CALL TO ORDER A duly noticed meeting of the Burlingame City Council was held on the above date in person and via Zoom at 7:00 p.m. 2. PLEDGE OF ALLEGIANCE TO THE FLAG The pledge of allegiance was led by Vice Mayor Beach. 3. ROLL CALL MEMBERS PRESENT: Beach, Brownrigg, Ortiz, Stevenson MEMBERS ABSENT: Colson 4. REQUEST FOR AB 2249 REMOTE PARTICIPATION There were no requests. 5. REPORT OUT FROM CLOSED SESSION There was no closed session. 6. UPCOMING EVENTS Vice Mayor Beach reviewed upcoming events in the city. 7. PRESENTATIONS There were no presentations. 8. PUBLIC COMMENTS There were no public comments. 1 9. APPROVAL OF CONSENT CALENDAR Vice Mayor Beach asked the Councilmembers and the public if they wished to remove any item from the Consent Calendar. A member of the public pulled item 9e, and staff pulled item 9f. Councilmember Brownrigg made a motion to adopt items 9a, 9b, 9c, 9d, 9g, 9h, 9i, and 9j; seconded by Councilmember Stevenson. The motion passed by roll call vote, 4-0-1 (Mayor Colson was absent). a. APPROVAL OF CITY COUNCIL MEETING MINUTES FOR THE JANUARY 27, 2024 GOAL SETTING SESSION City Clerk Hassel -Shearer requested Council approve the City Council meeting minutes for the January 27, 2024 Goal Setting Session. b. APPROVAL OF CITY COUNCIL MEETING MINUTES FOR THE FEBRUARY 5. 2024 CLOSED SESSION City Clerk Hassel -Shearer requested Council approve the City Council meeting minutes for the February 5, 2024 Closed Session. c. APPROVAL OF CITY COUNCIL MEETING MINUTES FOR THE FEBRUARY 5, 2024 CITY COUNCIL REGULAR MEETING City Clerk Hassel -Shearer requested Council approve the City Council Meeting Minutes for the February 5, 2024 City Council Regular Meeting. d. APPROVAL OF CITY COUNCIL MEETING MINUTES FOR THE FEBRUARY 12. 2024 CLOSED SESSION City Clerk Hassel -Shearer requested Council approve the City Council Meeting Minutes for the February 12, 2024 Closed Session. e. ADOPTION OF AN ORDINANCE OF THE CITY OF BURLINGAME AMENDING SECTION 10.40.038 OF TITLE 10 OF THE BURLINGAME MUNICIPAL CODE REGARDING LEAF BLOWERS; CEQA DETERMINATION: EXEMPT PURSUANT TO STATE CEQA GUIDELINES SECTIONS 15378 AND 15061(b)(3) Dustin Chase discussed his concern about how violations would be observed. (Comment submitted via publiccomment@burlingame.org). Sustainability Program Manager Michael stated that the City's Code Enforcement Officer explained that she didn't need to be present when the violation is noted. Instead, an individual will report a violation, and the Code Enforcement Officer then sends out a warning. She added that if the complaint continues, a notice of violation is then sent. 2 Vice Mayor Beach opened the item up for public comment. No one spoke. Councilmember Ortiz made a motion to adopt Ordinance 2023; seconded by Councilmember Stevenson. The motion passed by roll call vote, 4-0-1 (Mayor Colson was absent). f. ADOPTION OF A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A $129,679 AGREEMENT WITH ANVIL BUILDERS, INC. FOR THE 2024 EUCALPYTUS TREE WORK ALONG CALIFORNIA DRIVE AND INCREASE THE APPROPRIATION OF 9129.679 FOR THE PARKS DIVISION CONTRACTUAL SERVICES GENERAL FUND BUDGET City Manager Goldman stated that this item would be brought back at a later date. She explained that the City received a bid protest. Vice Mayor Beach opened the item up for public comment. No one spoke. g. ADOPTION OF A RESOLUTION TO ACCEPT THE DEDICATION OF WATER METER EASEMENTS AT 220 PARK