The local agency holds a meeting during a declared state of emergency; 2. State or local health officials have imposed or recommended measures to promote social distancing; and 3. Legislative bodies declare the need to meet remotely due to present imminent risks to the health or safety of attendees. Via Webinar On January 17, 2023 the City Council adopted Resolution Number 004-2023 stating that the City Council and Commissions will continue to meet remotely for at least thirty days for the following reasons: 1. The City is still under a local state of emergency; 2. County Health Orders require that all individuals in public spaces maintain social distancing and wear masks; and 3. The City can't maintain social distancing requirements for the public, staff, Council members, and Commissioners in their meeting spaces. Pursuant to Resolution Number 004-2023, the Community Center will not be open to the public for the February 2, 2023 Burlingame Beautification Commission Meeting. Members of the public may view the meeting by logging on to the Zoom meeting listed below. Additionally, the meeting will be streamed live on YouTube and uploaded to the City's website after the meeting. Additional public comments on agenda action items will be heard when the Commission takes up those items. The Ralph M. Brown Act (the State local agency open meeting law) prohibits the Commission from acting on any matter that is not on the agenda. Speakers are asked to fill out a "request to speak" card located on the table by the door and hand it to staff, although provision of name, address or other identifying information is optional. City of Burlingame Page 3 Printed on 1/26/2023 BURLINGAME BEAUTIFICATION COMMISSION Draft Minutes November 3, 2022 The regularly scheduled meeting of the Beautification Commission was called to order via Zoom at 6:30 pm by Chair Kirchner. Present: Chair Kirchner, Commissioners Batte, Bauer, and Chu Absent: None Staff: Parks and Recreation Director Glomstad, Parks Supervisor Holtz, and Recording Secretary Flores Others: None MINUTES Commissioner Chu made a motion to approve the September 1, 2022, Regular Meeting minutes. The motion was seconded by Commission Batte and was approved 4-0-0. CORRESPONDENCE None. PUBLIC COMMENT None. 1, 117:31I.y 1►1 �1.Xy 1. Trees of Burlingame Ad Hoc Committee Members Update Chair Kirchner provided a summary of the recently completed chapter on Burlingame's groves. He explained that the next and final chapter will be about the future of trees of Burlingame and will be enlisting the help and feedback of all commissioners. He thanked members of the Historical Society for their assistance in fact -checking his work throughout the process. NEW BUSINESS None. REPORTS Director Glomstad mentioned the Commissioner Dinner scheduled for November 4, 2022. Further, she informed the Commission of the annual Tree Lighting event scheduled for December 2, 2022. Director Glomstad explained that the next Commission meeting scheduled for December 1, 2022, will include the Commission Chair rotation to appoint a new Chair and Vice -chair and Landscape Award Committee Chair and Vice -chair. She explained the January meeting is traditionally canceled because they fall close to the New Year holiday. Beginning in February 2023, in -person meetings will return. Director Glomstad thanked Commissioner Batte for volunteering at our Fall Fest event. Commissioner Bauer inquired about the holiday window decoration judging opportunity and asked whether there was any more information. Director Glomstad confirmed that no further information had been provided. Supervisor Holtz updated the Commission on the annual fall planting of approximately 135 trees. He explained that our tree contractor, West Coast Arborist, is currently working in grid section D, which encompasses the area between Adeline to Carmelita and El Camino Real to Vancouver. Further, he described the four-year pruning cycle. Supervisor Holtz reported that field renovations would begin and includes re -seeding and replenishing the area in preparation for spring use. The Department will embark on a media campaign through the City's eNews to better educate the public about the need for these closures and maintenance. Lastly, he shared that the Parks Division management team is returning to a three -person team, as was the case in the early 2000s and prior. Chair Kirchner suggested that the Commission recognize City Arborist Disco for his contribution at the next meeting. Also, he suggested that we include the concept of an Apartment Landscape Award to discuss at the next meeting. The Commissioners agreed. ADJOURNMENT There being no further business, the meeting adjourned at 6:47 pm. The next Beautification Commission meeting is scheduled for December 1, 2022. BACKGROUND Commission Rotation: Pursuant to the Rules of Procedure for the Officers of the Beautification Commission of the City of Burlingame (adopted October 20, 2005), Section II, C. Rotations of Officers: "Officers will be rotated at the Commission's first regular meeting in November of each year. The rotation order is as follows: 1. Vice Chair becomes Chair, 2. Commissioner who is not an officer, who has served the longest period of time on the Beautification Commission without or since serving as Chair becomes Vice Chair, 3. If two or more Commissioners have the same length of service on the Beautification Commission, then the Vice Chair shall be chosen from among them by a random draw, & 4. If a Commissioner, eligible under this subpart, declines to serve either office, an additional Commission rotation will take place." niGri issinm As there are no extenuating circumstances, this year's Commission rotation will be: Chair Commissioner Marcia Bauer and Vice Chair Carol Batte (Exhibit A). BACKGROUND The BLA promotes and awards a Burlingame business for exceptional landscaping and attractive visual contribution to the streetscape. The RSLA is awarded to a Burlingame resident for outstanding landscaping with a focus on the section of sustainable plant material, support systems, and landscape design. DISCUSSION Does Commissioner Khoury feel comfortable Vice Chairing the (BLA) and (RSLA) when she hasn't participated in the awards process prior. The Awards processes requires publicity, committee reports, determining areas for Commissioners to inspect (RSLA), a timeline, submissions of nominations, selection of Award winners and City Council presentation.
