BACKGROUND • Burlingame Station Pedestrian Improvements Project – Construction started in January and is currently on schedule to be complete by April. Excavation and utility work has been completed on the southeast corner and we are moving on to activities on the northeast corner. • Lyon Hoag Traffic Calming Project – Phase one of the traffic calming project which consisted of mostly striping and semi-permanent features was completed in April 2021. A post construction survey was collected in June 2021. As traffic patterns have adjusted to the project changes and reached post-pandemic levels, staff has been preparing an update for City Council in the spring. Thus far, origin-destination analysis has shown an impact on cut-through traffic. Additional volume counts and neighborhood surveys are planned. • Carolan/Oak Grove Traffic Signal Project – Consultant design team finalizing 95% PS&E and the project is anticipated to be advertised in April, with construction expected for this summer. • Highland Garage Utilization – Staff has been monitoring the increased usage of the garage and recently coordinated with Commissioner Martos and surveyed not only the garage, but other short-term facilities during a peak usage period. • California Drive Bike Facilities (Broadway to Oak Grove) – Project is currently being advertised for construction. Project bid opening is scheduled on February 7 and award by the end of February.
