HomeMy WebLinkAboutMin - CC - 1935.05.20149 Burlingame, California, May 20, 1935. A regular meeting of the City Council of the City of Burlingame was held .on the above given date. The meeting was called to order at 8:04 P.M., Mayor Buck in the Chair. Councilmen Buck:, Handlos, !high, Hives and runt answered the `„ roll call. The minutes of the meeting of Tray 6th 2935, mere read and approved. A letter was received from the California Municipal Utilities notifying Council of a dinner meeting at the Benjamin xranklin Hotel, San L:ateo, May 29th at 6:30 P.!:. and inviting them to be present. The Council was asked to bear the date in rind and attend if possible. An application for the position of Playground Supervisor for the corning aumner was presented to the Council by C. E.Righter and was ordered referred to the Committeeman who will be appointed later in the evening. An invitation to attend patriotic services at Santa Clara on July 4, 1935, was tendered by M�yor Coneaamon. Mayor Huck asked the Council to bear date in min A letter was read from Dorothy S. Snaith expressing the tanks of ft. Palmer School of Dancing for the financial did tendered by the City for the May Day festival. The same was ordered filed. A letter was read from T. H. Mood, 1216 Mills Avenue, calling attention to the destruction of his park area by the installation of the stoma sewer and requesting its replacement. The matter was referred to Park Superintendent Anderson to get a price on the planting of trees along Mills Avenue. A letter from the Economy Service Company of San Francisco requesting exclusive right to operate service trucks in the pick- ing up of crank case drainings from service stations and garages was laid over for --investigation. An application from John Farrell to operate a sandwich shop and beer parlor on Lorton Avenue, was referred to Police Chief Harper for investigation and report. A letter was received from the Burlingame Fire CoMmission (W. H. L4edley, Chairman) advising Council that R. L. Read had served probationary period of six months as a fireman and asking that he be appointed a full time man. A motion to this effect was offered by Councilman Handlos and was seconled by Councilman Hives. - Carried, all voting AYE. Elizabeth Balderston, 832 Newhall Avenue, complained of the oon- ditior in which that'..street was left after it was opened up to install sewer and wished relief in the matter. The complaint was referred to Mr. Rolline to investigate with instructions to place the street in proper condition, -the City Cleric to so notify Mrs. Balderston. City Attorney Davis submitted report on matters pending in the Y Legislature affecting cities and the same was ordered filed for future reference. Fir. Davis reported as to the codifying of City ordinances, that he had gone over the various ones of the City and that about one-third of them are ineffective by reason of implied or express repeal; about one-fourth deal with offices and adminis- tration matters, such as taxation, government operation, etc. which are called administrative ordinances, the rest of them being made up of police, fire, health, street and building ordinances. Mr. Davis favors the segregation under five heads, namely, administrative, police, fire, building and street;health 150 being taken care of under police. They should then be placed in a code form, not by printing the ordinance in full but editing thea in text form and giving numbers of respective ordinances at the bottom of page for reference. This would bring the cost down con- siderably. It would take at least six monthe to get out the code - after that it could be added to easily at nominal expense. Mr.Davis was of the opinion that the cost:;ould not exceed $100.00. On motion by Councilman Hives and seconded by Councilnrx.n Handlos, Mr. Davis was instructed to proceed with the work. City Engineer Thomas reported that C. W. Coletti & Co.,Contfactors, for the earth fill on sewer disposal project, have fully completed their contract and there is now due them at this time ;10,008.00 which lir. Thomas recommends for payment. The balance X1420.00 to be retained 35 days as per terms of contract. The Council author- ized the payment of $1,10,008.00 for Coletti Co.; City Clerk Murphy being authorized to draw a warrant for the same. Councilman Hunt recon—mended in favor of a readjustment of street lights in some instances; favored light in FJillborcugh subdivision and the relocation of neon lights on Bay Shore Highway nearer to Brdadway and also Howard Avenue, they being main laterals. The matter was ordered referred to the Lighting Committee. Attorney Davis reported that the G. ',7. Williams Co. would lay sidewalks in Willborough subdivision where not now in place. The Council authorized the putting in of sidewalk on El Camino Real 'between Bellevue and Floribunda Avenues at a cost not to exceed 0300.00. - Iwot:ion by Councilman Hunt and seconded by Councilman High. City Attorney Davis reported he would present to the Board of Supervisors, the matter of the formation of a sewer district in Burlingame hills as being a part of the Burlingame sewer project now under way. Henry Iliddendorff, 1114 Bayswater, objected to decision of Judge Stone in closing Hoover Hall at midnight for dances and asked that City ordinance governing nuisances be enforced. No action was taken in the matter. City Engineer Thomas reported in the South Burlingame sewer pro- gram, that no allowance had been made for the care of a foreman for two weeks, and material, the approximate cost being $300.00 which will include the repaying of pavement between California Drive and Bellevue Avenue along Do;iglas Avenue. Superintendent of Streets W. A. Rollins reported server bad for a long time and in need of replacement. On motion by Councilman Hives and seconded by Councilman high, the expenditure of X300.00 was authorized. Ordinance 114. 283 amending Ordinance No. 227, was given second reading and was adopted on motion by Councilman Hunt and seconded by Councilman Handlos. - Carried, all voting AYE. Mayor Buck announced the appdatment of Councilman Hunt as Committee- man for the City of Burlingame in the sumer recreational project 151 which will be shared in part with the City of San iateo, which City will also name a Committeeman. The Committeemen from both Cities will select the third member. Councilman Hunt has been empowered to sign all papers relative to SKU covering Burlingamels participation in the project. Changes in the lighting of the ball field in Washington Park for night play as submitted by the Pacific Gas w Electric Co., are to be turned over to City electrician Dessin for approval. Councilman Hunt suggested that Lir. Dessin inspect the San Yateo field where lighting has recently been installed, with the view of making any changes should it appear necessary. It rras so ordered. Councilman Hunt presented a tentative set up for summer recreational pro jest for San Mateo and Burlingame which would amount to :P450.00, each .".ity to share one-half; offered as a motion that the City of Burlingame appropriate $225.00 for its share of the expense,- was duly seconded by Councilman Handlos. - Carried, all voting AYE. Allan J. Boyce, citizen and taxpayer of Burlingame, suggested the placing of a white mark across Floribunda Avenue at Primrose Road as a safety measure for autos as well as pedestrians. Mr. Boyce also suggested to the Council, the studying of the proposition to out Primrose Road through from Floribunda avenue to Oak Grove Avenue, also the feasibility of an underpass at the foot of Bellevue Avenue as a means of splitting up traffic where it is now congested. Mayor Buck thought the ideas excellent ones if funds were available but it would require pore than the general fund could ever con- tribute -- suggested to Cdr. Boyce that he present the matter to the Planning Co=ission for their consideration. It was so ordred. Demands against the City Thos. 7979 to 8062, inclusive, were read and approved and Warrants were ordered drawn on the City Treasury for their respective amounts. The Council thereupon adjourned.
