Burlingame, Calif., April 15, 1935.
A regular meeting of the City Council of the City of Burlingame
was held on the above given date. The meeting was called to
order at 8:00 P.M. - Mayor Hunt in the Chair. Councilmen Buck,
Handlos, High, Hives and Hunt answered the roll call.
The minutes of the meeting of April 1, 1935, were read and
approved.
A letter was read from A. J. Adams, 1337 Paloma. Avenue, requesting
permission to stencil house numbers on curbs at a small expense
to householder. The same liras referred to Councilman Buck for his
approval.
A letter was read from I. B, Adams, Division Manager of the
Pacific Gas & Electric Co., informing the Council that effective
March 1, 1935, a reduction had been made in their rates for
street lighting for electroliers where the Company owns the
entire equipment; this will mean a reduction of 10% - the old
rate being 83.72 and the new rate $5.35. The letter was ordered
placed on file.
Andrew Hynding of South San Francisco submitted lot alo$side the
Corporation Yard in North Burlingame for sale. The sane Oras
referred to 1`,r. Bloom, ?irchasing Agent, to look into.
ff. Y. Stover of #4 East Carol Avenue, submitted plan of building
at 108 Uyrtle Road, the second story of which he proposed to
convert into a two family dwelling. After some discussion the
matter was orc.ered referred to the Planning Commission.
City Engineer Thomas called attention to the fact that on
Marhh 30, 1935, the union Paving Company completed their oon-
tract for the resurfacing and otherwise improving of El Canino Real,
he therefore reco.mr-ended that the same be officially accepted
and the balance of $3508.75 due the Contractor be authorized
to be paid in full when the City of Burlingame receives payment
from the State Highway Commission. Also accompanying Kr.Thomas'
report was a copy of his report to the State Highway Engineer
setting forth the history and side lights pertaining to the first
unit of the reconstruction of E1 Camino Real in Burlingame.
A Res)lution authorizing the payment of '3508.75 as aforesaid
to the Union Paving Company, was offered by Councilman Buck and
was seconded by Councilman High. - Carried, all voting AYE.
A small surplus remaining from gas tax funds for the improve-
ment of highways was ordered impounded for the preparing of
plans and specifications for the resurfacing of the Northern
part of the Highway.
A Resolution adopting Senate Bill No. 511 which will enable
the citizens of !an ;::ateo Cola-nty to have an ^ual vo cc ". th
other Cities of the Metropolitan district in planning and
eontrolling the development of transportation in the future as
will be indicated when the bay bridges are completed, was
offered by Councilman Buck and as seconded by CounoiImnn Eigh.-
Carried, all voting AYE. The Clerk era4 instructed to mail
copies of the Council's action to Senator ?adman, Assemblyman
Peterson and Senator McGovern, requesting they support Senate
Bill Ho. 511.
A Resolution sponsored by the League of California Yunicipalities
urging enactment of legislation allowing cities to sell bonds
to acquire revenue producing utilities without a two thirds vote,
was referred to the City Attorney to look into. W. H. Eddy,
cltizgn of Burlingame, urged caution in dealing with this p Weet.

subject.

A Resolution opposing Assembly Hill No. 156 relative to finger-
printing for the reason that it is in opposition to what the
Council believes to be a very salutary regulation, was offered by
Councilman Buck - the same was seconded by Council -.:an Hives, carried,
all voting AYE.
Attorney Davis reported on the sale of novelties by War Veterans,
that he recommended a resolution allowing the police department
to issue permits to veterans residing in Sara Yateo County but re-
quiring approval of the Post Comi.:ander of the Legion for those
residing outside the County. Police Chief Harper was not altogether
favorable to the plan, so it was laid over for further study.
Attorney Davis voiced his disapproval of declaring alleyways to be
portions of the street system of the City of Burlingame as propozed
by Ordinance No. 283 read at previous meeting. Lir. Davis believed
such action might result in complications that may be costly to
the City in time to come. Action on the proposed Ordinance was
therefore dropped.
A Resolution relating to the eradication of Deeds and setting
May 6, 1935, at 8:00 P.11. as the time for hearing protests, was
introduced by Councilman Buck and was seconded by Councilman
High, - Carried, all voting AYE.
A letter was read from C. W. Whitney, executive Secretary of
the Purchasing Agents Association of Northern California, calling
attention to their Annual Convention to be held in New York from
Lily 20 to Liay 23, 1935, and urging that L:r. Bloom, local purchasing
agent, be sent by the City of Burlingame, inasmuch as they have
a committee on governmental buying headed by the State purchasing
department and Yr. Bloom would be on the program with-. Mispley,
State PurchWng Agent._ A motion to allow Lx. Bloom to go,
also an appropriation of •"x300.00 for the so doing, was offered
by Councilman High and was seconded by Councilman Handlos, -
carried, all voting AYE.
Councilman Buck reported with reference to a dangerous signal at
the Safety Station in Burlingame, that the height of sane should
be increased. It wac, therefore referred to Street Superintendent
Rollins to attend to.
Councilman Buck requested that Engineer Thomas have a report on
the elimination of certain grade crossings iii line with the
President's reco=endation, to be presented at a joint meeting with
the Council and the Planning Commission on April 16, 1935, at
7:30 P.M. - The Station matter to be taken up also at this meeting.
The Clerk was instructed to notify the various organizations
interested to be present.
Under new business, Yayor Hunt vacated his Chair, calling on Council-
man Handlos to preside as Mayor pro tem. Mr.Hunt thereupon placed
Councilman C. A. Buck in nomination for L:ayor.-Councilman High
seconded the nomination as presented by Councilman Hunt. - Roll call
found Councilmen Handlos, High, Hives and Hunt voting AYE. Council-
man Buck not voting. Mayor elect Buck took the Chair. Councilman
Hunt reviewed the work of the past year outlining the achievements
of the Council, declaring that it had been one of the most success-
ful in the City's history, pointing out that more than $156 000
had been spent on public Improvements and the tax rate out 90.04
with no increase in the assessed valuation. He thanked the various
members of the Council for the gene ous support they had given him
while presiding as Layor and wished Mayor elect Buck a most success-
ful administration. Liayor Buck responded in turn, followed by the
other members of the Council, expressing most hearty cooperation to
the I.1ayor elect.
Demands against the City Idos. 7896 to 79'78, inclusive, were read and
approved and Warrants were ordered drawn on t:e City Treasury for
their respective amounts.
The Council thereupon adjourned.
