HomeMy WebLinkAboutReso - CC - 033-2024RESOLUTION NO. 033-2024 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BURLINGAME AUTHORIZING THE CITY MANAGER TO EXECUTE A SIDE LETTER AGREEMENT WITH TEAMSTERS LOCAL 856 WHEREAS, the Memorandum of Understanding (MOU) between Teamsters Local 856 and the City of Burlingame is set to expire on December 31, 2025; and WHEREAS, the City and Teamsters representatives have met to discuss salary increases and vision benefits; and WHEREAS, the side letter amendments (Exhibit A) are related to language changes to Article 6.1 Salary Increases and Article 15.3 Health & Welfare: Vision of the MOU; and WHEREAS, the proposed amendments are supported by the City of Burlingame and the Teamsters Local 856 Bargaining Unit. NOW, THEREFORE, BE IT RESOLVED, 1. The amendment to the Memorandum of Understanding between Teamsters Local 856 and the City of Burlingame, set forth in the Side Letter attached as Exhibit A, is approved. 2. The City Manager is authorized and directed to execute the Side Letter between the City of Burlingame and Teamsters Local 856. ____________________________ Donna Colson, Mayor I, MEAGHAN HASSEL-SHEARER, City Clerk of the City of Burlingame, certify that the foregoing resolution was introduced at a regular meeting of the City Council held on the 18th day of March 2023, and was adopted thereafter by the following vote: AYES: COUNCIL MEMBERS: BEACH, BROWNRIGG, COLSON, ORTIZ, STEVENSON NOES: COUNCIL MEMBERS: NONE ABSENT: COUNCIL MEMBERS: NONE ____________________________ Meaghan Hassel-Shearer, City Clerk DocuSign Envelope ID: 5724A486-3B4C-473F-BDF9-6EE090BEE1EC 4858-8304-0424 v1 SIDE LETTER AGREEMENT BETWEEN THE CITY OF BURLINGAME AND TEAMSTERS LOCAL 856 Pursuant to the provisions of the Meyers-Milias-Brown Act and the Memorandum of Understanding between the City of Burlingame (“City”) and Teamsters Local 856 (“Local 856”) effective January 1, 2023 through December 31, 2025 (“MOU”), this Side Letter of Agreement is entered into on this 5th day of March 2024, between the City and Local 856 (“Side Letter Agreement” as an amendment to the MOU. The City and Local 856 have met and conferred in good faith concerning the terms and conditions of this Side Letter Agreement and its implementation and now therefore agree to the following: “6. SALARY PLAN AND PREMIUM PAYS” shall be amended as follows: 6.1 Salary Increases  Effective March 7, 2023, there will be an increase in base salary for all classes of four percent (4.0%).  Effective the first pay period of January 2024, there will be an increase in base salary for all classes of three percent (3.0%).  Effective the first pay period following Council adoption of this Side Letter Agreement, there will be an additional increase in base salary for all classes of two percent (2.0%).  Effective the first pay period of January 2025, there will be an increase in base salary for all classes of four percent (4.0%). … “15. HEALTH AND WELFARE” shall be amended as follows: 15.3 Vision  Employees have the option to enroll in the City’s self-insured vision reimbursement plan or the vision plan offered by the Union. The City and Local 856 agree that this Side Letter Agreement will be presented to the City Council for its determination prior to implementation and shall not be effective until or unless the City Council renders its approval. This Side Letter Agreement is approved and accepted by the following authorized representatives of each party.
