Beautification Commission Meeting Agenda - Final October 7, 2021
On September 16, 2021, Governor Newsom signed into law AB 361, which allows a local
agency to meet remotely when:
1. The local agency holds a meeting during a declared state of emergency
2. State or local health officials have imposed or recommended measures to promote
social distancing
3. Legislative bodies declare the need to meet remotely due to present imminent risks
to the health or safety of attendees
On September 20, the City Council adopted Resolution Number 116-2021 stating that
the City Council and Commissions will continue to meet remotely for at least thirty days
for the following reasons:
1. The City is still under a local state of emergency
2. County Health Orders require that all individuals in public spaces maintain social
distancing and wear masks
3. The City can't maintain social distancing requirements for the public, staff,
Councilmembers, and Commissioners in their meeting spaces.
Pursuant to Resolution Number 116-2021, the Burlingame Beautification Commission
Meeting will not be open to the public for the October 7, 2021 Meeting.
Members of the public may view the meeting by logging into the Zoom meeting listed
below. The meeting video will be uploaded to the City's website after the meeting.
Members of the public may provide written comments by email to
gborba@burlingame.org.
Emailed comments should include the specific agenda item on which you are
commenting, or note that your comment concerns an item that is not on the agenda or
is on the Consent Calendar. The length of the emailed comment should be
commensurate with the three minutes customarily allowed for verbal comments, which
is approximately 250-300 words. To ensure that your comment is received and read to
the Beautification Commission for the appropriate agenda item, please submit your
email no later than 5:00 p.m. on October 7, 2021. The City will make every effort to read
emails received after that time, but cannot guarantee such emails will be read into the
record. Any emails received after the 5:00 p.m. deadline which are not read into the
record will be provided to the Beautification Commission after the meeting.
All votes are unanimous unless separately noted for the record.

Speakers may address the Commission concerning any matter over which the Commission has
jurisdiction or of which it may take cognizance that is not on the agenda. Additional public comments
on agenda action items will be heard when the Commission takes up those items. The Ralph M. Brown
Act (the State local agency open meeting law) prohibits the Commission from acting on any matter that
is not on the agenda. Speakers are asked to fill out a "request to speak" card located on the table by
the door and hand it to staff, although provision of name, address or other identifying information is
optional. Speakers are limited to three minutes each, although the Commission may adjust the time
limit in light of the number of anticipated speakers.

Draft Minutes August 5, 2021
The regularly scheduled meeting of the Beautification Commission was called to order via Zoom at 6:30
pm by Chair Hunt.
ROLL CALL
Present: Commissioners Hunt, Kirchner, Kearney, Bauer, and Batte
Absent: None
Staff. Parks and Recreation Director Glomstad and Parks Supervisor, Richard Holtz
Others: None
MINUTES
Commissioner Bauer made a motion to approve the May 6, 2021 minutes. The motion was seconded by
Commissioner Kirchner and was approved 5-0.

OLD BUSINESS
1. Commissioner Discussion and Vote on The Business Landscape Award and Residential
Sustainable Landscape Award
Chair Bauer reported there were nine nominees for the Residential Sustainable Landscape Award
(RSLA). Chair Bauer shared pictures of the nominees. The Commissioners discussed the nominees
and voted on the RSLA. 217 Chapin Lane was chosen as the 2021 winner.
Chair Bauer reported there were four nominees for the Business Landscape Award (BLA). The
Commissioners discussed the nominees and voted on the BLA. Stacks Restaurant was chosen as the
2021 winner.
Chair Bauer stated there were two Honorable Mentions for parklets. The Commissioners discussed
nominees and voted. Ristorante Rocca was chosen as the winner.
2. Trees of Burlingame Ad Hoc Committee Members Update
Commissioner Kirchner reported he and Commissioner Bauer have put together a draft content outline
of what will be included in the Trees of Burlingame book that was forwarded to the Commissioners.
He encouraged the Commissioners to share input on the different sections of the book. Commissioner
Kirchner stated that pictures of trees in Burlingame will be needed for the book and he would
appreciate the Commissioners noting locations for him go out and take pictures of the trees.
Commissioner Bauer suggested setting up a google document for the Commissioners for this project.
NEW BUSINESS
REPORTS
1. Director Glomstad

2. Parks Supervisor Holtz
Park Supervisor Holtz reported that the Parks staff did a wonderful job on the Washington Park Tennis
Court landscape project. He stated the Parks staff has been maintaining the Parks in Burlingame at a
high level of excellence and training new staff.
3. Commissioner Hunt
None
4. Commissioner Bauer
Commissioner Bauer reported a few months ago on Next door a resident requested a walking tour of
trees in Burlingame. Commissioner Bauer stated after some discussion it is recommended that the
walking tour be a self -guided walking tour in the back of the Trees of Burlingame book. The
Commissioner agreed with the recommendation.
5. Commissioner Kirchner
Commissioner Kirchner started the El Camino Task Force had a chance to look over the environmental
impact statement made by Caltrans for the renovation of El Camino Real. Commissioner Kirchner
summarized it for the Commissioners. He reported Caltrans took all the parameters the City had set
into consideration with the environmental impact statement and they will formulate it into a design.
Commissioners Kirchner stated that the corridor will look drastically different with potential
underground utilities and a selection of tree species.

The next Beautification Commission meeting is on September 2, 2021. There being no further business,
the meeting adjourned at 7:07 pm.
