The meeting video will be uploaded to the City's website after the meeting. Members of the public may provide written comments by email to vflores@burlingame.org. Emailed comments should include the specific agenda item on which you are commenting, or note that your comment concerns an item that is not on the agenda or is on the Consent Calendar. The length of the emailed comment should be commensurate with the three minutes customarily allowed for verbal comments, which is approximately 250-300 words. To ensure that your comment is received and read to the Beautification Commission for the appropriate agenda item, please submit your email no later than 5:00 PM on March 2, 2023. The City will make every effort to read emails received after that time but cannot guarantee such emails will be read into the record. FROM THE FLOOR Speakers may address the Commission concerning any matter over which the Commission has jurisdiction or of which it may take cognizance that is not on the agenda. Additional public comments on agenda action items will be heard when the Commission takes up those items. The Ralph M. Brown Act (the State local agency open meeting law) prohibits the Commission from acting on any matter that is not on the agenda. Speakers are asked to fill out a "request to speak" card located on the table by the door and hand it to staff, although provision of name, address or other identifying information is optional. Speakers are limited to three minutes each, although the Commission may adjust the time limit in light of the number of anticipated speakers. 6. OLD BUSINESS A. City of Burlingame Page 3 Printed on 2/23/2023 BURLINGAME BEAUTIFICATION COMMISSION Draft Minutes February 2, 2023 The regularly scheduled meeting of the Beautification Commission was called to order via Zoom at 6:31 pm by Chair Kirchner. ROLL CALL Present: Chair Kirchner, Commissioners Batte, Bauer, Chu, and Khoury Absent: None Staff: Parks and Recreation Director Glomstad, Parks Superintend Holtz, Recording Secretary Flores, and Parks Supervisor Barron and Burow Others: MINUTES Commissioner Batte made a motion to approve the November 3, 2022, Regular Meeting minutes. The motion was seconded by Commission Bauer and was approved 5-0-0. CORRESPONDENCE None. PUBLIC COMMENT None. OLD BUSINESS 1. Trees of Burlingame Ad Hoc Committee Members Update Chair Kirchner provided a summary of the latest chapter of Trees of Burlingame. He explained that he had two more chapters to complete and stated that Commissioner Khoury would assist with the Trees of Burlingame Future chapter. He recommended putting together an ad hoc committee that can meet to work on the assembly of the book. He stated that the Historical Society is looking over the completed chapters. NEW BUSINESS 1. Introduction of Parks Supervisor Carlie Burow & Pedro Barron Supervisor Burow introduced herself to the Commission and explained that her focus was on trees. She discussed her past education and experience. Chair Kirchner inquired about the current organization of the Division with the new Supervisor position. Director Glomstad explained that the Parks Supervisor position that City Arborist Holtz held previously had been divided into two supervisor positions under his purview. She stated that Supervisor Burow would focus largely on the tree aspect of the position, whereas Supervisor Barron would focus on landscape maintenance. Supervisor Barron introduced himself to the Commission and provided a summary of his experience with the City of Burlingame before being promoted to Parks Supervisor. Chair Kirchner asked whether Supervisor Burow and Barron would integrate themselves into the Beautification Commission's monthly meetings. Director Glomstad confirmed that they would do so as needed. Superintendent Holtz shared his appreciation and confidence in both Supervisors and explained that the Division previously had a three -prong management team in the early 2000s. 2. Oath of Office for New Commissioner Hadia Khoury Director Glomstad swore in New Commissioner Khoury. 3. BBC Chair Rotation and Welcome New Commissioner Chair Kirchner presented the Staff Report for the chair rotation. Commissioner Bauer made a motion to accept the leadership rotation as recommended in the Staff Report. The motion was seconded by Commissioner Chu and was approved 5-0-0. Commissioner Chu asked to confirm that, as the new Secretary per the chair rotation exhibits, there were any specific responsibilities with the position. Director Glomstad explained that aside from leading the meeting in the absence of Chair Bauer or Vice Chair Batte, there are no other responsibilities outside the normal ones associated with being a commissioner. 4. Landscape Award Committee Chair Rotation Chair Bauer provided a summary of the Residential and Business Landscape Award. She explained that we have two Commissioners heading the committee. She stated that the recommendation is to rotate Commissioner Chu as Chair and Commissioner Khoury as Vice -chair of the committee. Commissioner Kirchner made a motion to accept the committee chair rotation as recommended in the staff report. The motion was seconded by Commission Batte and was approved 5-0-0. 5. Landscape Award Discussion Director Glomstad recommended that the new committee chairs meet with the previous committee members if they have questions about how to proceed. Further, Director Glomstad discussed including a multifamily landscape award as presented by Council Member Colson. Commissioner Kircher stated that his interpretation of the request was for multifamily units as individual entries versus the entire development, for example, a review of balconies. Director Glomstad believed it was per complex as a whole, which would be easier to nominate and review. She also urged the Commission to keep in mind that many more businesses are on the bayfront. Chair Bauer discussed the window holiday decoration contest and explained that the Business Development Group was interested in advertising the Business Landscape Award on a greater scale. Director Glomstad explained that we could get the word out to the Business Improvement District (BID) for Downtown and Broadway. REPORTS Commissioner Chu stated that he received a flyer in the mail from CalTrans regarding a tree workshop being held about tree placement on El Camino Real. He explained that it would be held at the Community Center on February 9, 2023. Commissioner Kirchner stated that he would be attending as a member of the El Camino Real Task Force and explained the significance of the meeting. Director Glomstad confirmed the meeting time as 6:00 - 8:30 pm. City Arborist Holtz explained that he and Supervisor Burow have been meeting with CalTrans and other standing committee members. He provided a summary of the information CalTrans is pushing out. Further, he provided a recap of the storms beginning in late December 2022 into late January 2023. City Arborist Holtz explained that we are well on our way to completing our winter planting of just over 100 trees and that our sports fields are getting ready to re -open. Commissioner Kirchner acknowledged the email forwarded by Mayor Brownrigg regarding the consideration of a specific property for the sustainable landscape award. Commissioner Chu inquired about the tree ordinance updates and whether they would be coming soon. Director Glomstad explained that it will likely not be discussed with the Commission until spring this year. Commissioner Batte inquired about this year's Arbor Day, and Secretary Flores confirmed Arbor Day will be held Tuesday, March 7, at 10 am at Murray Field. ADJOURNMENT There being no further business, the meeting adjourned at 7:03 pm. The next Beautification Commission meeting is scheduled for March 2, 2023.
