CALL TO ORDER The duly noticed regular meeting of the Burlingame Parks & Recreation Commission was called to order by Chair Milne at 7:01 pm. 2. ROLL CALL COMMISSIONERS PRESENT: Brunello, Milne, Chang, Yu, and Wettan COMMISSIONERS ABSENT: Pappajohn & Holzman STAFF PRESENT: Parks & Recreation Director Glomstad, Recreation Manager Acquisti, Recreation Supervisor Coggins, Recreation Coordinator Garcia, Parks Superintendent/Arborist Holtz, Parks Supervisor Barron & Recording Secretary Helley OTHERS PRESENT: 3. APPROVAL OF MINUTES Commissioner Brunello made a motion to approve the June, August, October, and November minutes. The motion was seconded by Commissioner Yu, and the motion was approved. 5-0-2 (Pappajohn & Holzman absent) 4. CORRESPONDENCE None 5. PUBLIC COMMENTS Eric thanked the Commission for the opportunity to speak tonight. He and his wife live in a house next to the Ray Park Dog Park area. Their bedroom and home office are closest to the park. He reported the consistent barking/loud dogs for sometimes 30-60 minutes. People leave their dogs 1 Parks & Recreation Commission APPROVED Minutes January 18, 2024 unattended at the park. His wife works from home and has had to purchase noise -cancelling headphones as the loud and extended barking is distracting. In the last 17 months, they have tried to resolve the issue but have had no success. They have called the police about 32 times. He played two recordings of dogs barking that were taken from their bedroom. Nemanja Colovic with Burlingame Soccer Club requested the Commission to consider reviewing and adjusting the current Field Use policy. The non-profit group would like to apply to be a Validated User group; however, they do not qualify as the policy is currently written. The group has been a field renter for the past several years. The benefits of being a validated user would allow the practice time to be earlier than is currently available to them as a renter. Shep Maher reported the new gymnasium at Burlingame Intermediate School is awesome. However, he is not sure if the Commission is aware that the lines on the court are painted too short for regular basketball play. 6. OLD BUSINESS None 7. NEW BUSINESS a. Approval of Installation of Two New Didactic Panels at Washington Park Director Glomstad introduced Bill Walsh, who, in December 2023, contacted staff and expressed interest in installing two didactic panels in Washington Park. He had reached out to the Burlingame Historical Society, and they said they would help with the content and design of the panels. He also noted that donations would fund the project. Walsh stated the first panel would tell the story of William Corbitt, who bought 440 acres just north of Burlingame Avenue, from the County Road (El Camino) to the bay. Mr. Corbitt was a horse breeder and raised trotters on the acreage. The second panel would provide information about the Gunst Mansion which was located by the Rose Garden close to the carriage house. He also suggested that perhaps color copies of the panels could be displayed in the Community Center, and a copy of the Corbitt panel could be displayed at Burlingame High School. MOTION by Wettan to approve the installation of two new didactic panels in Washington Park. Motion seconded by Brunello. Motion approved 5-0-2 (Pappajohn & Holzman absent) b. Usage of Burlingame Fields Supervisor Coggins and Recreation Coordinator Garcia provided an overview of what sports could be played on which of the eight fields in Burlingame, the purpose of the Field Use Policy, and the role of Parks & Recreation staff. Currently, Burlingame Youth Baseball, Burlingame Girls Softball, AYSO, St. Catherine, Our Lady of Angels, and Burlingame High School are validated. Burlingame Soccer Club and Coyotes Lacrosse are renters. Manager Acquisti explained the order 2 Parks & Recreation Commission APPROVED Minutes January 18, 2024 of allocation of field time and the process of assigning field time to the Validated User groups in ninety -minute time blocks. Director Glomstad reviewed the current usage by each organization, including a historical look back. She noted that the trend is an increase in the usage by most field users, and it has impacted the availability of field time for some groups. Staff will return to a future Commission meeting to review the Field Use policy and ask for an Ad Hoc committee of commissioners to help update the policy. Chair Milne opened public comment. Nemanja noted that Village Park is one slot, and half of Murray Field is one slot; BSC gets a lot of slots; they use three grass slots next to Murray. The group takes any slot and improvises as needed to make the slot work for them. With Murray being turfed, it has opened up the field to other sports; unfortunately, this does not give BSC more field time. Commissioner Discussion Commissioner Chang asked if usage is consistent over the years. Staff responded that it has increased. Milne inquired if the slots are for the same amount of time and same amount of field space. Garcia responded that is it not the number of kids but same quantity. Garcia clarified that a slot may not necessarily equate to the same size of field space when comparing slots of two different fields. Example — although we divide Murray into two slots — each field would constitute a larger space and accommodate more players compared to a slot at Village Park field. Commissioner Chang commented that the number of hours a user group used did not match the number of slots used — explaining that if each slot is 1.5 hours long, why there were vastly more hours tracked when converting the number of slots into hours. Garcia clarified that the slots are allocated as a weekly schedule that when applied to the whole season (multiple weeks) would add up to the amount recorded. When showed a graph of hourly usage throughout the 2022 & 2023 years, Chang inquired what the "other" category tracked. Supervisor Coggins answered that it tracked usage from private renters such as camps or social gathering and doesn't include any of our own programs. Commissioner Yu asked if all private schools are considered Tier 1 I validated. Glomstad confirmed this to be the case. Commissioner Wettan noted that Our Lady of Angels and St. Catherine schools are mainly using fields for baseball, while Mercy uses the fields for softball and lacrosse. Burlingame High School uses the fields for baseball only. Milne asked if staff expects the turf install at Cuernavaca to open up slots. Staff stated there are no lights on the field and that will limit the number of slots on that field however it will not close for winter maintenance. Wettan asked if there was a possibility of adding lights to Franklin. Staff noted that Franklin field is a Burlingame School District Field. Parks & Recreation Commission APPROVED Minutes January 18, 2024 No action was taken. c. Youth Field User Organization Validation: Coyotes Lacrosse Club Manager Acquisti reviewed the staff report and asked the Commission to determine if Coyotes Lacrosse should be considered an underserved and/or an emerging sport and, therefore, validated as a Field User. Acquisti introduced Board member and Girls Head Coash to speak on behalf of Coyotes Lacrosse Club. Shep Maher, with Coyotes Lacrosse, presented his case to the Commission on why Lacrosse is an emerging and underserved sport. Coyotes is a recreational league, not a club league. They have 300 kids participating; the sport is still a first -generation sport. Chair Milne opened public comment. Brendon O'Brien spoke about the emergence of the sport and supported the application if the group to be a Validated User. The commissioner's discussed the item. Wettan stated that in his perspective as a parent of a high school athlete, he is seeing growth in sports with no space as there is a limit how many kids can compete. He asked how many slots at BHS that can play lacrosse. O'Brien noted there are 25-30 on a roster with two JV and one VB team; conceivably there can be 60 participating. Chang inclined to approve the validation and noted this does serve as an impetus to review the field use policy. He questioned if the 500-participant limit for Tier 2 is a good number anymore. Milne noted when the policy was last revised, at the time "underserved meant lacrosse. MOTION by Chang to approve the application for Coyotes Lacrosse Club to be a Tier 2 Validated User. Motion seconded by Wettan. Motion approved 5-0-2 (Pappajohn & Holzman absent) d. Commissioner Assignments for 2024 The Commission agreed to the assignments as listed in the staff report. 8. STAFF AND COMMISSIONER REPORTS a. Parks & Recreation Department Reports Glomstad reported that Mayor Colson would like to schedule a joint meeting with the Parks and Recreation Commission and Council. 4 Parks & Recreation Commission APPROVED Minutes January 18, 2024 Glomstad also reported the award of grant funds of $10,000 from the Peninsula Health Care District from an application completed by Recreation Supervisor Crossfield and Recreation Coordinator Conefrey. The program, entitled "Let the Sunshine In" will support the Department's senior programming by covering field trip fees, transportation, and admission fees for trips. The contract for the CIP batting cage project for the Burlingame Girls Softball group was awarded by the Council. The Mobility Hub at the front of the Burlingame Train Station has grant funds that will be used to improve the viability of the area by installing bike racks, tables and chairs, and informational signs to provide better direction on public transportation options. The project is currently out to bid. b. Commissioners Reports Commissioner Brunello — Reported the softball groups recently hosted a "gear exchange" event to repurpose equipment. Commissioner Wettan — Reported he attended the allocation meeting hosted by Supervisor Coggins. Commissioner Yu — Reported the latest meeting of the Laguna Playground committee viewed the designs with an Ocean theme. The design has equipment for both toddlers and older children. Commissioner Milne — Reported the Dog Committee released a survey out adding off -leash hours to Ray Field and about 800 responses have been received. Commissioner Chang — No Report FUTURE AGENDA ITEMS 9. ADJOURNMENT There being no further business, the meeting was adjourned at 8:34 pm. The next meeting of the Parks & Recreation Commission is scheduled to be held in person on Thursday, February 15, 2024, at 7:00 pm.
