Brown Act in order to allow for local legislative bodies to conduct their meetings telephonically or by other electronic means. Pursuant to the Shelter -in -Place Order issued by the San Mateo County Health Officer on March 16, 2020, the statewide Shelter -in -Place Order issued by the Governor in Executive Order N-33-20 on March 19, 2020, and the CDC's social distancing guidelines which discourage large public gatherings, the Recreation facilities will not be open to the public for the March 4, 2021 Beautification meeting. Members of the public may view the meeting by logging into the Zoom meeting listed below. The meeting video will be uploaded to the City's website after the meeting. Members of the public may provide written comments by email to recreation@burlingame.org. Emailed comments should include the specific agenda item on which you are commenting, or note that your comment concerns an item that is not on the agenda or is on the Consent Calendar. The length of the emailed comment should be commensurate with the three minutes customarily allowed for verbal comments, which is approximately 250-300 words. To ensure that your comment is received and read to the Beautification Commission for the appropriate agenda item, please submit your email no later than 5:00 p.m. on March 4, 2021. The City will make every effort to read emails received after that time, but cannot guarantee such emails will be read into the record. Any emails received after the 5:00 p.m. deadline which are not read into the record will be provided to the Beautification Commission after the meeting. All votes are unanimous unless separately noted for the record. FROM THE FLOOR Speakers may address the Commission concerning any matter over which the Commission has jurisdiction or of which it may take cognizance that is not on the agenda. Additional public comments on agenda action items will be heard when the Commission takes up those items. The Ralph M. Brown Act (the State local agency open meeting law) prohibits the Commission from acting on any matter that is not on the agenda. Speakers are asked to fill out a "request to speak" card located on the table by the door and hand it to staff, although provision of name, address or other identifying information is optional. Speakers are limited to three minutes each, although the Commission may adjust the time limit in light of the number of anticipated speakers. 6. OLD BUSINESS a. City of Burlingame Page 2 Printed on 212512021 BURLINGAME BEAUTIFICATION COMMISSION Draft Minutes February 4, 2021 The regularly scheduled meeting of the Beautification Commission was called to order via Zoom at 6:30 pm by Commissioner Dinuri. ROLL CALL Present: Commissioners Kirchner, Kearney, Hunt, Dinuri, and Bauer Absent: None Staff. Parks and Recreation Director Glomstad, Parks and Recreation Superintendent/City Arborist Disco and Recording Secretary Borba Others: None MINUTES Commissioner Hunt made a motion to approve the December 3, 2020 minutes. The motion was seconded by Commissioner Bauer and was approved 5-0. CORRESPONDENCE None PUBLIC COMMENT None OLD BUSINESS 1. Council Approved Urban Forest Management Plan (UFMP) Park and Recreation Director Glomstad announced that the City Council approved the UFMP. Director Glomstad noted that the hyperlinks were added, and Council requested that a few pictures be changed. She also stated Council asked that the locations of the trees pictured in the document be noted and the species. The Commissioners stated they were very pleased with the UFMP. NEW BUSINESS 1. Business Landscape Award and Residential Sustainable Landscape Award Secretary Borba read the staff report. Commissioner Bauer accepted the Award Committee Chair position. Commissioners were assigned to the following areas: Commissioner Kirchner Area 1; Commissioner Hunt Area 5; Commissioner Bauer Area 4; Commissioner Kearney Area 3; and New Commissioner Area 2. Chair Bauer asked the commissioners to look for nominations for the Business Landscape Award and refer anyone who would nominate a business to City website. She stated the deadline to nominate for both awards is June 1, 2021. 2. Commission Letter to Council Regarding Under Ground Utilities on El Camino Real Commissioner Kirchner stated the City Council had obtained all the PG&E utility credits needed to underground the El Camino Project's utilities, and the letter is no longer needed. He stated he would like to commend the City Council for securing all the credits. 3. Arbor Day Arborist Disco announced Arbor Day is March 4, 2021, at Skyline Park. Director Glomstad stated the event would follow County COVID guidelines and include the Council, Beautification Commissioners, and a few staff members. 4. Update to the 'Trees of Burlingame" Book Director Glomstad informed the Commissioner that the "Trees of Burlingame" book needs to be updated from the 1977 version. She stated this is a project the Commission can work on over the next year. Arborist Disco stated he would like to see it be a picture book of Burlingame's beautiful trees. Commissioner Kirchner volunteered to be the Chair, and Commissioner Bauer volunteered to be the Vice -Chair. REPORTS 1. Director Glomstad Director Glomstad reported the wood -carved house in Washington Park, designed and built by Lead Worker Delaney, is complete. Director Glomstad announced there would be a ribbon -cutting for the house. Director Glomstad thanked Chair Dinuri for her time and service to the Commission and stated she would be missed. Director Glomstad informed the Commissioners with Commissioner Dinuri resigning from the Commission. Following the past practice of rotation, Commissioner Hunt will become Commission Chair, and Commissioner Kirchner will be the Commission Vice -Chair. She stated the City Council has opened up the application process to replace Chair Dinuri and that the closing date is on March 5, 2021. Director Glomstad said they should have a new Commissioner in April. Director Glomstad informed the Commissioners that she would present an update on the Community Center project at the next City Council meeting. 2. Parks Superintendent/City Arborist Arborist Disco stated the January Street Tree Planting is almost complete with 82 trees planted. Arborist Disco reported the Parks Division has been working on a few landscape projects at Washington Park in the back, at Ray Park, at Cuernavaca Park upper field, and J-Lot/Primrose Park new playground. Arborist Disco informed the Commissioners that Ray Park ballfield's opening had been postponed since the grass hasn't rooted enough to allow its use. The staff is hopeful that the field can be opened by the end of March. 3. Commissioner Hunt None 4. Commissioner Bauer None 5. Commissioner Kirchner Commissioner Kirchner reported on the El Camino Real Project. He stated Caltrans asked for public comment, and now that window has closed. He stated the next phase is the design phase. Caltrans has four design alternatives, including moving the trees on the west side of El Camino Real to be between the street and sidewalk and undergrounding the utilities. 6. Commissioner Kearney Commissioner Kearney stated she has enjoyed working with Commissioner Dinuri and will miss her. 7. Commissioner Dinuri Commissioner Dinuri stated she wishes to thank everyone and noted that it had been an honor and pleasure to serve on the Beautification Commission.
