The local agency holds a meeting during a declared state of emergency; 2. State or local health officials have imposed or recommended measures to promote social distancing; and 3. Legislative bodies declare the need to meet remotely due to present imminent risks to the health or safety of attendees. On May 16, 2022 the City Council adopted Resolution Number 054-2022 stating that the City Council and Commissions will continue to meet remotely for at least thirty days for the following reasons: 1. The City is still under a local state of emergency; 2. County Health Orders require that all individuals in public spaces maintain social distancing and wear masks; and 3. The City can't maintain social distancing requirements for the public, staff, Council members, and Commissioners in their meeting spaces. Pursuant to Resolution Number 054-202Z the Community Center will not be open to the public for the September 15, 2022 Parks & Recreation Commission Meeting. Members of the public may view the meeting by logging on to the Zoom meeting listed below. Additionally, the meeting will be streamed live on YouTube and uploaded to the City's website after the meeting. Members of the public may provide written comments by email to publiccomment@burlingame.org. Emailed comments should include the specific agenda item on which you are commenting, or note that your comment concerns an item that is not on the agenda or is on the consent agenda. The length of the emailed comment should be commensurate with the three minutes customarily allowed for verbal comments, which is approximately 250-300 words. To ensure your comment is received and read to the Parks & Recreation Commission for the appropriate agenda item, please submit your email no later than 5:00 p.m. on September 15, 2022. The City will make every effort to read emails received after that time, but cannot guarantee such emails will read into the record. Any emails received after the 5:00 p.m. deadline which are not read into the record will be provided to the Parks & Recreation Commission after the meeting. CALL TO ORDER The duly noticed regular meeting of the Burlingame Parks & Recreation Commission was called to order by Vice -Chair Pappajohn at 7:00 pm via Zoom meeting. 2. ROLL CALL COMMISSIONERS PRESENT: Milne, Brunello, Pappajohn, Ardito, Holzman and Wettan COMMISSIONERS ABSENT: Chang STAFF PRESENT: Parks & Recreation Director Glomstad, Manager Acquisti, Parks Supervisor Holtz & Recording Secretary Helley OTHERS PRESENT: 3. APPROVAL OF MINUTES Commissioner Brunello made a motion to approve the June minutes. The motion was seconded by Commissioner Wettan, and the motion was approved. 6-0-1. (Chang absent) 4. CORRESPONDENCE None 5. PUBLIC COMMENTS None 6. OLD BUSINESS None 7. NEW BUSINESS 1 Parks & Recreation Commission DRAFT Minutes June 16, 2022 a. Pickleball Task Force Update Manager Acquisti gave background on the Task Force (PBTF), comprised of Commissioners Pappajohn, Milne, and Ardito, along with Manager Acquisti. Over the past two months, in conjunction with staff, the PBTF has talked with pickleball and tennis players to get input about current court use and preferred future use. They also researched how other cities have provided pickleball court options. The PBTF has met several times. Items discussed included purchasing deluxe portable pickleball nets and how they are secured in a way that does not impede the tennis play on the court. Commission Ardito added the PBTF spoke to numerous interested parties to see if there would be a ripple effect that affected other uses. The feedback indicated that the PBTF was moving in the right direction. Commissioner Milne noted when he visited Redwood City, a tennis game occurred, and the portable nets were secured against the fence and were not impeding the tennis play. He felt that the more substantial net system was worth the investment as it would be difficult to steal the unit. Commissioner Pappajohn reached out to other communities as well. One additional item from the PBTF meetings is that the players do not feel they should be paying the five -dollar fee to play. The PBTF explained to the players that the fee is to cover the cost of "reserving" the court for the sole use of the pickleball play on a specific day and time, just like reserving a tennis court or a picnic area for the exclusive use at a specific time. Commissioner Brunello asked how the nets would be locked and unlocked. Acquisti noted that the lock at Redwood City is an extended chain, so the unit can be moved and rolled into place without disconnecting it from the fence. Commissioner Holzman noted the information provided by the net manufacturer stated it should not be left outside. She asked if there was a concern about the durability. Acquisti noted that Redwood City has the same unit, and it had been outside since they purchased it three years ago. The mild weather in this area allowed the unit to be left outside with no issues. Commissioner Holzman opened public comments. Lynn Feeney noted she plays in Redwood City, and they have additional dedicated pickleball hours from 8 to 3 pm, and then the courts are shared with the tennis players. She hoped Burlingame could mirror this in some way. Menlo Park does the same, also. Tam Madden asked for signage to inform the public that court 1 is drop -in only to avoid confrontation with tennis players. Linda Hower was excited to have more time to play. During the school year, she went to play, and there was a gentleman giving lessons. She was curious if the school year and the summer differ from reservations. Acquisti said she would look into this situation. Court 1 should always be available for tennis or pickleball drop -in. Hower asked if it was possible to purchase a paddle holder to attach to the fence. Staff noted they would look into it. There being no other Public Comments, Chair Holzman thanked everyone for their feedback and closed public comments. MOTION by Milne to approve the purchase of moveable pickleball nets for Washington Court #1. Motion seconded by Brunello. Motion approved 6-0-1. Chang absent. 