The local agency holds a meeting during a declared state of emergency 2. State or local health officials have imposed or recommended measures to promote social distancing 3. Legislative bodies declare the need to meet remotely due to present imminent risks to the health or safety of attendees On September 20, the City Council adopted Resolution Number 007-2022 stating that the City Council and Commissions will continue to meet remotely for at least thirty days for the following reasons: 1. The City is still under a local state of emergency 2. County Health Orders require that all individuals in public spaces maintain social distancing and wear masks 3. The City can't maintain social distancing requirements for the public, staff, Councilmembers, and Commissioners in their meeting spaces. Pursuant to Resolution Number 012-2022, the Burlingame Beautification Commission Meeting will not be open to the public for the March 3, 2022 Meeting. Welcome! Members of the public may view the meeting by logging into the Zoom meeting listed below. The meeting video will be uploaded to the City's website after the meeting. Members of the public may provide written comments by email to gborba@burlingame.org. Emailed comments should include the specific agenda item on which you are commenting, or note that your comment concerns an item that is not on the agenda or is on the Consent Calendar. The length of the emailed comment should be commensurate with the three minutes customarily allowed for verbal comments, which is approximately 250-300 words. To ensure that your comment is received and read to the Beautification Commission for the appropriate agenda item, please submit your email no later than 5:00 p.m. on March 3, 2022. The City will make every effort to read emails received after that time, but cannot guarantee such emails will be read into the record. Any emails received after the 5:00 p.m. deadline which are not read into the record will be provided to the Beautification Commission after the meeting. FROM THE FLOOR Speakers may address the Commission concerning any matter over which the Commission has jurisdiction or of which it may take cognizance that is not on the agenda. Additional public comments on agenda action items will be heard when the Commission takes up those items. The Ralph M. Brown Act (the State local agency open meeting law) prohibits the Commission from acting on any matter that is not on the agenda. Speakers are asked to fill out a "request to speak" card located on the table by the door and hand it to staff, although provision of name, address or other identifying information is optional. Speakers are limited to three minutes each, although the Commission may adjust the time limit in light of the number of anticipated speakers. 6. OLD BUSINESS a. City of Burlingame Page 3 Printed on 212412022 Beautification Commission Meeting Agenda - Final March 3, 2022 City of Burlingame Page 4 Printed on 212412022 BURLINGAME BEAUTIFICATION COMMISSION Draft Minutes February 3, 2022 The regularly scheduled meeting of the Beautification Commission was called to order via Zoom at 6:30 pm by Chair Kirchner. ROLL CALL Present: Chair Kirchner, Commissioners Batte, Chu, and Ribera Absent: Commissioner Bauer Staff. Parks and Recreation Director Glomstad and Parks Superintendent/City Arborist Disco, Recording Secretary Borba Others: None MINUTES Chair Kirchner made a motion to approve the November 4, 2021 minutes. The motion was seconded by Commissioner Ribera and was approved 3-0-2. CORRESPONDENCE Secretary Borba announced that Arbor Day is Monday, March 7, 2022 at Village Park at 2:00pm. PUBLIC COMMENT None OLD BUSINESS 1. Trees of Burlingame Ad Hoc Committee Members Update Chair Kirchner stated Commissioner Bauer had requested to step down from the committee as co- chair. Chair Kirchner suggested that all Commissioners take a piece of the project to work on and make it their own. Chair Kirchner explained the documents emailed to the Commissioners and Director Glomstad, and Commissioner Chu stated they would forward their edits to him. Chair Kirchner reported he has been in contact with Jennifer Pfaff from the Burlingame Historical Society. She granted permission to use parts of the `Leafy Legacy' blog, which contains information in the Trees of Burlingame Book. Ms. Pfaff has also approved the use of photographs from the Burlingame Historical Society. Chair Kirchner stated his goal is to present a book chapter to the Commissioners each month. Director Glomstad thanked Chair Kirchner for all his work in getting this project off the ground and encouraged the rest of the Commissioners to take part in the project. NEW BUSINESS 1. Business Landscape Award and Residential Sustainable Landscape Award Outline Commissioner Batte stated she and Commissioner Chu put together an outline for the Awards. Commissioner Chu requested that each Commissioner choose a section of the City to inspect for the Residential Sustainable Landscape Award. Commissioner Batte selected section 2, Commissioner Chu selected section 3, Chair Kirchner selected section 1, Ribera selected section 4, and Commissioner Bauer was given section 5. Secretary Borba asked the commissioners to nominate two nominees for each award. Commissioner Chu and Commissioner Batte presented the Business Landscape Award timeline. Secretary Borba stated she would include the nomination application link in the Live Play Burlingame Brochure and the Enews. Commissioner Batte inquired if the Commission has considered a separate category for window displays. Director Glomstad stated window displays are not in the BBC purview. Commissioner Chu reminded the commissioners the deadline for the public to nominate a business is June 1, 2022, and Commissioners on June 2, 2022, at the BBC meeting. REPORTS 1. Director Glomstad Director Glomstad informed the Commissioners the Community Center is coming along, and the contractor should turn over to the building to the City the week of May 16, 2022. IT and Facilities need to do some setup before staff starts moving in. Director Glomstad stated that the goal is to open the building to the public by June 13, 2022, and begin programming the week of June 20, 2022. Director Glomstad explained the City would like to remove the portables out of Lot X as soon as possible to open it for public use. Director Glomstad stated Commissioner Chu raised a question about paving over planter strips. Due to Parks Division not overseeing sidewalks or construction projects, it is a complex issue to tackle and enforce. She stated that the plan is to meet with the City Attorney and get more information on who is responsible for paved over planter strips and what can be done. Arborist Disco stated you do need a permit if you are going to install any permanent material to the planting area, and the Planning Division only allows permeable materials. Arborist Disco also noted that if a planting strip is paved and the property applies for a permit for a new build, he requires the paving be removed from the planter strip and that trees be planted. 2. Parks Superintendent/City Arborist Disco City Arborist Disco stated December and January were busy months for the trees in Burlingame. A Large Eucalyptus failed on California Drive between Oak Grove and Morrell in the Francard Grove, a shared area along the train tracks with City of Burlingame, Caltrain, and San Francisco Water. Arborist Disco stated that he had an independent arborist inspect all the City -owned trees in the Francard Grove, and she recommended the removal of 20 trees along the Grove. He stated the City would replant these trees when the ground is more stable. In addition, Arborist Disco stated he notified Caltrain and San Francisco Water to inspect their trees in the Grove. He reported that both agencies have been collaborative, and he met with them on site. Arborist Disco informed the commissioners most of the athletic fields are closed until March. He stated that the City does annual maintenance from November to March, including seedings, aerating, and top -dressing. 3. Commissioner Kirchner None 4. Commissioner Bauer None 5.
