CALL TO ORDER The duly noticed regular meeting of the Burlingame Parks & Recreation Commission was called to order by Chair Pappajohn at 7:01 pm. 2. ROLL CALL COMMISSIONERS PRESENT: COMMISSIONERS ABSENT: STAFF PRESENT: OTHERS PRESENT: 3. APPROVAL OF MINUTES Holzman, Brunello, Pappajohn, Yu, and Wettan Milne & Chang Parks & Recreation Director Glomstad & Recording Secretary Helley Marco Morini — Burlingame The June, August, and October minutes will be available for approval at a future meeting. 4. CORRESPONDENCE None Presentation: Youth Advisory Committee Recreation Coordinator Bliss, who advises the Committee, introduced the Youth Advisory Committee and noted they are an enthusiastic and hard-working group that has accomplished various projects over this past year. Members introduced themselves: Hope DiLaura, Kristyn Lee, Sophia Bella, Ashley Fong, Hannah Osinski, Penny Reed, Adrian Yiensu, Zach Wong, Katie Friedman, Ellie Lu, Sylvie Olson, Carine Suherman, and Dylan Lachance and provided the following information. The initiative for the Youth Advisory Committee this year is to educate and support teens all over Burlingame on Public Safety and Preparedness. This included fire prevention, self-defense 1 Parks & Recreation Commission APPROVED Minutes November 16, 2023 classes, and emergency kit preparation. The group had already volunteered for several city - sponsored events, including the Muddy Mile, by handing out wristbands, assisting children, and checking participants into the event. Most recently, the YAC participated in the Fall Fest, the Senior Halloween Dance, Kids Night Out, and the Family Camp Out. The group is planning to assist at the annual Tree Lighting, where they will pass out headbands, direct people, and help with the photo booth. The group also attended the Bi-Annual YAC Attack event that brings together YAC groups from all over the Peninsula and had various workshops and speakers. In January, the group is planning to hold a workshop about self-defense. The group also plans to present monthly public service announcements on fire safety, safe travel, carbon monoxide, and self-defense. The group thanked the Commission for hearing their presentation and invited any questions. Chair Pappajohn thanked the group and opened questions. Commissioner Holzman asked how the public service announcements were going out. The group will be putting the announcements out via Facebook. Commissioner Pappajohn asked how the group found an instructor for the self-defense class and if the classes would be open to everyone. The group noted the class would be instructed by the United Studio of Self -Defense located in Burlingame and would be open to everyone. Commission thanked the group for the well-done presentation and the thoughtful information. 5. PUBLIC COMMENTS Marco Morini introduced himself to the Commission. He is a Burlingame Soccer Club parent and volunteer. He said he was concerned about the field use, in particular, 1) The lateness of practice schedules occurring between 8 pm and 9:30 pm due to the field scheduling and 2) The size of the area allotted for their practices. He told the Commission that parents have noted that there are 150 kids at their practices on the small area scheduled for BSC and that they have seen other groups with fewer kids practicing on larger areas scheduled for them. He asked the Commission to consider evaluating and re -opening the field allocation process. 6. OLD BUSINESS None 7. NEW BUSINESS a. Chair Rotation Director Glomstad reviewed the staff report about the chair rotation process: Vice -Chair Milne became the Chair, and Commissioner Chang became the Vice -Chair. 2 Parks & Recreation Commission APPROVED Minutes November 16, 2023 8. STAFF AND COMMISSIONER REPORTS a. Parks & Recreation Department Reports Glomstad reported that the ribbon cutting for the Robert Barry words installed on the bayside of Murray Field would be on December 13 at 1:30 pm, the tree lighting would be on December 1, the Winter Market would be on December 2-3 at the Community Center, the opening of the new Lorton Park would be in early December and the Muddy Mile event will now be held in the spring season. b. Commissioners Reports Commissioner Brunello — Reported he spoke with BYBA leadership and noted they were very candid about field time. They thought the adult sports league was taking priority. They felt the adult league should be capped at 7:15 pm. BYBA could only get in one game, and the adults are getting in three games. They said they saw teams from Millbrae on Burlingame fields and wondered why they were not using Millbrae fields. He was told that the boys could only use Bayside due to the size of the field. They also told him that they helped the Parks Division with the cleanup at Bayside due to the tree damage from the winter storms. Commissioner Wettan — No Report Commissioner Holzman — Reported that the Peninsula Tennis Athletic Club had pickleball courts, and the Dog Park Task Force had met about off -leash hours at Ray Park field and were working on a survey to send out. Commissioner Yu — No Report Commissioner Pappajohn— No Report FUTURE AGENDA ITEMS Field Use Policy 9. ADJOURNMENT There being no further business, the meeting was adjourned at 7:40 pm. The next meeting of the Parks & Recreation Commission is scheduled to be held in person on Thursday, December 21, 2023, at 7:00 pm.