1. STAFF AND COMMISSIONER REPORTS a. Parks & Recreation Department Reports Director Glomstad reported Friday is the last Concert in the Park. She thanked Chair Holzman and Commissioner Pappajohn for volunteering at the Senior Lunch. There were approximately 170 community members signed up, and about 150 attended. Crepevine catered the food and Stephanie Lee, and her quartet played music at the event. Burlingame on the Ave is returning, and Commissioner volunteers are needed to help staff the Parks and Recreation table. The commissioner training is scheduled for October 15, 2022, at the Burlingame Community Center. The Burlingame Parks & Recreation Foundation will also be hosting a Pickleball Tournament in October. b. Commissioners Reports Commission Holzman — No Report Commissioner Ardito — Would like to continue to talk to more pickleball players to keep the conversation ongoing as it is ever evolving. Striping pickleball courts on Washington and Ray Tennis Courts 2. Shared court rules 3. Continuation of the $5 drop -in fee program BACKGROUND At the July 21, 2022, Parks and Recreation Commission meeting, the Commission approved purchasing four portable pickleball nets to remain on Washington Court #1. On September 1, 2022, Washington Court #1 became dedicated for drop -in use for tennis and pickleball and reservations for this court are no longer available. Even with the additional space for pickleball, department staff have continued to receive requests for more pickleball play options. To help inform the discussion below, attached as Exhibit A is the Tennis Court Use policy. The policy includes the following content: At least half of all city courts need to be available for recreational (defined as resident or internal program) use at all times. nisi m_ginm In order to improve the pickleball play options in Burlingame, staff is requesting input on the three items below. 1. Striping Pickleball Courts on Washington and Ray Tennis Courts As the Pickleball Task Force and the Parks and Recreation Department continues to work toward offering more pickleball options to the community, community members have requested more tennis courts be striped to include pickleball. To this end, the following courts could be lined to include pickleball. a. Washington Tennis Courts 2, 3, and 4 b. Ray Park Tennis Courts 1 and 2 1 Pickleball Update and Discussion September 15, 2022 Based on the spacing on each court, staff recommends two pickleball courts on each tennis court (Exhibit B). Although striping tennis courts for shared usage is becoming a common practice, there have been comments from tennis players who do not want pickleball lines on additional tennis courts. 2. Drop -in Court Rules When Court #1 was first striped, City staff established shared space rules based on research from neighboring cities with tennis and pickleball lines on the court (Exhibit C). Since September 1, temporary rules have been placed on Washington Court #1 (Exhibit D). In recent communication with Redwood City and San Carlos, both agencies have temporary rules for the shared space and are also in the process of establishing permanent rules. Exhibit E includes rules from the City of Camas. While Camas used two facility locations for priority use between tennis and pickleball, a similar method could be used with Washington Courts with specific priority times for pickleball and tennis. Options to be considered include, but not limited to, prioritizing pickleball play Monday and Wednesday 10am-1 pm on both Washington Court 1 and Sports Court if movable nets can be added to the Sports Court. 3. Continuation of the $5 drop -in fee program Since the addition of the portable nets on Washington Court #1, members of the pickleball community have complained about paying the $5 drop -in fee program. The fee was originally established for the Monday and Wednesday (10am-1 pm) drop -in program at Washington Court #1 and the Washington Sports Court. The fee was to reserve specific space for a specific use and for the staff time to set up and take down the nets. With the addition of the portable nets on Washington Court #1, the staff time to set up and take down those nets is no longer required. However, staff is still setting up the nets on the sports court. Staff is looking for direction on whether to eliminate the $5 drop -in fee program and allow the pickleball players to set up the nets on the sports courts, only eliminate the fee for Washington Court #1, or continue with the program as is. The need to keep the drop -in program may be mute depending on the outcome from the discussion about drop -in rules. Update to Tennis Court Use Policy Depending on the outcome of the Commission meeting, an update of the Tennis Court Use policy may be needed. If this is the case, staff recommends the Pickleball Task Force convene to work with staff to draft updates to the policy for Commission approval at a future meeting. FISCAL IMPACT The fiscal impacts for the three areas are: 1. There are adequate funds in the Parks and Recreation Department budget to choose either option. 2 Pickleball Update and Discussion September 15, 2022 Option A Courts Striped on Washington Courts 2, 3, and 4 $800 each $4,800 Option B Courts Striped on Ray Courts 1 and 2 $800 each $3,200 2. There are sufficient funds to purchase permeant signage. 3. The cost will vary depending on the Commission's direction.
