Beautification Commission Meeting Agenda - Final November 4, 2021
On September 16, 2021, Governor Newsom signed into law AB 361, which allows a local agency to
meet remotely when:
1. The local agency holds a meeting during a declared state of emergency
2. State or local health officials have imposed or recommended measures to promote social
distancing
3. Legislative bodies declare the need to meet remotely due to present imminent risks to the health or
safety of attendees
On September 20, the City Council adopted Resolution Number 116-2021 stating that the City Council
and Commissions will continue to meet remotely for at least thirty days for the following reasons:
1. The City is still under a local state of emergency
2. County Health Orders require that all individuals in public spaces maintain social distancing and
wear masks
3. The City can't maintain social distancing requirements for the public, staff, Councilmembers, and
Commissioners in their meeting spaces.
Pursuant to Resolution Number 116-2021, the Burlingame Beautification Commission Meeting will not
be open to the public for the November 4, 2021 Meeting.
Members of the public may view the meeting by logging into the Zoom meeting listed below. The
meeting video will be uploaded to the City's website after the meeting. Members of the public may
provide written comments by email to gborba@burlingame.org.
Emailed comments should include the specific agenda item on which you are commenting, or note that
your comment concerns an item that is not on the agenda or is on the Consent Calendar. The length of
the emailed comment should be commensurate with the three minutes customarily allowed for verbal
comments, which is approximately 250-300 words. To ensure that your comment is received and read
to the Beautification Commission for the appropriate agenda item, please submit your email no later
than 5:00 p.m. on November 4, 2021. The City will make every effort to read emails received after that
time, but cannot guarantee such emails will be read into the record. Any emails received after the 5:00
p.m. deadline which are not read into the record will be provided to the Beautification Commission after
the meeting.
All votes are unanimous unless separately noted for the record.

Speakers may address the Commission concerning any matter over which the Commission has
jurisdiction or of which it may take cognizance that is not on the agenda. Additional public comments
on agenda action items will be heard when the Commission takes up those items. The Ralph M. Brown
Act (the State local agency open meeting law) prohibits the Commission from acting on any matter that
is not on the agenda. Speakers are asked to fill out a "request to speak" card located on the table by
the door and hand it to staff, although provision of name, address or other identifying information is
optional. Speakers are limited to three minutes each, although the Commission may adjust the time
limit in light of the number of anticipated speakers.

Draft Minutes October 7, 2021
The regularly scheduled meeting of the Beautification Commission was called to order via Zoom at 6:30
pm by Chair Hunt.
ROLL CALL
Present: Commissioners Hunt, Kirchner, Kearney, Bauer, Batte, Chu, and Ribera
Absent: None
Staff. Parks and Recreation Director Glomstad and Parks Superintendent/City Arborist Disco,
Recording Secretary Borba
Others: None
MINUTES
Commissioner Kirchner had two spelling corrections on the August 5, 2021 minutes. Commissioner
Kearney made a motion to approve the August 5, 2021 minutes as amended. The motion was seconded by
Commissioner Bauer and was approved 5-0.

OLD BUSINESS
1. Commissioner Update on Council Presentation of the Business Landscape Award and
Residential Sustainable Landscape Award
Chair Bauer reported she put together a PowerPoint for the Council presentation on October 18, 2021.
Commissioner Bauer stated she received the watercolor from Dale Perkins for the Business Landscape
Award recipient, and she will pick up the lawn plaque for the Residential Sustainable Landscape
Award and Award plaque for the Business Landscape Award from Director Glomstad. Commissioner
Bauer inquired who would be attending the Zoom Council meeting. Commissioner Kirchner,
Commissioner Batte, and Chair Hunt responded they would be attending.
2. Trees of Burlingame Ad Hoc Committee Members Update
Commissioner Kirchner recapped what `Trees of Burlingame' is for the new
Commissioners. He stated that the Commission had been tasked with republishing the original booklet
from 1971 and rehabbing the content. Secretary Borba will send the new Commissioners the original
booklet. Commissioner Kirchner stated the Commissioners would discuss the outline of the booklet
at the next meeting. Commissioner Bauer said she would set up a google document for the
Commissioners to share information and pictures for this project.
NEW BUSINESS
1. Oath of Office for New Commissioner(s)
Director Glomstad thanked the outgoing Commissioners, Chair Hunt and Commissioner Kearney, for
the many years of service, passion, time, and energy they both put into the Commission. She also stated
her appreciation, and she looks forward to working with them both on future projects.
Director Glomstad introduced the new Commissioners Chu and Ribera and had them say a few words
about themselves.
Director Glomstad had new Commissioner Chu, and Commissioner Ribera read the Oath of Office to
swear them into the Beautification Commission.
REPORTS
1. Director Glomstad
Director Glomstad informed the Commissioners Sunday, October 10, the P&R Foundation is holding
a Pickle Ball Tournament. She stated space to sign-up is still available.
Director Glomstad stated the Muddy Mile is on October 17, 2021. She stated if any of the
Commissioners are interested in helping to contact her.
Director Glomstad said that the Compost Give Away is on October 16, 2021 at the Parks Yard.
2. Parks Superintendent/City Arborist Disco
City Arborist Disco stated the City has a new tree contractor, West Coast Arborist (WCA). They have
been tasked with trimming all the large stature trees and grid pruning and are currently working in
Burlingame Avenue to Peninsula Avenue and Occidental Avenue to Edgehill Drive.
Arborist Disco informed the Commissioners that two large Eucalyptus trees would be worked on the
1900 and 2000 blocks of Easton Drive. He stated a large Eucalyptus on Easton and Vancouver would
be removed by PG&E tentatively in November, and the other Eucalyptus will have some large limbs
removed over high voltage wires.
3. Commissioner Hunt
Commissioner Hunt stated she would miss being on the Commission and that she loved every minute
of her time spent serving on the Commission.
4. Commissioner Bauer

5. Commissioner Kirchner
Commissioner Kirchner stated his appreciation for the contribution to the Commission the two
outgoing Commissioners made.
Commissioner Kirchner stated that the Council asked many good questions during the new
commissioner interview process that were thought -provoking and might be discussed at a future
meeting.
6. Commissioner Kearney
Commissioner Kearney stated she enjoyed being on the Commission.
7. Commissioner Batte

8. Commissioner Chu
None
9. Commissioner Ribera
None
The next Beautification Commission meeting is on November 5, 2021. There being no further business,
the meeting adjourned at 7:02 pm.
