RESOLUTION NO. 026-2024
RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE AMENDMENT
NO. 1 TO THE PROFESSIONAL SERVICES AGREEMENT BETWEEN THE CITY OF
BURLINGAME AND SEIFEL CONSULTING, INC. FOR HOUSING ADVISORY
SERVICES
WHEREAS, on November 23, 2022, the City of Burlingame and Seifel Consulting
executed an Agreement for Professional Services (Agreement) for contract planning for housing
advisory services to update the 2018 Residential Impact Fee study in the amount of $99,500; and
WHEREAS, the Consultant determined that additional time and budget are required in
order to develop more sophisticated and complex financial models, which represent additional
services beyond the assumptions of the scope of the Agreement; and
WHEREAS, the Consultant has prepared a request for additional fees and time to cover
the cost of the requested services as outlined in the attached Amendment Request, dated January
16, 2024, for the housing advisory services.
NOW, THEREFORE, BE IT RESOLVED AND ORDERED:
1. The City Manager is authorized and directed to enter into Amendment No. 1 to the
Professional Services Agreement with Seifel Consulting, Inc., in the form attached hereto,
for housing advisory services for the update of the 2018 Residential Impact Fees study,
as outlined in the attached Amendment Request to the Agreement for Professional
Services dated January 16, 2024, increasing the contracted amount by $30,000 to a not-
to-exceed budget of $129,500 ($99,500 + $30,000).
2. Payment for services provided by Seifel Consulting and invoiced after December 31, 2023
and before the date of adoption of this resolution is hereby authorized.
3. Except as expressly amended in this Amendment No. 1, all other terms and conditions
contained in the Agreement shall remain in full force and effect.