ROAD DPW Murtuza requested Council adopt Resolution Number 016-2024. h. ADOPTION OF A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A THREE-YEAR SERVICE AGREEMENT WITH TPX COMMUNICATIONS TO PROVIDE INTERNET SERVICES AND SFOTWARE-DEFINED WIDE AREA NETWORK MANAGED SERVICES WITH AN OPTION TO EXTEND ADDITIONAL YEARS AS NEEDED IN AN AMOUNT NOT TO EXCEED S201.270 Finance Director Yu -Scott requested Council adopt Resolution Number 017-2024. L APPROVAL OF QUARTERLY INVESTMENT REPORT PERIOD ENDING DECEMBER 31, 2023 Finance Director Yu -Scott requested Council approve of the Quarterly Investment Report for the period ending December 31, 2023. j. ADOPTION OF A RESOLUTION AUTHORIZING THE CITY MANAGER TO AMEND AND EXECUTE MEMORANDA OF UNDERSTANDING WITH THE AFSCME ADMINISTRATIVE UNIT AND THE AFSCME MAINTENANCE UNIT ON BEHALF OF THE CITY, AND APPROVE AN AMENDED SALARY SCHEDULE FOR MERIT CLASSIFICATIONS HR Director Saguisag-Sid requested Council adopt Resolution Number 018-2024. 10. PUBLIC HEARINGS a. INTRODUCTION OF AN ORDINANCE AMENDING SECTIONS 13.36.010 AND 13.36.020 OF CHAPTER 13.36. "PARKING LIMITATIONS." OF TITLE 13 OF THE BURLINGAME MUNICIPAL CODE REGARDING PARKING RESTRICTIONS ON AIRPORT BOULEVARD; CEQA DETERMINATION: EXEMPT PURSUANT TO STATE CEQA GUIDELINES SECTIONS 15378 AND 15061(b)(3) City Attorney Guina stated that the proposed ordinance would clean up some of the conflicts in the code. He explained that currently there are two provisions in the City's Code that regulate parking on Airport Boulevard. He noted that one section states that it is unlawful to park on Airport Boulevard at all times, while another section states the hours that an individual can't park on Airport Boulevard. City Attorney Guina stated that the proposed ordinance would modify Section 13.36.010(1) and Section 13.36.020(2) to: • Prohibit parking on Airport Boulevard on both sides of the street from Old Bayshore Highway/Broadway to 150' east of Beach Road and • Allow for limited parking on Airport Boulevard from 150' east of Beach Road to Lang Road between the hours of 10:00 a.m. and 6:00 p.m. City Attorney Guina stated that the Traffic Safety & Parking Commission considered this proposed ordinance at their last meeting and recommended that the Council adopt it. Councilmember Stevenson asked if there were any safety issues due to parking and is parking necessary for local businesses. DPW Murtuza stated that parking is mostly used for beach access. Vice Mayor Beach asked if there is any location on Airport Boulevard that allows for overnight parking. City Attorney Guina replied in the negative. Vice Mayor Beach opened up the public hearing. Manito Velasco stated that he appreciated this item but thought there were other things that should be done to improve safety on Airport Boulevard. (Comment submitted via publiccomment@burlingame.org). Vice Mayor Beach closed the public hearing. Vice Mayor Beach stated that if there becomes a need to have overnight parking on a section of Airport Boulevard, she would be interested and open to that conversation. Councilmember Stevenson made a motion to bring back the proposed ordinance for a second reading; seconded by Councilmember Ortiz. The motion passed by roll call vote, 4-0-1. (Mayor Colson was absent). 11. STAFF REPORTS There were no staff reports. 12. COUNCIL COMMITTEE AND ACTIVITIES REPORTS AND ANNOUNCEMENTS 4 Council reviewed their committee appointments. 13.
